Senior Project Officer Shelter Bannu

Position Title: Bannu Shelter Senior Project Officer

Background: CRS Pakistan is currently working in the following sectors: education, drought mitigation, WASH, livelihoods, and protection sectors. Alongside this, CRS continues to work in the areas of emergency response and disaster preparedness & mitigation. CRS main office is located in Islamabad with sub-offices in Sukkur- Sindh Province, Besham- KPK Province and Quetta (Baluchistan Province).


Starting in November 2014, CRS will implement a 6-month emergency response project in Bannu, KPK, that addresses Temporarily Displaced Person’s (TDPs) two main priorities: living in safe and appropriate shelter and procuring essential NFI items to help cope with the cold winter months. CRS and PREPARED will prioritize portability in its approach, providing households with shelter materials and a selection of durable NFIs (blankets, floor mats, etc.) that can be carried back and used in NWA.


In all of its programming, CRS/Pakistan seeks to maximize beneficiary choice, community contribution to relief efforts, and efficiency. For this reason, CRS will adopt market-based approaches for both shelter and NFI activities, relying on a voucher methodology that has proven successful both in the Bannu context and across the country. For this proposal CRS and PREPARED examined the feasibility of direct distribution, vouchers, and cash grants and found that vouchers would be the most appropriate.

Job Summary:

The shelter Senior Project Officer is responsible for working with CRS and implementing partner project teams as well as local communities to promote high-quality implementation and management of the Bannu Shelter Program.

Specific duties and responsibilities include:
Support for Project Start-up and Implementation
Under supervision of the Program Manager, coordinate with PREPARED field staff to promote high-quality project start-up and implementation, including the following areas
- Participate in project planning, providing input as requested into the development of activities, schedules, and documentation procedures.
- Ensure that partner staff have working knowledge and understanding of project objectives, activities, management, and M&E tools including: community mobilization, beneficiary registration and selection, voucher distribution and redemption, construction, quality control and beneficiary feedback mechanisms, and payment support documentation.
- Assist in project implementation and monitoring as needed to ensure that communities understand the project goals, activities, and approaches, and that communities and community leaders are appropriately engaged in the project, that beneficiaries are being selected according to project criteria, are receiving quality materials, and are able to construct shelters according to design.

Support for Monitoring and Evaluation
Coordinate with Program Manager and CRS and implementing partner project teams to ensure that project related information is being collected, managed, shared, and used to promote high-quality project implementation
- Actively support tracking of project implementation to ensure progress of activities is properly documented and taking place according to schedules.
- Support collection management of information for monitoring and evaluation
- Identify challenges in project implementation to the Program Manager and participate in regular discussions with the implementation team for addressing challenges or making improvements to project implementation.

- Provide regular written and verbal updates to the Program Manager in a clear, accurate, and timely manner.


Teamwork and Relationships
- Work closely with CRS and PREPARED staff, community leaders and community members, and vendors to create and maintain a positive working environment aimed at successful completion of project objectives and positive support to project beneficiaries.
- Contribute to the promotion of safety and security for CRS and PREPARED staff as well as beneficiaries, vendors, and community members. Report any information or concerns related to the safety and security of CRS and PREPARED staff, assets, beneficiaries, to the Program Manager.

Note on Emergency Response:

As CRS/Pakistan responds to disaster situations, staff may be called upon to support emergency operations. Willingness and flexibility to perform tasks other than described in this job description and work longer hours than normal as necessary to complete critical tasks is required.

Background Development Alternative Inc (DAI) is seeking to hire consultant(s) to conduct and Impact Assessment of its 10 grants being implemented under Enhanced Democratic Accountability and Civic Engagement (EDACE) programme. EDACE is a Foreign and Commonwealth Office (FCO) funded programme managed by Development Alternatives Inc. EDACE is a grant making programme, aiming to make short-term, high-impact grants to improve rights awareness, citizen engagement, access to justice, and provision of security services to ensure that Pakistani citizen rights and democratic processes are improved, and trust between state and the society is strengthened at provincial and local levels. EDACE is mainly working around supply and demand side of rule of law and conflict prevention/resolution. Under the supply side of rule of law, the project is focusing to sensitize and improves service delivery of various public departments/bodies. Under demand side of rule of law, the project aims to aware local citizen of their human, legal and civic rights and to link them to public departments/bodies.

The Impact Assessment will assess the progress of EDACE’s 10 grants (Summary of the Grants annexed) November 30, 2014, well as identify issues and recommend course corrections. It will also highlight issues and challenges affecting effective and efficient implementation of outputs and their contribution to Grants outcomes and impact and recommend whether results obtained thus far warrant an extension of the grants.


The review is being undertaken after the midpoint of grants implementation and will pave the way for improved delivery for the remaining duration duration and propose amendments (if any) required in Grants design, implementation arrangements and/or institutional linkages in order to effectively and sustainably contribute to the improvement in the rule of law and building trust between state and communities in the target areas.

Duration of the Consultancy: The duration of the consultancy is one month. The consultancy will begin by December 1, 2014 and presentation of the Final Repot must be made by or before December31, 2014.Key Focus Areas The Consultant will assess grants (awarded under the EDACE programme) according to standard evaluation and impact assessment criteria, as elaborated below.

a) RELEVANCE i. Assess the contribution of the grants towards the achievement of the EDACE’s overall objectives ii. Analyze whether the grants based approach addresses the needs and demands of the beneficiaries in a disaggregated manner (for men and women). iii. Assess the relevance of the tools / instruments / inputs applied by the grants.


b) EFFECTIVENESS i. Review whether the grants have accomplished their outputs. In particular, review: • Area selection criteria and its implementation • Targeting strategy for the identification of Grants beneficiaries including both men and women. • Any emerging effect of the grants on beneficiaries including both male and female ii. Assess the performance of the grants so far with particular reference to qualitative and quantitative achievements of outputs and targets as defined in the grants agreements and work-plans and with reference to the Grants baseline and also forecast the achievements of these grants in the remaining period of the project.


c) EFFICIENCY I. Assess whether the grants achievements against the grants targets, and comment whether the grants have the capacity to deliver the agreed result at the output and outcome levels II. Analyse the performance of the Monitoring and Evaluation mechanism of the Grants and the use of various M&E tools III. Assess the qualitative and quantitative aspects of management and other inputs (such as monitoring and review and other technical assistance and budgetary inputs) provided by the grants vis-à-vis achievement of outputs and targets. IV. Identify factors and constraints which have affected grants implementation including technical, managerial, organizational, institutional and socio-economic policy issues in addition to other external factors unforeseen during the grants design.


d) SUSTAINABILITY AND IMPACT I. Assess preliminary indications of the degree to which the Grants results are likely to be sustainable beyond the Grants’ lifetime (both at the community and institutional level), and provide recommendations for strengthening sustainability II. Analyse the emerging impact on the communities for both men and women in terms of awareness of rights; trust building; and conflict prevention and resolution III. Based on the findings (relevance, efficiency, effectiveness, sustainability and impact) recommend whether extension of this Grants is warranted.


e) NETWORK /LINKAGES I. Evaluate the level, degree and representation by the beneficiaries and stakeholders, (government and EDACE team) in the implementation of the Grants (with particular attention to the development and testing of grants implementation approaches) II. Examine the synergies and potential overlap between particular grants and other donor funded programmes in the relevant districts and propose strategy to enhance complementarities. III. Assess the Grants’ knowledge management strategies and outreach and communications to all stakeholders.


f) Lessons learnt/ Conclusions I. Analyze areas for improved programme planning, especially with respect to setting targets II. Identify significant lessons or conclusions which can be drawn from the Grants in terms of effectiveness, efficiency, sustainability and networking. Special attention may be given to the context (Political development, security, and natural disasters) and the coping strategies developed by the Grants to maintain work momentum. III. Recommend grants continuation or otherwise in the post March 2013 phase.

Outputs

The Consultant’s findings and recommendations will be thoroughly discussed with EDACE, relevant grantees, and FCO.


The Consultant will complete and submit a draft final report in both hard and soft copies. The Consultant will finalize the report in the light of comments/suggestions of stakeholders. The key outputs are:


a) Methodology: Submission of detailed methodology of IA b) Draft Report Template: Submission of a draft report format containing Table of Contents for the final report for approval by DAI. c) An Aide Memoire (including key findings and recommendations) and its presentation: The Consultant will present the aide memoire to FCO, and DAI. d) The Draft and Final IA Reports: The report should be logically structured, contain evidence-based findings, conclusions, lessons and recommendations, and should be free of information that is not relevant to the overall analysis. The report should respond in detail to the key focus areas described above. It should include a set of specific recommendations formulated for the Grants, and identify the necessary actions required to be undertaken, who should undertake those and possible time-lines (if any). Grants stakeholders will provide comments on the Draft Report, and the Consultant will finalize the report in view of these comments. e) Presentation: For presenting and discussing the draft final report interactively, the consultants will facilitate a one-day concluding workshop for the FCO and DAI

How to apply: Qualification of the Consultant(s)

Consultant(s) must have a solid (minimum 10 years) experience of evaluation in the related discipline.

Approach

The consultant(s) will be responsible for devising detailed methodology of the IA. However, the consultant will adopt a consultative and participative approach. This will include field visits to Grants sites and meetings with communities / Grants direct beneficiaries in 10 districts namely Multan, Muzaffargarh, Rajanpur, Sukkur, Ghotki, Larkana, Jaccobabad, Kashmore, Hyderabad, and Karachi to collect first-hand information. The Consultant will also meet with the Grants team, relevant government agencies / partners at provincial and district level, if need be. The Consultant may also meet other agencies / Grants engaged in similar interventions. The MTE will start with a meeting at DAI Office and conclude with a debriefing meeting with DAI and grantees.


Consulting firms or individual consultants may apply. Due to the time frame and complexity of the projects, it is recommended that individual consultants may not apply / be fielded for more than one evaluation study.

Job Summary: The Finance Manager (FM) is responsible for managing the day-to-day financial activities at respective Sub-office. S/he is responsible for ensuring the robustness of the CP’s financial management systems and processes. S/he is in charge of financial reporting, financial grant management and compliance, communication, capacity building of finance staff as well as capacity strengthening of sub-recipients in the area of financial management. The Finance Manager designs, improves and maintains effective financial systems and processes. In line with CRS’ strategic priority to reinforce an organizational culture of high performance and accountability, s/he works with CP management to ensure that the country program maintains a high level of resource stewardship and strict financial accountability. S/he manages the day to day financial activities of Quetta Sub-Office.

Functional Responsibilities

Financial Management and Analysis
1. Ensure that the respective sub-offices financial accounting environment is in compliance with CRS’ policies and procedures, Generally Accepted Accounting Principles (GAAP), donors’ rules and regulations and legal requirements.

2. Oversee the development and implementation of robust local financial systems and processes (e.g., payroll and cash management) as appropriate.

3. Proactively develop financial forecast analysis to assist in areas such as management of currency risk and cost allocation rates.
4. Lead the process of analysis and interpretation of financial reports to ensure that accurate financial data is provided to budget managers to inform decision making.
5. Ensure financial records and transactions are adequately supported as per CRS’ Documentation Policy and Document Retention Policy with due consideration of local laws and donors’ documentation requirements.

Planning & Budget Administration
1. Support Program Managers in developing budgets for new programs/projects and revisions of existing projects. Ensure that reasonable estimates of direct cost and shared direct cost are used in budgets, based on historical data and current market conditions. In addition, s/he ensures that accurate indirect cost and support services rates are used in accordance with policies and guidelines.
2. In collaboration with Head of Office and Program Managers review budget comparison reports to provide analyses and action plans that address significant variances between approved budgets and actual expenses.
3. Facilitate timely submission of Annual Program Plan and Quarterly Current Year Spending Plans via effective coordination with Budget Managers and CP Finance for maintenance and management of e-Budget.

Sub-recipients’ financial management and Capacity Building
1. Oversee Build and strengthen the capacity of sub-recipients in the area of financial management. Plan and organize regular trainings and other capacity building initiatives such as exchange visits to ensure that subrecipients acquire and maintain the skills required to manage financial resources provided by CRS and other donors.
2. Assess and regularly monitor sub-recipients’ ability to safeguard financial resources entrusted to them. In addition, assess and monitor their ability to accurately record and post all financial transactions. Work closely with subrecipients to ensure that they design and implement effective internal control improvement plans.
3. Ensure donors’ requirements are included in sub-recipients’ agreements, and systems are in place to promote compliance.
4. Maintain good working relationships with sub-recipients based on mutual respect and effective communication and work with Grants and Compliance Officers to ensure coordinated and consistent partners strengthening efforts.
5. Ensure sub-recipient advances and liquidations are managed in accordance with the Sub-recipient Financial Management Policy and the terms of the related sub-recipient agreements.

Reporting
1. Oversee the month-end financial closure process and coordinate the timely submission of monthly financial reports to the CPFM.
2. Oversee the performance of all required functions of templates used for Sun System, report writing, daily transaction recording and production of periodical reports, reporting and keeping backup of data on regular basis.
3. Provide support in monthly and/or yearly closing of accounts, pre audit checking, presentation of various schedules/statements, accurate trail balance, balance sheet and other statements, as well as safe transfer of all financial records to Country Office.
4. Oversee timely and accurate financial year-end closure and coordinate the timely submission of year-end reports to the CPFM.

Taxation
1. Ensure deduction of withholding income and sales tax from the payments to vendors, income tax and from staff salaries as per tax law requirements.
2. Ensure timely deposit of all withheld taxes / tax liabilities in Government treasury per tax regulations.
3. Ensure timely submission of monthly and annual tax returns to CP Finance for e-filing as per tax law requirements.
4. Ensure timely provision of income tax deduction certificates to vendors and staff at the end of each tax year and / or whenever required.

Grant Management
5. Monitor grant agreements to ensure spending is within obligated budgets and the approved project periods; communicate with HQ/ Finance when new agreements are signed or existing agreements are modified.
6. Review and understand the financial sections of all agreements with donors to ensure financial terms are reasonable, practical, do not contradict CRS’ policies and procedures and are in CRS’ favor when possible.
7. Prepare monthly, quarterly and final financial reports for donors in accordance with donors’ regulations or as stated in agreements and CRS’ Grant Reporting Policy for submission to CPFM.
8. Lead the ongoing financial management of grants and related cost-shares through timely communication with program managers, to ensure budgets are not overspent or significantly under-spent.

Risk Management and Compliance
1. Ensure adherence to the Agency’s financial policies and procedures and compliance with all donors’ financial requirements.
2. Ensure internal control systems are in place and followed by all Finance Department staff and all other applicable CRS employees. Make certain that tools such as review checklists and process flow charts are made available to and consistently used by all appropriate staff.
3. Ensure that there is an adequate segregation of duties among cash receipt, cash disbursement, and bank reconciliation.
4. Actively engage with internal and external audit teams and ensure findings related to financial management are closed within the prescribed deadlines.
5. Promptly apprise the Senior Management Team of any known or suspected instances of fraud or of ethical violations.

Finance Personnel Management and Overall Capacity Strengthening
1. Supervise, mentor, coach finance staff. In addition, design and implement succession plans for finance staff.
2. Oversee the orientation of accounting staff and project managers in relevant financial management practices, CRS policies and procedures and donors’ financial requirements.
3. Encourage teamwork and facilitate job enrichment to involve team members in activities beyond their defined job descriptions. Ensure effective delegation of authority and staff capacity building within the Finance Department.
4. Ensure that job descriptions for Finance employees are up to date. In addition, ensure that performance and development plans are prepared each year. Complete annual performance appraisals for supervised staff. Make these documents a useful tool for employees to maintain and improve their performance.

Background:
CRS Pakistan is currently working in the following sectors: education, drought mitigation, WASH, livelihoods, and protection sectors. Alongside this, CRS continues to work in the areas of emergency response and disaster preparedness & mitigation. CRS main office is located in Islamabad with sub-offices in Sukkur- Sindh Province, Besham- KPK Province and Quetta (Baluchistan Province).

Starting in November 2014, CRS will implement a 6-month emergency response project in Bannu, KPK, that addresses Temporarily Displaced Person’s (TDPs) two main priorities: living in safe and appropriate shelter and procuring essential NFI items to help cope with the cold winter months. CRS and PREPARED will prioritize portability in its approach, providing households with shelter materials and a selection of durable NFIs (blankets, floor mats, etc.) that can be carried back and used in NWA.

In all of its programming, CRS/Pakistan seeks to maximize beneficiary choice, community contribution to relief efforts, and efficiency. For this reason, CRS will adopt market-based approaches for both shelter and NFI activities, relying on a voucher methodology that has proven successful both in the Bannu context and across the country. For this proposal CRS and PREPARED examined the feasibility of direct distribution, vouchers, and cash grants and found that vouchers would be the most appropriate.

Job Summary:

The Shelter Field Engineer will work with CRS and implementing partner staff to ensure the construction of high-quality shelters according to project specifications and in line with project timelines.

Specific duties and responsibilities include:
Support for Project Start-up, Implementation, and Monitoring and Evaluation
Work with CRS and partner team to develop and implement project plans, schedules, and management tools that are clear, comprehensive, and realistic, especially in light of technical issues related to materials supply and construction.
- Participate in project planning, providing input as requested into the development and revision of activities, schedules, and documentation procedures.
- Actively support tracking of project implementation to ensure progress of activities is properly documented and taking place according to schedules.
- Support collection and management of information for monitoring and evaluation.

- Ensure that CRS and partner staff, laborers, and project beneficiaries understand the quality and quantities of materials required by the project and are able to raise concerns appropriately.
- Immediately report concerns about material quality to Program Manager, and work with the project team and management to identify and implement solutions.

Oversight of Shelter Construction
Effectively support appropriate involvement of CRS and partner staff, beneficiaries and beneficiary communities in the promotion of high-quality shelter construction.
- Support implementing partner staff to promote community involvement in the project. Ensure mechanisms that provide relevant community members with sufficient technical knowledge and skills regarding selection and preparation of construction sites, assurance of standards for quality materials, construction methods, and shelter maintenance.
- Ensure that project teams and contracted laborers have sufficient knowledge and skills to construct shelters according to project standards, and are applying those standards in practice.
- Conduct quality assurance spot-checks of constructed shelters to ensure that laborers are completing the work according to project specifications.
- Immediately report concerns about shelter construction to the Program Manager, and work with the project team and management to identify and implement solutions.

Teamwork and Relationships
- Work closely with CRS and PREPARED staff, community leaders and community members, and vendors to create and maintain a positive working environment aimed at successful completion of project objectives and positive support to project beneficiaries.
- Contribute to the promotion of safety and security for CRS and PREPARED staff as well as beneficiaries, vendors, and community members. Report any information or concerns related to the safety and

Note on Emergency Response:
As CRS/Pakistan responds to disaster situations, staff may be called upon to support emergency operations. Willingness and flexibility to perform tasks other than described in this job description and work longer hours than normal as necessary to complete critical tasks is required.

Pakistan: Senior National Research Consultant (AOTP)

1. BACKGROUND:


The United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme (CP) 2010-15 with a focus on needs related to control of illicit trafficking of drugs and precursors, border management, criminal justice, drug demand reduction and HIV/AIDS control. In addition to other initiatives, various capacity building activities under this Programme (illicit trafficking and border management) have been started to technically support law enforcement agencies(LEAs) for enhancing their core capacity through the provision of foundational/specialist training and equipment. One such initiative relates to the development of a Customs Research Unit (CRU) at Directorate General of Training and Research (DGTR), Karachi with an aim to build research skills among the officers and staff of Pakistan Customs and conduct different research studies on topics of professional and technical competence in the fields of drugs control.


In order to react in a strategic manner UNODC Pakistan requires the services of a Senior National Research Consultant to supervise UNODC research activities in Pakistan Customs and provide support to research team during the course of data collection, compilation and report preparation.


The Senior National Research Consultant will report to the AOTP Programme Manager in Vienna who will be the supervisor of the project.


2. MAIN OBJECTIVES, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK.


Assignment objectives:


The Senior National Research Consultant will be based in the Pakistan Customs’ Directorate General Training & Research (DGTR) facility in Karachi. Together with AOTP staff in Islamabad and in collaboration with the Coordinator designated by the DGTR, he will be responsible for accomplishing the tasks, deliverables and targets set by the AOTP Programme Manager and COPAK. The incumbent will be tasked to chalk out research proposals on key drug related issues in Pakistan. He will be responsible to work out the research methodology, develop data collection tools like questionnaires, survey forms, etc and monitor the on-going research activities in Customs Research Unit. He will also be responsible for successful completion of research studies from data collection, feeding, synthesis, analysis and subsequently compilation of final publication of research report. He will be required to fulfil the project deliverables within specified time-lines. He will remain in close liaison with the research team and the DGTR designated coordinator in providing or arranging requisite training and guidance to the members of research team. He will work out the training needs of the research team and subsequently plan and design training programmes and training material to enhance their research capabilities. The Senior National Research Consultant will report to the AOTP Programme Manager in Vienna who will supervise this project. The management of COPAK will be advised on identified needs and issues that UNODC should address.


Expected Deliverables:


The incumbent will work closely with AOTP staff in Islamabad and DGTR designated coordinator in Karachi, to produce research reports on specific drug-related topics, quarterly newsletters and any other reports related to drug control in Pakistan. The Senior National Research Consultant will be responsible for discussing the progress of the project and its output with the Programme Manager located in Vienna.


The Senior National Research Consultant will be required to deliver the following.

Wok with the Customs research team on collecting and compiling data in order to prepare research reports, newsletters and any other reports according to timelines set by the Programme Manager in Vienna.Develop research methodology, data collection tools, questionnaires, surveys forms, interviews, sampling and other related research-related competencies.Report on the training needs of the research team and provide or arrange, with the coordination of COPAK, appropriate training to the team members for accomplishing the project tasks.Assess and suggest needs for improving the DGTR Academy’s library.Link the Customs research team activities with the UNODC’s Container Control Project.Hold regular meetings with UNODC Pakistan Office and DG DGTR of Customs.Submit a monthly report to the AOTP Programme Manager in Vienna. Formats will be determined by COPAK.Prepare regular updates about task completed or deliveredContribute to Afghan Opiate Trade Project related activities in Pakistan.

3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS


I. Academic Qualifications:


· Masters degree in Social Science, Economics, Political Science, Public Administration or similarly relevant discipline.


II. Years of experience:


· 10 years of professional experience with at least 3 years of relevant drug related research experience in Pakistan working on topics related to UNODC’s mandates. Working experience with any UNODC project will be preferable.


III. Competencies:


· Knowledge of the region’s drug related problems and particularly trafficking of Afghan opiates to Gulf countries, Africa, Europe and USA via air, land and maritime channels, knowledge of political, socio-economic and cultural dynamics is required.


· Capacity to advise and manage research related studies.


· Capacity to review documents and conduct interviews as part of background research.


· Capacity to produce scientific research products.


· Ability to analyse needs and formulate draft recommendations on appropriate responses for colleagues and management.


· Ability to produce concise reports and presentations.


· Excellent verbal and written communication skills in English. Working knowledge of Urdu and Pashto/Sindhi would be an advantage.


· Ability to work under pressure and to tight deadlines. Ability to meet deadlines and prioritize multiple tasks.


· Experience working with government authorities. Experience working with UN is an asset.


· Ability to evaluate analytically and impartially.


· Knowledge of politico-strategic issues related to Pakistan and/or other countries in the region is an asset.


· Knowledge and experience with customs of Pakistan is an asset.


· Knowledge of different softwares like SPSS, ArcGIS, MS Excel, MS Access will be preferrable.


4. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS.

(ii) Provide a brief methodology on how they will approach and conduct the work (if applicable)

5. FINANCIAL PROPOSAL


The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).


Travel;


All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the Consultant wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and National Research Consultant, prior to travel and will be reimbursed.


EVALUATION


Senior National research Consultant will be evaluated based on the following methodology:


When using this weighted scoring method, the award of the contract should be made to the candidate whose offer has been evaluated and determined as:

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Incumbent will also be responsible to monitor GPAF partner FPAP-Rahnuma feedback project and ensuring quality and consistency in the report.  In this role incumbent will also be responsible to facilitate visit of World Vision UK and donor visits to Pakistan.

Major Activities:

Setting up feedback mechanism for the MANZIL and CICWB project in consultation with communities and stakeholders (especially women and girls).

Building capacity of the project teams against the defined feedback mechanism and as guided by World Vision Program Accountability Framework and HAP Standard.

Leading/ensuring feedback is collected at the defined intervals in line to agreed parameters.

Ensuring communities especially women and girls understand their role in the feedback mechanism.

Ensuring defined process is followed in collection, analysis and response to feedback is followed.  

Following up on the feedback to ensure all the feedback loops are closed. 

Ensuring financial and programmatic compliance to beneficiary feedback mechanism grant.

Conducting monitoring visits to World Vision UK partner in Pakistan to monitor process and effectiveness of their feedback system. 

Reviewing partner’s reports and providing feedback to improve these for timely submission to World Vision UK. Flagging any issues of importance to be considered immediately.

Knowledge, Experience and Skills:

Master Degree Holder

At least two years of proven M&E/Accountability experience with a reputable international organization.  

Sound reporting writing skill (in English). 

Sound knowledge of  Ms. Office, Excel and Powerpoint and   email software. Preferred will be able ability to use data management applications. 

Knowledge on the geographical areas within Pakistan.

Understands and values diversity and maximizes diversity to achieve organizational goals

Proven experience in customer services.

Has ability to design tools for capturing feedback and documenting it.

Has a strong qualitative data analysis skill.

Understands gender issues well.

Strong commitment to WV’s vision, mission, core values and

Strong communication skill and good temperament to facilitate caller going through stress and trauma.

Ability  to  work effectively under pressure

Chemonics seeks a chief of party for the anticipated USAID-funded project, Small and Medium Enterprise Program (SME) in Pakistan. SME is a five-year, $40 to 50 million project that aims to support small and medium enterprises and the business enabling environment. The ideal candidate is a senior-level manager, with demonstrated experience leading diverse teams. The chief of party will oversee multiple activities that increase the capacity of the private sector and advance progress toward SME's objectives. The chief of party will provide overall vision, leadership, and management to the project and oversee all project activities in Pakistan. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

Lead and manage the project, with accountability for timely deliverables and resultsCreate and implement a work plan for the life of the project, identifying and initiating public-private partnerships, capacity development of key stakeholders, and developing appropriate strategy for improving SME access to financeServe as the project's main focal point and maintain communication among all relevant parties, including appropriate Pakistani government entities, as well as key actors in the financial sector and the private sectorCoordinate communication with USAID and other U.S. government entities

Qualifications:

Bachelor's degree in economics, public policy, business administration, or a related field; master's degree preferredMinimum 10 years of progressively responsible relevant experience in private sector development, SME development, inclusive economic growth, public-private partnerships, and/or related technical experienceExperience with USAID policies, procedures, regulations, and reporting requirements preferredProven track record of successfully implementing and development programs similar in scale and type to SMEProven ability to lead a large team in a challenging environment and developing positive professional relationships with colleagues, consultants, and clientsExperience working in South Asia or similar contexts required; experience in Pakistan preferredDemonstrated leadership, versatility, and integrityFluency in English required; fluency in Urdu preferredHow to apply:
