Project Summary:
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

Position Summary:
MSI seeks a Data Officer. The Data Officer, under the guidance of Systems Design Manager and MIS/GIS Team Lead, will be helping the MIS team with loading and validating data into the PERFORM Management Information Systems and also supporting the team with Data Entry, Extract, Reformat/Transform and Loading of data into the different software systems developed in-house. Data officer is also expected to know basic troubleshooting, and should be able to provide technical support as and when required. This is a full-time position based in Islamabad, Pakistan; with limited travel to field offices as needed. It is expected to begin immediately and continue through April 2020.
Responsibilities:
- Data Entry and Validation into PERFORM’s MIS.
- Perform data extraction, conversions and manipulation as and when required.
- Test Systems and make recommendations.
- Maintain and improve MIS of the project.
- Work closely with the System Analyst on Technical documentation and User Manuals.
- Create of charts and info-graphics for the systems.
- Responsible for processing of data and be able to summarize it in useful information (Data Mining).
- Responsible for coding of different surveys and instruments using tools like LimeSurvey, Open Data Kit (ODK), CS Pro and SurveyMonkey.
- Provide Training to end user of systems.
- Support Helpdesk with troubleshooting of desktops, laptops, and peripherals; when necessary.
- Perform other duties as assigned by the management.
Qualifications:
- Bachelor’s degree in Computer Science or relevant field; four-year program preferred.
- Minimum of two (2) years of experience.
- Experience working with databases, knowledge of RDBMS query language is a plus.
- Knowledge of Microsoft Office products (Word, Excel and PowerPoint).
- Experience working with info-graphics.
- Experience working with Microsoft SharePoint.
- Expertise in any other development tool is preferred.
- Basic knowledge of GIS applications is preferred.
- Ability to work as part of a team.
- Strong communications and organizational skills.
- Ability to produce high quality work under deadlines.
- Ability to manage multiple assignments.
