Project Summary:
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

Position Summary:
MSI seeks a GIS Lead. Under the guidance of MIS/GIS Team Lead and Advisor MIS/GIS, the GIS Lead will be required to manage the GIS team of PERFORM and also will act as a liaison between the team and the client. This is a full-time position based in Islamabad, Pakistan; with limited travel to field offices as needed. It is expected to begin immediately and continue through April 2020.
Responsibilities:
- Manage the GIS technical teams to develop and deliver a range of services and products to build GIS capacity of the project as well as our client.
- Manage Online and Local GIS Server of the project.
- Maintain GIS Tracker.
- Maintain DB of GIS Layers.
- Develop and establish common formats for data sharing, data management and GIS within the project and between PERFORM and the client.
- Develop and establish GIS tracking system for use within the program, complementary to other tools, to ensure effective tracking of geospatial data relevant to planning, monitoring and evaluation of projects.
- Provide technical support and advice to the client on different GIS related issues.
- Provide support and technical direction to the staff working in the field, in order to ensure a consistent two-way flow of data and information from the field offices to project center.
- Support the MIS Team with routine maintenance and implementation of effective monitoring and evaluation system of the project and the project activities, in line with logical frameworks.
- Provide support and recommendations to and implementation of GIS best practices.
- Provide GIS/ M&E advisory and administrative support to the staff of PERFORM.
- Analyze spatial data for geographic statistics to incorporate into documents and reports.
- Conduct GIS related trainings and workshop for the staff.
- Perform other duties as assigned by the management.
Qualifications:
- Master’s degree in Computer Science, Geography, Space Sciences or relevant field.
- Minimum eight (8) years of relevant experience is required.
- Working knowledge of Geographic Information Systems.
- Working knowledge of ESRI products (including ArcGIS Server) and ERDAS Imagine.
- Remote Sensing Experience required.
- Sound knowledge and experience in Monitoring and Evaluation Systems is preferred.
- Ability to work as part of a team.
- Strong communications and organizational skills.
- Ability to produce high quality work under deadlines.
- Ability to manage multiple assignments.
