Project Summary:
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

Position Summary:
MSI is recruiting an independent expert with extensive knowledge and experience in the Pakistani energy sector, particularly hydroelectric and/or thermal energy generation, to participate on a five-person team to conduct a performance evaluation of the USAID-funded, Energy Policy Project (EPP) in Pakistan. EPP is a multi-year initiative to provide technical assistance to increase power generation, reduce transmission losses, increase cost recovery, introduce new technologies and facilitate Government of Pakistan (GOP) reforms within the energy sector. The evaluation will focus on assessing EPP’s effectiveness in achieving its planned results, along with identifying the factors that have contributed to success or lack thereof. The evaluation will take place during the last year of program implementation and will serve a dual purpose of learning to what extent the project’s planned results have been achieved and how sustainable they are and to inform the design of USAID’s future support of energy sector reforms in Pakistan.
This assignment will require approximately eight (8) weeks of field work and data analysis in Pakistan from June through early August 2015.
Responsibilities:
- Review relevant background documents.
- Participate in the Team Planning Workshop (TPW) in Islamabad and help finalize the team’s work plan.
- Discuss roles and responsibilities of evaluation team members during the TPW.
- Participate in designing instruments for individual interviews.
- Conduct on-site individual interviews with key stakeholders.
- Participate in the data analysis.
- Contribute to report writing.
- Undertake other tasks required for the successful completion of the evaluation.
Qualifications:
- Master’s degree in engineering, business, economics, international development, or other relevant field.
- Minimum ten (10) years of experience working in the energy sector, specifically hydroelectric and/or thermal energy generation.
- Extensive knowledge of the Pakistan power sector.
- Experience working as a consultant preferably on international development program evaluations or assessments is a plus.
- Experience or familiarity with large-scale USAID-funded infrastructure programs is also a plus.
- Proficiency in English as well as Urdu.
- Ability to work as part of a team.
