Project Summary:
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

Position Summary:


MSI is recruiting for a long-term Specialist for Performance Monitoring who will contribute to providing high quality, timely, and useful performance monitoring support services for USAID/Pakistan’s development projects and activities. The Performance Monitoring Specialist is responsible for coordinating, managing and/or conducting sites visits and activity verification, especially for projects and activities where accessibility is limited. S/he will develop data collection instruments, collect and analyze data and document findings through site visit, monthly and/or quarterly reports and participate in debriefs with project managers and implementing partners to review findings. In addition, the Performance Monitoring Specialist will assist USAID/Pakistan Development Objective (DO) teams and partners with developing results frameworks and logic models, creating and/or updating M&E Plans, identifying and operationalizing performance indicators, conducting data quality assessments. The Performance Monitoring Specialist will also participate in research, data analysis, and learning activities for DO teams to ensure that performance monitoring data and information contributes to DO teams’ learning and adaptive process.


This is a full-time position based in Islamabad, Pakistan. It is expected to begin immediately and last through April 2020.


Responsibilities:


  • Review program documents related to assigned USAID/Pakistan programs and Development Objective teams;

  • Assist in the development of monitoring and data collection and analysis plans;

  • Assist in the development of data collection instruments;

  • Develop SOWs for consultants, and work with the Human Resources team to identify, interview and select suitable short-term team members;

  • Develop SOWs for outsourcing sample surveys and qualitative research as required, and supervise the subcontractor’s work to ensure the satisfactory completion of the task;

  • Collect and collate monitoring data

  • Manage the data collection efforts of subcontractors, including ensuring the adequacy of data collection instruments, the feasibility of data collection plans, the timely collection of data (including surveys), and the quality of data collected;

  • Analyze data and develop draft monitoring reports in English for submission to USAID/Pakistan;

  • Assist DO teams and implementing partners with developing results frameworks, logic models and M&E Plans;

  • Assist in identifying and operationalizing performance indicators and conducting data quality assessments;

  • Participate in activities to ensure performance monitoring data and information contributes to DO teams’ learning and adaptive process; and

  • Other duties as assigned.

Qualifications:


  • Master’s degree in economics, statistics, business or public administration, public policy or the social sciences. Exceptional candidates with other degrees will also be considered;

  • A minimum of five years of experience providing technical and management support for performance monitoring activities, preferably for USAID projects and programs;

  • Experience conducting site visits and activity verification and data quality assessments;

  • Proven skills in defining results/outcomes statements and selecting performance indicators;

  • Demonstrated experience designing consultant SOWs;

  • Experience developing quantitative and qualitative instruments for data collection;

  • Experience in data analysis and reporting; and

  • Experience working in complex environments.
