Project Summary:


In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

Position Summary:


MSI is seeking a Software Engineer. Under the direction and supervision of Systems Design Manager and the MIS/GIS Team Lead, the Software Engineer will be responsible for developing in-house software in support of USAID-funded projects in Pakistan. This is a full-time position based in Islamabad, Pakistan; with limited travel to field offices as needed. It is expected to begin immediately and continue through April 2020.


Responsibilities:


  • Develop new and extend/revamp existing applications for USAID/Pakistan, which are based on VB.NET/ASP.NET, MVC4, HTML 5.0, Entity Framework, SharePoint, Telerik Controls and SQL Server.

  • Analyze user requirements.

  • Research, design and write new software programs for in-house clients.

  • Work closely with other group members; System Design Manager, Software Developer and Data Analyst.

  • Continually update technical knowledge and skills by attending in-house and/or external courses, reading manuals, and accessing new applications.

Qualifications:


  • Bachelor’s degree in IT, Computer Science, or a relevant field; four-year program preferred.

  • Minimum two (2) years of experience building n-tier applications using .NET.

  • Demonstrated knowledge of ASP.NET MVC 4, Silverlight, HTML 5.0, Bootstrap, Entity Framework, LINQ, SQL Server, and jQuery required.

  • Demonstrated knowledge of C# Syntax, SharePoint 2010/13, and MySQL preferred.

  • Demonstrated understanding of XML.

  • Demonstrated understanding of implementing MVVM (Model-View-View-Model) patterns.

  • Ability to use Telerik controls and libraries comfortably in solutions.

  • Basic knowledge of GIS applications development required.

  • Ability work as part of a team.

  • Strong communications and organizational skills.

  • Ability to produce high quality work under deadlines.

  • Ability to manage multiple assignments.
