Annex I – Terms of Reference forphotographer service agreement
The authorized IFRC representatives (mainly communications department) need to visit relief operations/humanitarian work in several provinces with the purpose of documenting the work being done by the Red Cross Red Crescent Movement in relation to the IFRC/PRCS, through web stories, videos and photographs. IFRC Pakistan Delegation would like to engage the services of professional photographer(s), who will be required to travel with or without the authorized IFRC representative(s) to different locations throughout Pakistan to record and document all related works.
Scope
· Establishment of a professional Photography Service Agreement for a period of 12 months to document the work/projects of IFRC and the Pakistan Red Crescent Society (PRCS) during relief operations/humanitarian work and general events at various destinations within Pakistan.
· The most competitive and suitable professional photographers will be awarded service agreements as the primary and secondary service providers.
· Services are required on ad hoc/per trip basis, and the professional photographer(s) should provide daily rates for the list of items as per requested in Annex II. (See Annex II for details)
Note:
· All rates to be inclusive of personal travel expenses, food and equipment cost, alongside comprehensive insurance for photographer(s) and equipment to carry out his/her work.
· Professional photographer(s) must specify different rates for travel days and rates for actual shootg in the field, as some days will be dedicated for travel/transit prior to arrival at the field or after leaving the field area.
· All rates offered must be
a) Fixed
b) Not subject to any adjustment during the contractual period of 12 months
· Transportation and/or accommodation during assignments will be arranged by IFRC. Pick and drop services from the photographer’s base to the IFRC office and vice versa for an assignment will be provided by IFRC only during late hours.
Copyrightand Confidentiality Clause
· Photos taken by the professional photographer(s) – while on an IFRC assignment – will become the property of the International Federation of Red Cross and Red Crescent Societies (IFRC) to promote the work/projects of IFRC and PRCS to an outside audience, thus, copyright on all material shall remain with the IFRC in perpetuity.
Duration
It is anticipated that any contract(s) entered into as a result of this advertisement will be for a period of 12 months. Upon expiry of the original agreement, IFRC reserves the right to renew the same agreement for the same or a lesser time period.
Locationof Assignments
· IFRC may require photography services at any location within Pakistan wherever IFRC has its operations at any time.
· The final ToRs/scope of work in each assignment shall be given at the time of placing order.
GeneralRequirements for Photographer
· The photographer(s) must be experienced in shooting staged photos as well as non-staged photos, indoors and outdoors, and must be well-versed in and well-equipped with photo editing software and writing good captions in English.
· The photographer(s) must have at least 10-15 years of experience in professional photography and must understand the challenges and complexities of working in the field.
· The photographer(s) must have a clear understanding of capturing the human side of each scenario they are presented with.
· The photographer(s) must provide his/her clients’ referral contact details and must be able to provide evidence of handling more than 3 international humanitarian organisations.
· The photographer(s) must be available to work/travel within 24-48 hours upon request and acceptance of work order from IFRC.
· All required equipment must be owned by the photographer(s) to carry out his/her work of photography.
· The photographer(s) working on IFRC assignments should preferably be proficient in English language and able to take directions from the authorised IFRC representative(s).
· The photographer(s) must be able to process payments in a manner required by IFRC.
ExpectedDeliverables & Lead Time from Photographer
· Deliver all photos (with detailed captions for each photo in English) in softcopies within 48 hours of completion of each assignment.
· Provide a selection of 50 to 100 (with a resolution of 1MB and 5MB or above each) of his/her best photographs for each day of the assignment or as per requirement in each ToRs.
· Photos need to showcase Red Cross Red Crescent logos, Red Cross Red Crescent staff/volunteers, and beneficiaries or as per direction from the authorised IFRC representative(s).
· Provide captions according to the standard IFRC caption format, which will be shared by IFRC with the successful professional photographer(s).
OperationalProcess
· Once an order is placed, the professional photographer(s) is required to follow IFRC processes throughout the contractual period.
· The professional photographer(s) MUST obtain a written Work Order for each assignment from IFRC prior to the commencement of any service.
· Upon receipt of the Work Order from IFRC to the professional photographer(s), services must be made available within 12 hours on urgent basis and within 24-48 hours on normal basis (or otherwise stated in the request form and agreed by both parties). Otherwise, liquidated damages penalty shall apply.
Insurance
The professional photographer(s) is solely responsible for comprehensive insurance to cover for himself/herself and equipment.
