Norwegian Church Aid (NCA) works to save and change lives and to fight injustice in over 32 countries, making us one of the largest aid organizations in the Nordic region. Last year we were able to reach over three million people impacted by disaster situations, refugee camps and struggling communities. In addition we were able to help victims of war and disaster in 130 countries through the ACT Alliance. We are now seeking a new colleague who will work with us “Together for a just world”.
NCA is seeking an experienced and motivating leader to be based in our office in Islamabad, Pakistan. The Country Representative is the senior management position and has responsibility for the strategic leadership of NCA’s office and Country Program in the region, which includes the further development and strengthening of the funding base. They will be responsible for representing NCA in relevant forums with national authorities, international and national organizations, donors, other faith-based alliances and partners as well as the media. Our Pakistan programmes focus on emergency response, disaster risk reduction, gender justice and peace building.
NCA’s Pakistan office has 22 staff and an annual budget of approximately NOK 25 million. The office and its portfolio has been steadily growing over the past period. The position reports to the Director of International Programmes based in Oslo.
This is a two year contract with a February 2016 start date. Please note that this is a non-family duty station.
Job description:
- Provide strategic leadership to NCA’s Country Program in Pakistan and work to further develop the Program in line with NCA’s overall priorities and strategies.
- Responsible for the operational management of NCA’s office in Pakistan, which includes overseeing the finance, human resource and administration function.
- Responsible for strengthening NCA’s relations in Pakistan, including representation and networking with government, donors, partners and other stakeholders, including other ACT Alliance organizations.
- Develop and lead the implementation of a diversified funding base.
- Develop and oversee the organization’s collaboration with partners, including capacity building and professional development.
- Develop and strengthen NCA’s security and crisis management plans.
- Contribute to communications, internal and external, related to NCA’s program in Pakistan.
Qualifications:
- Demonstrated strategic leadership experience in the context of development aid and humanitarian assistance in a high-risk environment.
- Solid experience in project management, preferably from NCA or a similar organization.
- Experience working with financial management, administration and HR.
- Demonstrated ability to lead and build teams, network and manage donor relations.
- Contextual knowledge of Pakistan and the region is an advantage.
- Understanding of and interested in peace building, interfaith dialogue and interaction with other religious actors.
- Relevant higher university degree.
- Excellent English communication skills, both verbal and written.

- Must be able to handle stress and a high workload under challenging work conditions.
