BACKGROUND


The FATA Recovery Project is designed to support the implementation of the FATA Return and Rehabilitation strategy – FATA Secretariat, approved and launched by Governor of Khyber Pakhtunkhwa and FATA. The objective of the project is to support the FATA secretariat in the recovery and rehabilitation of the returning Temporarily Dislocation Population (TDPs) through five pillars: i) Rehabilitation of physical infrastructure ii) Strengthening law and order iii) Expanding government service delivery iv) Reactivating and strengthening the economy and v) Strengthening social cohesion and peace building.


Given the urgent need for reforms in FATA, the Prime Minister in November 2015, constituted the FATA Reforms Committee to finalize recommendations for FATA Reforms. UNDP provides analytical capacity and experts to the FATA Secretariat, Law and Order department, to assist in planning and preparing for the effective implementation of the reform agenda. This includes the strengthening of law enforcement agencies, systems of justice, and local and municipal governments.


UNDP will recruit an experienced and capable Communication Consultant to support the Law and Order Department and the overall reforms process. The Communication Consultant will work from the offices of the FATA secretariat in Peshawar or from the UNDP Sub-Office in Peshawar as required.


Scope of Work:


Under the direct supervision of the Secretary Law and Order, with matrix management by the Governance Advisor, the Communication Consultant will perform the following functions:


Summary of key functions:



  1. Design and implementation of department communication and outreach strategy;




  2. Development of publications, case studies, project updates and newsletters;




  3. Any other communication tasks as directed by the Secretary.



Design and implementation of communication and outreach strategies



  1. Design effective reform communication strategy utilizing the most effective means of communication and messaging and keeping in view the sensitivities and complexities of the situation;




  2. Design, implement, and evaluate public outreach and consultation campaigns on reform issues;




  3. Analyze policy, summarize, and synthesize it into effective messaging and communication tools;




  4. Effectively test messaging on target audience such as councils of elders, or womens groups;




  5. Refer to and utilize communication frameworks such as behavioral psychology;




  6. Build and maintain excellent relations with the relevant officers across the department and provide necessary support accordingly;




  7. Develop and implement dissemination plans for policy and communication products;




  8. Ensure implementation of efficient internal project communication protocols, archiving, and knowledge management;




  9. Assist the department in organizing conferences, workshops, and seminars.



Develop publications, case studies, updates and newsletters



  1. Coordinate the development of publications hardcopies, multimedia and/or web-based, and provide quality control in line with the UNDP and Government of Pakistan standards;




  2. Author publications such as case studies, updates, occasional papers, brochures, newsletters etc. in a timely and consistent manner;




  3. Review the department-related information on department website(s) on a regular basis, draft contents, and provide support for website updating and ensure consistency of the material;




  4. Undertake field visits to support campaigns and document progress;




  5. Write, design and edit project publications/brochures/factsheets/newsletter/posters on various topics.



Any other communication tasks as directed by Supervisor



  1. Provide any other communication support which the Secretary or officers of the Department require.
