Police Policy Advisor, Multicities - United Nations Pakistan

BACKGROUND


UNDP is supporting the FATA Secretariat in the implementation of the FATA Sustainable Return and Rehabilitation Strategy which seeks to address the most immediate rehabilitation and recovery needs in FATA in order to facilitate sustainable returns of TDPs families. A core pillar of this strategy is the reform of governance, including judicial processes.


The UNDP Pakistan is also extending technical assistance to the FATA secretariat for review and implementation of formal judicial and legal arrangement for prosecution of crimes and offences in FATA. At the present, prosecution and adjudication of crimes and offences is carried out under the provision of Frontier Crimes Regulation (FCR). The justice system is deeply rooted in the local culture and tradition. The local Rewaj serves as penal and procedure code, Jirga, described as Council of Elders in the FCR, serves as jury to try cases and render verdict and the Political Agent serves as magistrate and judge.


To provide technical assistance to the FATA Secretariat for review and implementation of formal judicial and prosecution services as part of the FATA reforms agenda, UNDP is seeking the services of a Police Policy Advisor (FATA) to provide technical assistance for raising formal LEAs in FATA.


Under the supervision of the Secretary Law and Order, and matrix managed by the Intl. Governance Advisor, the Police Policy Advisor will support the Rule of Law Reform Unit, Law and Order Department FATA Secretariat, by providing policy advice and technical support for the implementation of various components of levies and other related reforms in FATA.


Scope of Work:


Building the context through literature review and technical assessment



  • Conduct a critical review of current planning for reforms of Law Enforcement Agencies in FATA and take actions to fill the gaps and areas where planning could be strengthened, further researched or made more effective;




  • Conduct consultations and research in the form of key informant interviews, focus group discussions, and reviews of administrative and legal frameworks to fill any evidence-gaps identified;




  • Leverage comparative examples from across the country and region to strengthen planning and administrative and legal frameworks for FATA LEAs;




  • Comprehensive technical assessment of LEAs in FATA



Drafting details rules and SOPs for Levies:



  • To work on the standardized rules of business/SOPs for levies




  • Draft rules for levies line, Levies posts, chowkis etc. as per police standards




  • Design a set of criteria for recruitment of levies and their induction as per police standards




  • Drafting detail job description of personnel at various levels of hierarchy



Training Assessment and Training Content Design



  • Review of policing training and capacity-building standards of KP police and suggest customized standards for levies in FATA;




  • Technical input in designing curriculum for levies training institute




  • Draft training contents for levies in investigation, watch & ward, intelligence collection, prosecution, forensic etc.
