Description of the Unit:
In 2007, Trócaire opened a country office in Pakistan. Our goal in Pakistan is, ‘to contribute to a just and equal society where people have control over their own lives and are holding those in power to account.’ Trócaire’s work in Pakistan focuses on four key areas: disaster risk reduction, preparing for and responding to emergencies, tackling gender-based violence and securing sustainable livelihoods. We currently work with 14 development partners and 4 humanitarian partners in Sindh and Khyber Pakhtunkhwa. Our partners encompass a diverse array of organisations with expertise in advocacy, community mobilisation, awareness raising, humanitarian response, service delivery, legal assistance and research.
Background to the Role:
This role will be based within Trócaire’s Challenging Gender-Based Violence (GBV) team and also provide advocacy and communications support to the Pakistan country office and other programmes when required. The objectives of the Challenging GBV Programme are:
· To ensure that survivors of GBV can access quality support services;
· To enable men, women, boys and girls to think critically about GBV and take steps to prevent it;
· To ensure the implementation of legislation that safeguards women’s rights.
Reporting to:
Programme Manager – Gender
Team Relationships:
Country Programme Manager (1), Programme Officers – Gender (2), SASA Coordinator (1), Finance Officer – Gender (1), Finance and Administration Officer (1) and M&E Manager (1). In addition, the post holder will be required to engage with other relevant staff in Pakistan and Ireland.

Role Description
Scope of the Role:
The job holder will lead on Advocacy and Communications for Trócaire’s Challenging GBV Programme. This includes management of partnerships with national NGOs, Trócaire’s media partner and government bodies; leading on research and advocacy for the Challenging GBV Programme, managing internal and external communication for the Challenging GBV Programme, Pakistan country office and other programmes as required; and representing Trócaire in national networks and alliances.
Key Duties & Responsibilities:
Partnership and Programme Management (50%)
Advocacy partners
· Build and maintain excellent relationship with GBV advocacy partners
· Support partners to develop project proposals, budgets and work plans that meet programme objectives
· Review partner narrative and finance reports and draft reports for donors
· Conduct quarterly field visits to partners, ensuring project activities are on track and providing support and feedback on implementation
· Ensure partners comply with Trócaire’s Child Protection and Safeguarding for International Programmes policies
Media partners
· Manage relationships with Trócaire’s media partner/s including selection of partners and provide quality assurance of proposals and content
· Develop and agree workplans with media partner/s including identification of themes, topics and experts for Public Service Messages, talkshows, newspaper articles etc.
· With the M&E Manager and Programme Manager – Gender, lead on the monitoring and evaluation of Trócaire’s work with media
Government partners
· Act as the focal person for Trócaire’s engagement with the National and Provincial Commissions on the Status of Women
· With the Programme Manager – Gender, agree the scope of support to government bodies, including development of proposals, budgets and workplans
Advocacy (30%)
· Develop, deliver and refine an advocacy strategy for the Challenging GBV programme, in line with the programmes objectives
· Identify and influence key policy and decision makers on the Challenging GBV Programme advocacy objectives
· Provide support to other Challenging GBV Programme partners on the development of advocacy strategies and materials
· Build capacity of GBV partners on advocacy, including the use of
SASA! advocacy tools
Networks and Alliances (10%)
· Lead on Trócaire’s engagement with the Ending Violence Against Women and Girls (EVAWG) Alliance and other relevant networks
· Build relationships with external allies and partners to advance Trócaire’s GBV advocacy objectives
· Represent Trócaire at external meetings, workshops and events
Internal and External Communication (10%)
· Lead on development of content, design and production of Trócaire’s annual programme newsletter and other relevant publications
· Coordinate collection of case studies from across Trócaire’s Pakistan programme
· Provide regular content for Trócaire’s website and any other external audiences as appropriate
· Ensure Trócaire and donor branding requirements are followed in all publications
Other
· Participate in team meetings, programme annual review meetings and any other meetings as required
· Provide required advocacy and communications support to Trócaire and partners as part of a humanitarian response
· Undertake any other responsibilities assigned by the country management team
Person Specification
Qualification
· Minimum graduate degree in development studies, communications or other relevant field
Experience
· 5 years’ experience working in advocacy and communications in development and humanitarian sectors
· 3 years’ experience of working to address gender issues
· 2 years’ experience of working within a rights based approach
Skills
· Experience of programme management and financial management skills
· Experience of working with partners and good understanding of partnership approach
· Strong facilitation and capacity building skills
· Track record of influencing policies at provincial and national level
· Proven ability to work with diverse networks and partners to achieve common goals
· Ability to distill complex information and produce a variety of written and visual communications materials in a clear and concise style
· Excellent oral and presentation communications skills
· Computer literacy skills in Microsoft Word, Excel and Outlook
