Description of the Unit:


In 2007, Trócaire opened a country office in Pakistan. Our goal in Pakistan is, ‘to contribute to a just and equal society where people have control over their own lives and are holding those in power to account.’ Trócaire’s work in Pakistan focuses on four key areas: disaster risk reduction, preparing for and responding to emergencies, tackling gender-based violence and securing sustainable livelihoods. We currently work with 14 development partners and 4 humanitarian partners in Sindh and Khyber Pakhtunkhwa. Our partners encompass a diverse array of organisations with expertise in advocacy, community mobilisation, awareness raising, humanitarian response, service delivery, legal assistance and research.


Background to the Role:


The objectives of the Challenging GBV Programme are:


· To ensure that survivors of GBV can access quality support services;


· To enable men, women, boys and girls to think critically about GBV and take steps to prevent it;


· To ensure the implementation of legislation that safeguards women’s rights.


Reporting to: Programme Manager – Challenging GBV Programme


Team Relationships:


Country Programme Manager (1), Programme Officer – Challenging GBV Programme (1), SASA! Officer (1), Advocacy and Communications Coordinator (1), Finance Officer – Gender (1), Finance and Administration Officer (1) and M&E Manager (1). In addition, the post holder will be required to engage with other relevant staff in Pakistan and Ireland.

Location of Position : Islamabad, Pakistan with frequent travel in-country


Role Description


Scope of the Role:


This role will be based within Trócaire’s Challenging Gender-Based Violence (GBV) team and will be responsible for managing relationships with implementing partners and ensuring programme objectives are met through effective programme management, finance management and monitoring and evaluation.


Key Duties & Responsibilities:


Partnership and Programme Management (50%)


· Build and maintain excellent relationships with implementing partners


· Support partners to develop project proposals, budgets and work plans that meet programme objectives


· Mentor and guide partner staff in planning, implementation, documentation and monitoring of activities


· Build capacity of partners in key areas identified


· Prepare quarterly programme updates and reports on progress


· Ensure partners comply with Trócaire’s Child Protection and Safeguarding for International Programmes policies


Monitoring and Evaluation (15%)


· In coordination with the Programme Manager and M&E Manager, ensure timely and accurate M&E of activities to ensure the programme remains on track


· Provide guidance and support to partners on the effective use of Results Based Management


· Conduct quarterly field visits to partners, ensuring project activities are on track and providing support and feedback on implementation


Financial Management (15%)


· With the Finance Officer, review partner budgets and financial reports and ensure compliance with Trócaire and donor policies and procedures


· Preparation and timely transfer of grants to partners


· Conduct join monitoring visits with the finance team


Administration and Knowledge Management (10%)


· Ensure accurate records for the programme are kept in line with Trócaire and donor guidelines


· Provide logistical support for programme activities and events


· Document and share learning with partners, Trócaire staff and externally where appropriate


· Collect case studies and provide content demonstrating the impact of the programme for donor r reports and other publications


Other (10%)


· Support the development of donor proposals


· Participate in team meetings, programme annual review meetings and any other meetings as required


· Provide required support to Trócaire and partners as part of a humanitarian response


· Undertake any other responsibilities assigned by the country management team


Person Specification


Qualification Minimum graduate degree in development studies or other relevant field


Experience


· 3 years’ experience of working within an I/NGO to address gender issues


· 2 years’ experience of working within a rights based approach


Skills


· 3 years’ experience of working with partners and good understanding of partnership approach


· Experience of programme management cycle


· Experience of assessing project proposals and budgets


· Understanding of Results Based Management


· Knowledge of safeguarding principles and priorities, particularly related to at risk groups


· Facilitation and capacity building skills


· Excellent oral and written communications skills (English and Urdu)


· Computer literacy skills in Microsoft Word, Excel and Outlook
