EMIS Database Developer/Administrator

The primary objective of an EMIS for DIL is to have a consolidated, uniform and user-friendly data repository that can help in generating detailed reports on DIL schools, staff, students and other activities such as trainings and evaluations. This will result in enhancing the decision making capabilities both on an organizational and departmental level.

Duties:

Prepare a detailed design for an EMIS for data entry, storage, and report generation in collaboration with DIL’s M&E Department.Review the information provided by DIL about educational indicators, data collection tools, timelines, data flow and reporting requirements.Develop core EMIS modules (Training Dept., Program Dept.)Design and generate custom reports from the database, with options to select what fields and what time period the report covers (monthly, quarterly and annual) and what scope (assets/school data/all schools/provinces/grades etc.).Create simple automated mechanisms to export key data or customized reports to excel and other formats for additional analysis.Design a series of common basic queries that staff can easily run.Test the functionality of the new database.Data migration from Excel to EMIS.Define multiple and customizable access levels for DIL users.Finalize and complete the system.Ensure transfer of key knowledge in the maintenance, adjustment, expansion and trouble shooting of EMIS database.Conduct a training workshop.Assistance in resolving any problems with data entry or management and reporting from existing tables. (Post development).Manage and debug the database regularly.

Requirements:

BS in Computer Science or equivalent.At least 1-2 years of relevant experience in software, applications and database development.Must have a strong working knowledge of MS Access, PHP, Javascript and MySQL.Successful candidate must have good development track record to write and troubleshoot SQL Code (stored procedures, functions, tables, views, triggers, indexes, constraints).Experience with programming language such as Java and PHP.Excellent verbal and written communication skills.Hands on experience with Web page development.Hands-on experience with .NET and Java programming languages.Proficient with MS Sharepoint.

The IUCN/SSC African Elephant Specialist Group (AfESG) maintains the African Elephant Database (AED). The Data Review Working Group (DRWG) of the AfESG oversees the AED, and all issues relating to the management of data on elephant distribution and numbers collected by, stored by, managed by, or disseminated by the AfESG. The AED consists of a PostGIS relational database, with a web-based data acquisition and visualization front end (http://elephantdatabase.org/). Ruby on Rails and Google Fusion Tables are used in the web components. A Database Officer is in place in the AfESG, responsible for data input and primary outputs (tables and maps).The Database Manager is responsible for running the AED. This includes managing the database systems, overseeing updates to the system and web interface, supporting the DRWG and the AED user community, and overseeing the production of outputs derived from the AED.QUALIFICATIONS AND EXPERTISE
At least 5+ years of proven experience in a similar position withFormal training in biology, ecology and statistics (postgraduate degree preferred)Familiarity with wildlife survey datasetsDemonstrated ability in and extensive experience with the use of GIS software, and ArcGIS and QGIS in particularDemonstrated ability in PostGreSQL database management and administrationGeneral familiarity with programming languages and web development frameworks. To ensure regular gathering of data in coordination with the field teams.Propose and establish best practices, use of  devises and data gathering tools for the data collection purpose.Develop software or at least Microsoft Access base data entry systems and functions.To ensure accurate and timely entry of data into the database and support data entry where necessary.Develop a GIS compatible data collection system so that essential maps can be acquired, developed when needed.

 Analysis, warehousing and software development for the data 

Establish a warehouse for the datasets, both hard copies and digital as well as backup mechanism.Establish a mechanism for the data validation, verification and controls for erros.Analyse data in the guidance of program indicators, monitoring framework and baseline requirements etc.

 Presentation and facilitation for data presentation and reporting 

To produce analytical reports, presentations and briefs as management support tools.Assist in report writing by provision of valid quantifiable information.

The DBA's functions will include administration, performance tuning,planning, optimization, recommendation, data modeling and development of existing and emerging database systems. The Database Administrator will work closely with the respective business units, System and Network Administration and Application Engineering groups.
