Project Description:

The project aims to advance the functioning of Pakistan parliamentary institutions, in particular Pakistan provincial assemblies, through effective legislation, strengthened policy and budget oversight and enhanced representation.

The project will be carried out in the four Provincial Capitals, Karachi, Lahore, Peshawar and Quetta.

GRM Futures Group is seeking expression of interest from Senior Experts who have extensive experience in the components of the upcoming program namely:

1.      Specialist in Parliamentary Legislative Services

-       Experience in reviewing and drafting legislation

-       Law background

2.      Specialist in Parliamentary Research

-       Experience with library and research services

3.      Assemblies Coordinator (3 positions: Balochistan, Khyber Pakthunkhwa, Sindh)

-       Experience in coordination, liaison, oversight and implementation of project activities related to local parliamentary assemblies and committees.

4.      Electoral Support Specialist

-       Experience monitoring election procedures in high risk countries

All Senior Experts must have at least ten years professional experience.

Experience in Pakistan or South Asia is highly desirable (in particular for the Assemblies Coordinator).

Project Duration: 4 years commencing on April 2015

The Senior Experts are expected to work full-time 220 days/year.

Introduction:

Objectives of the Consultancy:

Pakistan is legally bound by various human rights conventions to protect non-religious minorities and other vulnerable segments of society. To this end, a bill for the establishment of the National Commission for Human Rights (NCHR) was passed by the national parliament in November 2012.

As the situation stands, the ruling Pakistan Muslim League-Nawaz (PML-N) party and the main opposition faction, Pakistan People’s Party (PPP), have finalized the names of Commission members through mutual consultation. However, a tedious process is likely to follow, involving the creation of consensus among opposition leaders over the names of Commission members.

TAF seeks to facilitate this process and provide technical support towards the finalization of the frameworks/bi-laws/mandate of the National Commission on Human Rights. This will involve extensive engagement with relevant actors (government, political and civil society) involved at various stages and work towards consensus building and furnishing of recommendations. This will be followed by lobbying for their endorsement/adoption in the NCHR frameworks.

The main areas to be addressed under this consultancy are:  

While the government has taken steps to set up the body, the process is slow and requires impetus from civil society groups, media and rights activists. To speed up the process of the establishment of NCHR, the consultant will be expected to involve stakeholders from civil society and highlight the demand for NCHR. The consultant will also engage key stakeholders such as officials from different line departments and key actors from government ministries to facilitate the establishment of the Commission. This will involve holding meetings with relevant government officials, parliamentary committee for the establishment of NCHR, Standing Committee for Human Rights, Ministry of Law, Justice and Human Rights along with relevant government and political party representatives to lobby in favor of NCHR. 

With TAF’s support, the consultant will lead a series of consultative sessions and demand for the establishment of the NCHR. There will be at least four quarterly consultative sessions and one national event. This process is expected to feed into the recommendations for the framework for the NCHR mandate/bi-laws. In addition, through this process the consultant will be expected to create ownership within the relevant government level stakeholders towards adoption/endorsement of the recommendations coming out of the consultative process.  The consultant will be expected to ensure incorporation of international good practices while drafting the recommendations for NCHR framework.  

The NCHR is envisioned as a robust and powerful body with the due authority and powers of holding investigations and trials. While, the structural details of the Commission have been finalized in the NCHR Act, the consultant will be expected to provide technical assistance towards the finalization of mandate/bi-laws and practical steps needed to set up the NCHR.

The PPAF has received financing from the World Bank toward the cost of the project “PPAF-III”, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include an in-depth study and analysis of the microfinance market, financial resource availability, funding options in national & international markets, institutional structures and organizational human resource capacity required.  Microfinance sector has evolved in Pakistan and is facing a new array of opportunities and challenges.  The vision of PPAF is commensurately evolving.  PPAF sees the opportunity to spur a revitalization of the microfinance sector where the technological innovations, progressive operating environment, and range of institutions operating in Pakistan are now matched with a resurgence in financial penetration and responsible growth of outreach, particularly in untapped markets.  In order to achieve this vision, PPAF will create a transformative, modern, specialized, and innovative microfinance apex entity to substantially increase financial sector penetration for poor households and microenterprises, particularly in underserved areas of Pakistan

In order to create the optimal design of this new apex, the study should identify options for this new institutional design (including maintaining the status quo) and articulate the costs, benefits, risks, and transformation aspects that ought to be considered when finalizing the most appropriate design for the new apex to achieve the outlined goals.  The consultancy would be spread over a period of six (06) months maximum.  Planning and implementation would be carried out in consultation with the Financial Services Group at PPAF.

The PPAF now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.  Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.  The shortlisting criteria are:

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality- & Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.
