Job Description:

A. Implementation of hygiene Activities

To assist the Project Manager/DPM to Lead and guide ACTED’s Projects and Projects in target areas and Ensure that planned activities are successfully implemented.In collaboration with the project team and coordination, determine the strategic direction of the Project in the short, medium and long-term and map out activities.To assist the Deputy Project Manager/PM in Collaborating effectively with other project managers and the coordination team. Ensure that they are wholly involved in Project planning and direction.Collaborate with the Appraisal, Monitoring and Evaluation Unit (AMEU) to assess need, monitor activities, and evaluate Project progress. Ensure that lessons learned in the course of implementation are integrated into the Project to ensure that it remains responsive and relevant.Be alert to opportunities arising for learning, collaboration and parternship that may enhance Project quality and responsiveness.Be closely involved in Project To assist the Deputy Project Manager/PM developing and planning project’s methodology according to principles of relevance and compliance.Ensure that program strategies are implemented in a coherent manner in the field.Work closely with Team Leaders to ensure proper supervision of field teams.Liaise with local communities, Authorities and organizations in the field.Provide weekly progress reports to Area Coordinator regarding progress of work.Coordinate closely with AMEU on data and information collected from the field.Liaise with program staff of other ACTED offices to ensure proper information sharing.Attend external coordination meetings upon request from the Project Manager/ Area Coordinator

B. Documentation

Fill, Check & control daily Workers attendance sheet on daily basis;.Ensure construction logbook and other documentation requested by the line manager is correctly completed.Good report writing skills. 
Can work under emergency and pressure. 
Can prioritize the tasks according to deadline.
Good English Communication skills and full command on sindhi and local languages.

Pakistan Strengthening Legislative Institutions

Beneficiary country:

Contracting Authority:

Delegation of the European Union (EU) to Pakistan.

Overall Objective:

To support the democratic process and the promotion of human rights in Pakistan.

Purpose:

To advance the functioning of Pakistan parliamentary institution, in particular Pakistan provincial assemblies, through effective legislation, strengthened policy and budget oversight and enhanced representation.

Position Description:

The Team Leader will support the EU Delegation, the Assemblies' stakeholders and the technical assistance team in achieving the overall objective and purpose of the project. In particular, the Team Leader will lead the technical assistance team in assisting, supporting and building the capacities of the Provincial Assemblies and Legislative Assemblies to strengthen the three parliamentary functions and the performance of the Assemblies. The Team Leader is responsible for the overall project coordination and execution, including (but not limited to) supervision of professional staff and experts, establishment and review of programmatic and budgetary priorities, submission of required work plans and reports, and communication and coordination with all stakeholders. The Team Leader will also assist the EU Delegation in tasks related to the facilitation of donor coordination as well as in task related to the Project Steering Committee and specific working committees for the four Provincial Assemblies.

ln the above tasks, the Team Leader will be supported by the Deputy Team leader/Senior expert for Strategic planning and Committees, who will deputise when the Team Leader is absent, or in those occasions he/she is requested to do so by the Team Leader.

• University degree at Masters' level in social and/or political science, public and/or business administration, law or related discipline or with experience of at least 15 years;

• Excellent leadership, management, communication (written and oral), networking and reporting skills;

• Ability to work at senior parliamentary level; ability to work under pressure and to meet strict deadlines;

• Proficiency in written and oral English language.

• At least ten years professional experience in the field of development work related to parliamentary work, institutional development and strengthening, public administration, good governance, institutional and civil society capacity building, political parties' development, and/or other areas related to formulation of public policy and/or scrutiny, including five years of management experience. Prior experience of a combination of all these areas is an advantage.

Experience in project management, including m the design, budget preparation, implementation, and monitoring of projects and programmes, preferably in parliamentary institutional development.Experience on a management position or as project Team Leader.Experience in working in multi-donor context; Experience in EU funded cooperation projects is an advantage.Experience with EU procedures is an advantage.Sound knowledge of EU policies and programmes in the area of human rights, democratisation and good governance is an advantage.Good familiarity with gender concepts.Experience in managing comprehensive parliamentary development actions.Good knowledge of and working experience in the areas of parliamentary work including provision of technical assistance.International parliamentary experience and/or exposure to international parliamentary practices.Experience in providing institutional support to public administrations/parliaments in matters pertaining to parliamentary regulatory frameworks and processes in developing countries.

Project Description:

The project will work with the four Provincial Assemblies in the areas of:

Institutional development through Strategic planning;Rules of procedure especially as regards effective committee functioning in law-making, oversight and representation;Capacity building for parliamentarians and committees;Strengthening the Secretariat structure and human resource policy;Work with Secretariat Branches;Work in the area of the transparency of the assemblies towards the public by keeping the public informed about the assembly's work and promoting public input into policy-making.

Special attention is given to enhancing the Committee system and enabling Committees to:

Monitor, review and exercise the oversight function of the executive, both in terms of fiscal matters such as budget scrutiny and in terms of formulation, expenditure and audit and in execution of laws and policies;Empower Committees to undertake better law-making; and,Ensure strong Secretariat input for the Committees' work.

Priority is also given to establishing mechanisms for involvement of think-thanks, academia, research institutions and civil society in the Committee decision-making as element of the parliamentary representation function.

Parliamentarians and Secretariat staff of the Legislative Assemblies of Azad Jammu and Kashmir and Gilgit-Baltistan will also be included as much as possible in capacity building interventions for Provincial Assemblies.

Results to be achieved by the Contractor:

Result 1: Strengthened institutional development process and frameworks of assemblies and better equipped elected representatives, select committees and other parliamentary bodies at provincial level;

Result 2: Strengthened assemblies' secretariats at provincial level;

Result 3: Improved transparency and accessibility of provincial assemblies.

Geographical area to be covered:

The main focus of the programme is the Pakistan four Provincial Assemblies. Hence, the activities will be carried out in the four provincial capitals (Karachi, Lahore, Peshawar and Quetta). Support however as possible should also be extended to the Legislative Assemblies of Azad Jammu and Kashmir and Gilgit-Baltistan. Some activities may also take place in the federal capital Islamabad.

Duration and Location:

The intended start date is April 2015 and the period of implementation of the contract will be 48 months from this date. The main office will be in Lahore.

I. JOB SUMMARY

CARE Pakistan is seeking a highly experienced Team Leader (TL) for the consortia to coordinate and manage DRR project for the consortium named i.e Resilient Pakistan Initiative (RPI) as per agreed proposal. The Resilient Pakistan Initiative (RPI) consortium is comprised of 9 member agencies including 4 international and 5 national organizations. The Team Leader will report directly to the Director Emergency and Project Steering Committee (PSC) of RPI and work closely with the consortium Partners and other project stake holders including Disaster Management (DM) authorities, implementing partners, government line agencies, UN agencies and DRR forum members. The TL will have overall responsibility for the project implementation, quality assurance, monitoring, and reporting for activities carried out by all consortium partners. The TL will also be the lead person to provide technical support to partners on DRR and also seek technical assistance from technical component leads of RPI. The incumbent will ensure the consistency, quality, efficiency, and accountability of all programming activities implemented across the project area including advocacy and provide support in harmonization of the process, reporting and coordination.

Coordination, management and provision of leadership for all project activities within the RPI consortium

Job Description

a) Planning, Monitoring, and Reporting

Ensure preparation of periodic project work plans for all consortium members and collate these into overall work plans;Oversee periodic reporting formats to record progress toward achievement of planned targets;Organize periodic review meetings of member agencies and implementing partners to track progress and make adjustmentsReport progress to Project Steering Committee (PSC), donor, consortium partners and other relevant parties as scheduled or requiredIdentify gaps, under-performance and work with consortium partners for improvement and course correction on timely mannerProduce and submit high quality donor reports as per ECHO/ECHO guidelines including project completion report.Ensure maintenance of project documentation at the agency i.e CARE and Consortium level.Work with all consortium partners to ensure quantitative and qualitative monitoring and evaluation systems are in place, followed and are effective, relevant, and accurate. Timely plan and arranged term reviews (joint review) and end of project evaluationEnsure that partners are documenting lessons learned, good practices and success storiesEnsure proper management and reporting of CARE’s component of the overall project and manage and lead staff under ECHO project.

b) Management and Coordination

Provide strategic directions and leadership to RPI partners in managing RPI partnership for DRR and resilienceThe Team Leader will be responsible for managing all aspects of the DRR program including meeting project objectives while providing overall technical management to achieve the results defined in ECHO grant agreementEnsure the RPI achieves its objectives and goals, especially those mentioned in grant agreement.Convene, facilitate, and document regular meetings between RPI member agencies and other stake holders including DM Authorities, DRR Forum members to oversee and discuss project progress, identify and take appropriate measures to resolve issues;Ensure that the RPI program results are effectively coordinated amongst all the member agencies and implementing partners.Assist in capacity building of all member partners and government line agencies through individual and multi-agency trainings and collaboration and lead the coordination process with technical component lead of RPI members.Ensure the RPI partners share knowledge and experiences on operational matters over the course of the program implementation and document learning on the process of collaborationFacilitate coordination with other ECHO partners in the country and any regional projects of DIPECHO and/or consortia regarding harmonization of the approaches on Preparedness/ DRR, resilience, inclusion and preparednessEnsure that cross cutting issues are address and vulnerable communities including women, children, older people and other vulnerable individuals are mainstreamed members interventionsEnsure each consortium partner is playing its due role and adding value to the project as agreed in the proposal and subsequent agreement

c) Technical assistance

Lead the process of coordination with technical component lead of SBDR, CBDRM, Advocacy, Gender, inclusion etc… among RPI partners and seek assistance for other partners by proper engaging of relevant technical leadProvide technical assistance to RPI partners for implementation of the DRR projectProvide technical support and guidance to partners on DRR advocacy with relevant DM authorities and stakeholdersSupport partners in facilitating DDMA for development of DM plans by involving line departments and civil society

d) Representation

Effectively represent the consortium at different forums / levels (civil society, DM Authorities, line departments, DRR forums etc.);Support in coordination and representing RPI with donors and regularly update the donor about the progress of the projectFacilitate visits to the project site by stakeholders including the donors;Chair the project coordination meetings of project implementation committee and participate in technical working groups meetingsCoordinate, convene and effectively participate in the Steering Committee meetings

e) Program Finance and Budgets

Work closely with the member agencies Finance/Grants Management teams to:

Under the consortium agreement take lead role of budget managementCoordinate and prepare budget forecasts for RPI member agencies;Monitor expenditure of partner budgets against planned activities and project progress by collating, finalizing and sharing budget vs actual spending report with all concerned as per agreed frequency/periodFinalize/authorize financial reports for the donorIdentify and address budget related issues including; over or under spending, budget amendments etc. and maintain communication with all concernedOrganize and facilitate periodic program coordination meetings to review budget through BvAs and progress against activities

Qualification and Experience

Masters Degree or above in Social Sciences, preference will be given to Disaster Management, Development StudiesMinimum 5 years of working experience in managing Humanitarian / DRR sector with International NGO with demonstrated track record of innovation and leadership.International experience in managing a DRR project is a must/compulsoryExperience of managing DIPECHO/ ECHO projects is highly desiredExcellent advocacy and project management skills, and proven ability of working in close collaboration of multiple stakeholders;Strong understanding of Disaster Management System/framework and DM guidelines and regulation and functionality of DM authorities at various levelStrong understanding of a consortium type partnership – previous consortia management will preferredA strong team leader with excellent interpersonal and diplomatic skills.

Language skills requirements:

Must be fluent in English for oral and written communication and be able to develop end quality reports and other relevant documents in English.

Pakistan: Deputy Team Leader / Head of Programmes – AAWAZ Programme

Objective of the Programme:

AAWAZ is a 5 year cutting edge, flagship programme in Voice and accountability. Funded by UK Department for International Development this community and gender focused programme works with a number of eminent NGOs including the Aurat Foundation; South Asia Partnership, Pakistan (SAP-PK), the Strengthening Participatory Organisation (SPO) and Sungi Development Foundation. The programme aims to facilitating linkages between the State and Government of Pakistan and its citizens by creating awareness amongst the population whilst giving citizens and communities the skills to bring about change; resulting in a State and Government that is more receptive to citizens’ demands.

AAWAZis managed by DAI as the Management Organisation (MO) and is implemented through rights-based civil society organisations working in the two districts of Khyber Pakhtunkhwa and Punjab.

The four key outputs of AAWAZare:

Empowering women to give them a political voice to participate safely in politics without the fear of violenceEnhancing the capacity of the citizens and communities to resolve disputes peacefully and inclusivelyBuilding capacities of citizens to agree solutions together to make effective demandsBuilding evidence to change laws, attitudes and behaviours through different means

The programme views democracy through a gender lens, and intends to contribute to women’s political empowerment, resolution of conflicts across the communities that it works with, and better public service delivery in the areas of health and education through informed and active engagement of citizens. AAWAZplaces strategic emphasis on tackling violence against women and girls.

Scope of Work:

This is a senior leadership position, reporting directly to the Team Leader. It has significant management responsibilities for the technical delivery of the programme across all four outputs and in maintaining the highest standards of programme delivery.

The DTL (Technical) will be directly responsible for management of the cross-cutting technical advisers (Gender, Conflict and Dispute Management? and Communications and Advocacy) and may deputise for the Team Leader in his absence.

The DTL (Technical) will maintain strong relationships across the programme; within the senior management team (SMT), with technical team members and with the leadership of the implementing partner organisations (IPOs). The post-holder will liaise closely with – and be supported by – the Home Office Senior Technical Director.

This position will have direct line management responsibility for a number of staff.

· Manage, oversee and support the development and implementation of overarching programme strategies including the gender strategy, communications and advocacy strategy and conflict sensitivity strategy

· Manage, oversee and support the development and implementation of output-based strategies

· Supervise and support cross-cutting technical advisers, quality-assuring their work

Requirements:

· At least fifteen (15) years’ progressively senior experience in a relevant field gained through working with a non-governmental organisation, multi-lateral organisation or donor programme

· Demonstrated, in-depth understanding of the social development and governance context in Pakistan, particularly in KP and Punjab

· At least ten years’ experience in working in Pakistan or a similar context

· Demonstrated gender-sensitivity, commitment to the involvement of women in decision-making and the eradication of violence against women

· At least eight (8) years’ experience in working with civil society organisations

· Fluency in written and spoken English and Urdu (to publication standard)

· Proven competency in developing web content

· At least ten (10) years’ experience of managing multi-disciplinary teams in complex environments

· Demonstrated experience of working with DFID or a similar donor

· Experience of managing budgets over 5 million GBP or equivalent

About the project:

The objective of the project is to support the functioning of Pakistan’s parliamentary institutions, in particular Provincial assemblies, through effective legislation, strengthened policy and budget oversight and enhance representation.

The project will work with the Provincial Assemblies of Balochistan, KP, Sindh and Punjab on the parliamentary institutional development through strategic planning, support for effective committee functioning in law-making, oversight and representation, enhancing the capacities of the parliamentarians and committees, support to the Secretariat branches, improving the transparency of the assemblies towards the public, and promoting public input into policy-making.

Objectives of the role:

The Team-leader will be responsible for overall project implementation, coordination and supervision of the whole Technical Assistance Team, long-term and short-term experts to be deployed at national and provincial level.

The location of the position is to be confirmed (Islamabad or provinces).

The Team Leader will be the primary point of contact for the EU Delegation and Government officials.

KEY RESPONSIBILITIES:

To work along with the EFSL Technical Team Leader to achieve the following:

Technical oversight the EFSL programme in 3 districts of Lower Sindh, in line with Oxfam policy and agreed standards (as per approved project plans).  This includes undertaking assessments, strategising, designing, implementing and monitoring of the programme.To develop the strategy and approach for the EFSL programme in Lower Sindh.To ensure that the quality of Oxfam and Partners’ work is of a high quality and standard.  Where necessary, putting measures (e.g., process guidelines, training) in place to ensure that the quality is high.To build the capacity of Oxfam and Partner staff to implement the EFSL programme.  Areas of focus are likely to include cash transfer programming, livelihoods recovery (microenterprise, agricultural support and livestock support) and monitoring and evaluation.Together with the Public Health team, to ensure the EFSL and WASH programmes are appropriately integrated, particularly in achieving objectives of Community Action Plans.To represent Oxfam at to the coordination meetings as well as to the Pakistani Government as necessary.To standardise and coordinate the EFSL approaches in all districts through preparing process guidelines and harmonised systems.To facilitate the exchange of ideas, approaches and lessons learnt across districts in Lower Sindh.To work with the country-level EFSL Coordinator to document good practice and learning for sharing and dissemination within Oxfam and with other NGOs as required, as well as to prepare new proposals and budgets.To work with others to ensure that EFSL staff are recruited, inducted, trained and deployed as necessary.  To work with project managers to set appropriate individual and team performance objectives.  To prepare sitreps and progress reports. To contribute in preparing final report for donors and prepare operational report for Oxfam.To encourage mainstreaming of gender into livelihoods early recovery programming by increasing knowledge of the staff, community structures and beneficiary communities through trainings/awareness raising activities and incorporating gender data in program monitoring and design.To continuously scan/assess the context, and adapt the programme and team composition as required by the context.In collaboration with the project team, to monitor the impact of our work on the people. The project officer will monitor and report on output indicators of all aspect of our work and also agree on strategy within the programme for monitoring.

SKILLS AND COMPETENCE:

The postholder will have the following essential attributes.

Education – A relevant Masters degree with at least 3 years of field experience in the implementation of EFSL programmes.  A technical specialisation in cash transfer programming as well as one of the following: livestock, agriculture and microenterprise.Demonstrated experience in enabling partners in partner-led EFSL responses.Demonstrate very strong leadership and capacity buildling skills and ability to work and build a good team.  Strong mentoring and capacity building skills.  Experience in conducting training in EFSL, including cash transfer programming.Strong skills in interagency coordination and representation, particularly regarding cash transfer programming.Strong strategic planning skills for large EFSL programmes, and experience in translating these strategic plans into workplans.Strong assessment and response analysis skills in EFSL.  Proven experience in designing, implementing and monitoring large food security and livelihood programmes.  This includes designing all necessary formats and training staff in the implementation.Proven experience in monitoring and evaluation, including post distribution monitoring and price monitoring.Ability to be flexible, adaptive and responsive to a continuously changing environment.  An understanding and ability to ensure that EFSL guidelines and toolkits are understood and used.  This includes Oxfam’s Cash Transfer Programming Guidelines, LEGS, EMMA and HEA.Strong analytical and conceptual skills.Strong commitment to social justice, promoting gender awareness and equality.Good communicator in English - both written and oral as well as a good listener.Good community participation skills - PRA and other methodologies.Strong project cycle skills: assessments, design, implementation, monitoring, evaluation, and strategic planning skills.Financial monitoring skills.Proven computer competence.Ability to work effectively in a culturally diverse organisation.  Experience of Pakistan or other areas in South Asia is preferred.
