Pakistan: Country Representative, Pakistan


Background


Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security. We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the actions of others.


Saferworld has been working in South and South East Asia since 2004. We have country programmes in Bangladesh, Nepal, Pakistan and Myanmar.


Saferworld’s Pakistan programme is relatively new and currently focuses on enabling communities and civil society to respond more effectively to conflict and community safety issues in Khyber Pakhtunkawa (KP) and Federally Administered Tribal Areas (FATA).
Currently we have a presence in Islamabad with one Project Manager and work mainly through local partners. The Country Representative post is based in Islamabad with frequent travel., As the programme grows the post holder will be expected to manage additional staff which may involve remote management.


Overall our engagement in Pakistan combines project implementation at the community level, dialogue, capacity building, policy research, networking and advocacy, and working with institutions and civil society at national, regional and international levels.


Job purpose:


The role of the Country Representative is to assist in the long term establishment of Saferworld’s presence in Pakistan, through the successful outreach to donors and partners, the formal registration of Saferworld in Pakistan, the development of programming proposals and securing resources to implement them. This post will have a strong fundraising focus at the outset, leading to a primarily programme management role as resources are secured.


It will also involve providing strong leadership to further develop Saferworld’s Pakistan Programme, leading to the implementation of current and future activities and developing and managing relationships with international and national actors working towards a peaceful Pakistan. The post holder will be responsible for the overall management of the programme including monitoring programme delivery against Pakistan’s three year country strategy, elaborating the strategic framework for further evolution, fundraising to pursue opportunities for programme development, financial oversight and reporting to donors.


The Programme deals with politically sensitive issues and is being implemented in a highly changeable context. In this environment, effective programme management also involves planning for and managing a range of expected risks. Finally, the post holder must contribute to organisation-wide processes and discussions to advance Saferworld’s thematic priorities, methodological approaches and organisational development.
