Pakistan: Programme Support Coordinator


  • The Position Holder will work on the EU-funded Citizens’ Justice and Peace Programme (CJPP) team to support the key experts in programme activities, communication flow and the administration and operational tasks for the effective delivery of the programme.

  • 01 year contract initially extendable – Programme Duration 34 months

  • Peshawar, Pakistan

The Program


Citizens’ Justice and Peace Programme


The EU funded Citizens’ Justice and Peace Programme (September 2015 – June 2018) is implemented by Coffey International Development Pakistan and its purpose is to:


  1. Strengthen Khyber Pakhtunkhwa security governance and organizational structures at provincial and local level by supporting the Police and Home and Tribal Affairs Departments in their management and policy reform processes.

  2. Contribute to strengthening the relationship between Khyber Pakhtunkhwa Government and its citizens to build public trust and support a paradigm shift from police force to police service by improving the performance of existing mechanisms for police accountability, police-community engagement and the delivery of justice.

The programme -in short- knows 3 result areas:


  1. Improving Police Management and realise sustainable Institutional Change

  2. Civil Society Engagement and Capacity Building

  3. Ascertain Programme Visibility and provide informative and energizing Communications.

The Position


  • Manage and maintain overall flow of communication from CJPP to beneficiaries through meetings, workshops, trainings, events and so forth

  • Support the team in organization and design of all programme activities

  • Set up and maintain programme’s administration, resolving operational / logistical problems with relevant reporting

  • Follow up of communications, meeting minutes’ actions, agreements and so forth with respective stakeholders and other beneficiaries (e.g. participants)

  • Support the capacity assessments of entities of the Home and Tribal Affairs Department and the Police Department, as well as those of Criminal Justice System Partner entities

  • Support and lead on mapping and capacity assessment of the CSOs and CBOs with follow ups on actions / recommendations

  • Suggest unconventional solutions to the paradigm shift challenge and have these reviewed for feasibility to overcome implementation and change obstacles

  • Close coordination and cooperation with other key donors / Criminal Justice System actors in Khyber Pakhtunkhwa i.e. UNDP, Aitebaar and so forth

  • Incidental translations / interpretation (Pashto > English & English > Pashto)

  • Any other ad hoc tasks commensurate with this position.

The Person


· Master’s degree in Social Sciences, Public Safety, Security, Criminal Justice, Criminology or equivalent


· Minimum of 7 years of working experience in the development sector


· Demonstrated experience of working with relevant criminal justice system departments i.e. Prosecution Services, Police, Reclamation and Probation, Prisons and Judiciary and or civil society, NGOs/CBOs/CSOs in KP


· Demonstrated experience of designing and conducting activities, including trainings, besides their management and administrative handling


· Proven experience of liaising with government departments and donor projects


· Good command of English, Pushto and Urdu


· Advanced communication skills, including active listening skills and excellent written communication.


· Exceptional interpersonal and skills and an ability to work collegially with team members and stakeholders.


· Ability to think clearly and logically.


· Advocacy and lobbying skills (good governance, rule of law, human rights and so forth)


· Ability to allocate and review priorities to meet deadlines.


· Flexibility in approach and an ability to adapt to varying demands.


· Proven skills in problem identification and resolution.


· An ability to translate high-level objectives into action planning.


· Creativity / thinking beyond the common


· Contributing to Team Spirit


· Discussion and presenting skills


· Sensitive to the cultural & political environment of Khyber Pakhtunkhwa


· Proven ability to live and work in conflict affected and/ or hostile environments.


· Proven skills and experience in working on MS Office suit
