Pakistan: External Evaluation of Nowegian Red Cross Supported Pakistan Red Crecent Programs in Sindh
The Norwegian Red Cross (NorCross) seeks to evaluate the impact and effectiveness of the Jacobabad Branch Development and National Society Development (NSD)/Branch Development (BD) Provincial headquarters (PHQ)/Jamshoro Projects, implemented by Pakistan Red Crescent (PRC), in the period from 2011-2016 as part of the Norwegian Agency for Development Cooperation (NORAD) Framework, to ascertain key lessons and identify recommendations to improve ongoing and future program and activities.
NorCross has supported PRC with emergency assistance for many decades, e.g. during the 2005 earthquake, but has only been present in Pakistan with a country delegation since 2010. NorCross is today considered a trusted and long-term partner to PRC and has positioned itself as a key player in areas such as National Society Development (NSD), Community Based Disaster Risk Reduction (CBDRR), and Community Based Health and First Aid (CBHFA). NorCross works closely with other Participating National Societies (PNS) present, as well as the International Federation of Red Cross and Red Crescent Societies (the Federation) and the International Committee of the Red Cross (ICRC). Bilateral activities are funded by the Norwegian Ministry of Foreign Affairs (NMFA) through the 2013-2016 Framework Agreement managed by NORAD. In addition NorCross is contributing to program cost by using unrestricted funds from other sources.
The evaluation is proposed to assess the performance of NorCross supported Programs of PRC in Sindh province. NorCross is supporting two projects in Sindh Province namely; 1. Jacobabad Branch development Project (started in 2011) 2. NSD/BD PHQ/Jamshoro Project (started in 2014). These projects aim at following three outcomes:
NSD/Finance Development (FD): Volunteering and Branch Development: National Society branches have well qualified staff and volunteers and well-functioning management systems in place
Disaster Preparedness – Climate Change Adaptation (DP-CCA): Targeted communities, volunteers and staff are prepared and can respond to disasters and are able to adapt to threatening changes/risks
Health: Vulnerable communities are adopting good health practices (CBHFA)
This evaluation is expected to gauge the performance of these two projects in terms of Adherence to Fundamental Principles of RC/RC Movement, NorCross Code of Conduct, Relevance & Appropriateness, Efficiency, Effectiveness, Coverage, Impact, Coherence, Sustainability and Connectedness.
Duration The duration of the evaluation is 21 days, including briefings, desktop review, field work, report writing, and presentation. Follow up, if any, will be paid as additional days to the consultancy contract. The evaluation will be conducted during the period April to May 2016. Deadline for delivering draft final evaluation is two weeks after end of field visit.
Timeframe The evaluation shall cover the 3 years period, 2013 – 2016, according to the timeframe of The Norwegian Red Cross Cooperation Agreement between the Norwegian Red Cross and the Norwegian Ministry of Foreign Affairs 2013 – 2016.
Methodology The evaluation will consist of desk studies of relevant program documents, agreements and strategy documents as well as field research in Pakistan. The evaluation team will carry out interviews and focus groups comprising of relevant staff from NorCross and PRC, beneficiaries and other relevant stakeholders in combination with collecting quantitative information via surveys. The consultant is responsible for developing a methodological framework for the evaluation.
Location The evaluation will mainly take place in Pakistan with some interviews at NorCross Oslo headquarters.

Application requirements
NorCross is looking for a team of two consultants of which one should be locally recruited by the team leader/consultant. The consultants must be fluent in English. It is considered added value if the team leader understands written Norwegian, while it is required that the local consultant is fluent in Sindhi in addition to English. The consultants should have expertise in developing/managing integrated programs especially in the fields of Organizational Development/Branch Development, Community Based Health and First Aid, and Community Based Disaster Risk reduction in a developing country. Experience in the South Asia or Pakistan is an advantage. The team leader should have proven evaluation experience in relevant fields, documented reporting skills and an understanding of the Red Cross Movement is highly desirable.
