We work with the most vulnerable Communities in the occupied Palestinian Territory.
In OPTI Oxfam Novib is the Executive affiliate; Oxfam Great Britain (OGB), Oxfam Quebec (OQ) and Oxfam Italy (OIT) are partner affiliates. In line with Oxfam’s global 2020 vision Oxfam in OPTI will be moving towards a one Oxfam in country.

Background
Oxfam in OPTI has finalised its Country Strategy (OCS) for the next 4 years. Derived from this strategy the Change Manager is required to apply specialised knowledge and advise on, support, implement and work along the senior management team to deliver the Oxfam 2020 vision through a clear transition plan in OPTI in line with the global dimension.
The changes are expected to have a profound impact on much of our work on the ground and globally, as well as on the way we organise ourselves, our structures, staff and relationships with other stakeholders.
The Role
The purpose of this role is to give guidance, advice and hands on support to senior management with respect to the change in the organization in OPTI. This role will also be required to provide the subsequent support and coordination to ensure that the desired changes are by appointment and planning. The Change Manager will report to the OPTI Country and works closely with the other members of the Change Management Team and the HR department.
Main tasks:
- Work with the country leadership team in planning, reviewing, finalising and implementing the OPTI transition plan (roadmap) ensuring that it is in line with the country OCS and includes all the relevant stakeholders. Ensure that the transition plan is fit for the OPTI context
- Gather the required information and conduct a thorough assessment of the required change domains, and ensure this is integrated into the Roadmap and implementation planning.
- Apply a structured methodology and lead change management activities as a project manager by ensuring that the change management plan oversees the integration of ; programme, HR, legal , Finance, IT, grants funding, behavioural culture and any other area identified as we progress through the process.
- Make sure that all relevant steps and documents in the transition process (country transition kit and additional HR guidance documents and steer) are produced and signed off on the right level with involvement of all affiliates.
- Ensure a risk analysis and mitigation plan is done prior to implementing the transition plan with the CLT and appropriate staff, depending on the risk involved.
- Ensure a thorough communication plan is created for the process targeting internal and external stakeholders: to be agreed with the CMT’s. Conduct change focussed meetings and workshops as part of the communication plan.
- Facilitate with the CMT and change teams on structure design, identifying roles and responsibilities and implement the change with support from HQ and country HR teams.
- Ensure that processes are documented, tracked and reported, and learning shared in the change network . Ensuring that documentation of the change process is discreet and facilitative.
- Act as a facilitator / mediator / negotiator between affiliates to ensure that robust agreements are in place representing Oxfam interests collectively.
- Work with the MENA change manager (when recruited) and other change managers from the affiliates to facilitate a smooth change process for OPTI and also to ensure any learning is captured
Skill and competences:
· Knowledge and experience of change management (principles, methodology, group dynamics, ,organizational development interventions, etc.), risk management and communication strategies.
· Experience in implementing complex organisational change processes including data gathering and qualitative and quanitive analysis
· Strategic thinking and coordination: Proven ability to facilitate team processes and intervene when necessary
· Experience in project management and implementation within deadlines: definition of action plan, monitoring, reporting, etc.
· Understanding of the OPTI context including its legal complexities.
· Excellent communication skills – both written and verbal, and able to see the benefit of diverse styles of communication including ability to provide effective feedback.
· Active listening skills and ability to support and challenge the team and clearly articulate messages to a variety of audiences in simple ways
· Master of developing and seeing the worth of creating strong relationships
· Ability to influence others and move toward a common vision or goal
· Flexible and adaptable AND able to work in ambiguous situations

The employee will be contracted by Oxfam Novib according to Israeli labour legislation with a competitive, fair and comprehensive pay and benefits package. Indicative salary is: 246, 442 ILS gross per annum
