Project Summary: **


In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

Position Summary:**


MSI is seeking a qualified Family Planning Specialist to participate in a mid-term performance evaluation of the USAID/Pakistan Family Planning and Reproductive Health (FP/RH) project. The FP/RH is a five-year cooperative agreement awarded in 2013 and implemented by the Marie Stopes Society (MSS) in partnership with the Health and Nutrition Development Society (HANDS), Creative Social Marketing Pakistan Ltd. (CSM) and Marie Stopes International. The project aims to improve family planning and reproductive health services in the targeted areas. The evaluation will produce conclusions and recommendations that will help USAID/Pakistan and the implementing partner improve effectiveness and efficiency in the remaining years of the project. The evaluation will also identify innovations, best practices, poor performing activities, and lessons learned to guide the design of future similar programs.


The assignment is expected to require about 42 days of work, approximately half of which would be in field areas of Sindh.


Responsibilities:


  • Review all relevant documents required to understand the evaluation.

  • Participate in a Team Planning Workshop (TPW) in Islamabad to review and finalize the evaluation purpose and methodology.

  • With support of the team leader and other team members, develop data collection instruments and data collection and analysis plans.

  • Participate in, and at times lead, field research activities, drawing on the strengths of individual field researchers to produce the best possible data quality.

  • Participate in data analysis and report writing.

  • Contribute to a debriefing session with USAID/Pakistan.

  • Undertake other tasks required for the successful completion of the study.

Qualifications:


  • A Master’s degree in public health, social sciences, or a related field.

  • Demonstrated expertise in the field of family planning and reproductive health.

  • At least seven (7) years of experience designing, implementing, and/or evaluating public health, family planning and reproductive health and/or maternal and child health care projects in Pakistan. Experience in Sindh preferred.

  • Familiarity with USAID and USAID evaluation policy.

  • Excellent analytical and personal communication skills.

  • Excellent English writing skills.
