Call for Consultants for upcoming Rule of Law programme, Pakistan 2016


Based in Islamabad, Lahore & Peshawar


Scope of work:


A national development organization is seeking experienced professionals for an upcoming Rule of Law Program. The organization invites suitable candidates to apply for the following positions based in Islamabad, Lahore & Peshawar. Experienced development sector consultants with experience in MEL (Monitoring, Evaluation & Learning), Researchers and Communication Specialists are required.


Terms of Reference:


Monitoring, Evaluation and Learning Hub Manager


  • 10+ years’ experience of M&E and designing of MEL systems on donor programmes

  • Leads on design of approach to programme monitoring, design baseline survey; refines Theory of Change; Manages Results Framework

  • Master’s degree in economics, statistics, business or public administration, public policy or the social sciences

Research Manager (Quantitative)


  • 5+ years’ experience in designing, implementing and quality assuring research for development, in Pakistan

  • Experience of training in research methods and supporting organisational change

  • Experience of using SSPS or STATA

  • Understanding of rule of law an advantage

  • A Masters degree in the social sciences and excellent analytical and writing skills

Research Manager (Qualitative)


  • 5+ years’ experience in designing, implementing and quality assuring research for development, including in Pakistan

  • Experience of training in research methods and supporting organisational change

  • Understanding of rule of law an advantage

  • A Masters degree in the social sciences and excellent analytical and writing skills

Researcher Supervisor (KP and Punjab) (x2 per province)


  • 5+ years’ experience in designing, implementing and quality assuring research for development, including in Pakistan

  • A Masters degree in the social sciences and two years’ experience working on research projects

  • Experienced manager of field research teams

Knowledge Management & Communications Advisor


  • 10+ years’ experience in designing, implementing knowledge management and communications strategies in the development sector, including working with (and influencing) donors, private sector, governments and grassroots communities

  • Will be up to date with latest thinking on knowledge management and communications, including the use of technology
