Pakistan: Pakistan – Head of Mission - Umerkot city

Duration of the mission: 11 months
Location: Umerkot city (Umerkot District) and Dahili Taluka (Tharparkar District), Sindh Province. Some time to be spent in Islamabad.


About the mission:


Solidarités International (SI) entered in Pakistan in 2005 after Bagh earthquake and then left the country. It came back in 2010 for the floods and stayed until end of 2014, in several Western/Central districts of the Sindh Province. It got funded mainly by ECHO and by smaller funding sources such as ERF, RAPID and one Agence de l’Eau. Due to lack of funding and difficulties in implementing the last programs, it was decided to stop our operations in Pakistan for some time, while keeping open the possibility to return (a specific document about the lesson learnt can be made available to applicants). For more than a year HQ and one national representative undertook the necessary steps to re-operate in Pakistan.


Organization of the mission


The mission is to be newly developed and structured on a cleaned basis. One key national Humanitarian Liaison Officer (HLO) is available to deal with most of the important issues related to government requirements. One small office/guest-house is available at Islamabad (can be moved or upgraded) while a proper setting remains to be put in place in Sindh.


About the job:


The Head of Mission is the SI official representative in a country, or in an part of a country according to the cut-out decided.


S/He is in charge of the smooth running of the mission.


S/He proposes mission strategy, according to the geopolitical and humanitarian context, and ensures its implementation once it has been validated.


S/He monitors projects, ensuring that they are progressing in accordance with the Solidarités International charter and complying with internal and contractual procedures.


S/He mobilizes the material and financial resources necessary for the programs to run effectively and supervises the administration of these resources.


S/He coordinates the teams in place and ensures their security on the mission.


S/He is the direct liaison for Solidarités International HQ.


Specific context of the post:


The position is of particular interest as it is a new start for SI in the region and in the country. The holder of the position will benefit from dedicated and experienced national senior staff as to build an operational set-up and relationships with partners and authorities.


Additional key responsibilities will be to design a security management system (in a quite safe environment), to support activity planning and the implementation of processes, document the mission and follow-up GoPakistan-related administrative requirements handled by the HLO.


The set-up of the international team shall be composed of the CD/FCO, one LogAdminCo and one PM for some months. The national team set-up is to be finalized.


The core interest of the position is the running of great added-valued humanitarian activities responding to big issues faced by rural forgotten populations. Proving WASH services to these families will help them cope with undernutrition and subsequent mortality. Prospect for developing the mission in other parts of Pakistan will be discussed in the course of the program.


Your profile


Qualification :


Post graduate level in development / humanitarian studies (desirable but can be balanced by experience).


Experience:


  • Substantial experience in a similar or senior management position in an overseas humanitarian INGO environment

  • Experience of strategic planning

  • Experience of managing teams

  • Experience of managing security

  • Experience of budget management and donor compliance

  • Experience of establishing strong working relationships with colleagues and partners from different functions and cultures

Technical skills and knowledge:


basic knowledge of WASH and other sectors (FSL, DRR).


Transferable skills:


Programme and budget follow-up, reporting, communications, liaison with government officials and offices, strong management and coordination skills, good interpersonal skills, team player.


Languages:


Excellent and proven written and spoken English is required. Working knowledge of local language (such a Urdu) is an advantage.


Other desirable qualities: To be able to train and guide team members as required, be able to identify the training needs and gaps and develop and provide required trainings. Good representation skills.


We offer


SI will offer you:


A salaried post: according to experience from 2300 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 500 USD.


Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.


Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
