Organizational Setting

Under the supervision of the Country Representative, the GBV Emergency Specialist will facilitate and coordinate the implementation of GBV programming in North Waziristan’s IDPs concentrated areas involving organizations and actors from GBV sub cluster and other sub-clusters/cluster and projecting the GBV programme at national level.

Job Purpose

UNFPA in its global mandate to address GBV in humanitarian crises, as guided by the IASC as the leading agency for multi-sectoral coordination of GBV under the global protection cluster, is committed to ensure that women and children, particularly girls, affected by the conflict in the North Waziristan are protected and that the needs of GBV survivors are met through adequate health response, psychosocial support and proper case management.

The GBV Emergency Specialist is primarily responsible for the formulation and delivery of the GBV programme, projecting the programme of the GBV, promoting, not only in North Wazirstan but also at the national level, the goals of the programme. S/He ensures the integration of issues of GBV, population, sexual and reproductive health, and gender in the broader the humanitarian agenda. In close collaboration with the International Humanitarian Specialist, the GBV Emergency Specialist will play a leadership role also within the GBV team, providing an example of creative programme development and sharing knowledge and insights with staff to facilitate broad GBV management. Key activities include:

Ø Partnerships and Coordination

Ø Technical Support and Programming

Ø Capacity Building

Ø Monitoring, Evaluation and Reporting

Ø Administrative and Miscellaneous Duties

I. Partnerships and Coordination:

Chair the GBV sub cluster together with the GBV Analyst for UNFPA, particularly as related to mapping of partners/activities, coordination tools, etc.;Chair the Gender Task Force [GTF] together with UN Women and UNOCHA;Facilitate rapid development of established Standard Operating Procedures for Bannu [NWA Response] and related policies and practices;Work in close collaboration with the Gender and Child Cell [GCC] of the National and Provincial/Federal Disaster Management Authorities, relevant government counterparts, the chairs of the various working groups/clusters/sub-cluster, and other stakeholders to strengthen and facilitate inter-agency, multi-sectoral GBV prevention and response interventions at national and sub-national levels;Represent GBV sub cluster at the Protection Cluster, Health Cluster and relevant working groups/clusters/sub-cluster and humanitarian forums;Promote and facilitate the inclusion of GBV into North Waziristan Emergency Response Plan, other appeal processes, Humanitarian Needs Overview, Strategic Response Plan and other relevant documents;Lead the effort to develop a multi-sectoral and inter-agency referral and reporting mechanisms, information sharing, coordination tools, and monitoring/evaluation (as part of the broader GBV response);Facilitate consultations with the Child Protection sub-cluster and the Protection cluster regarding referral pathways; information-sharing on risks, patterns and trends; and key advocacy points;Advocate and initiate activation of GBV sub-cluster/working group should there be any need/during emergency response;

II. Technical Support and Programming:

Coordinate, support and manage the coherent and effective implementation of the GBV components of UNFPA’s humanitarian response activities, using a results-based approach incorporating creativity, innovation, and responsiveness to the needs, and thorough monitoring and reporting;Provide technical support to the provincial offices, country office, the UN and other partners aimed at capacity building and institutional strengthening;Support and advise the provincial offices and country office management; build knowledge and programming practices in relation to GBV in Pakistan;Assist in writing proposals and engaging in resource mobilization efforts to support joint programming;Responsible for the overall coordination, design and monitoring of UNFPA’s humanitarian and GBV programming;In line with WHO’s Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies, consolidate existing assessments on the GBV situation and/or work with relevant agencies and the displaced and host populations to conduct relevant participatory analyses of GBV;Provide technical support to the development of relevant advocacy and policy documents to address GBV and broader gender issues through various key partners;Promote male involvement strategies in GBV programming and support the identification of promising practices on male involvement in GBV prevention and response;

III. Capacity Building:

Provide technical support to revise and develop contextualized training and IEC materials;Coordinate and facilitate training sessions on GBV in emergencies for government and non-government actors, such as health care providers, community services officers, security personnel, the IDP population, etc.;

IV. Monitoring, Evaluation and Reporting:

Analyze and report on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identify constraints and resource deficiencies, and recommend corrective action;Supervise preparation by implementing partners of annual and other periodic work plans and monitors and evaluates progress according to the Project monitoring plan, including contracts with UNFPA partners towards projected programme results; and document and apply lessons learnt to close the gaps;Monitor projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels; and coordinates timely delivery of quality projects and financial reporting and ensures adequacy with finance and activities;Undertake regular monitoring missions and meetings with relevant actors, including project partners in assessing the GBV trends, patterns and advice on the prevention and response strategies;

V. Administrative and Miscellaneous Duties (as appropriate subjected to have fully established office):

· Ensure full awareness and adherence to all organizational policies (travel, vehicle, procurement, human resources, etc.);

· Works closely with Operations to ensure that activities are implemented within the allocated budgets. Alerts in case of deviations;

· Regular follow-up with IPs on the timely submission of financial reports (FACE). Assists in budget revisions when needed;

· Write monthly work plans, monthly reports and other reports as needed or requested; Contribute to regular UNFPA Situation Reports and stories;

· Other duties as required;
