Pakistan: Lead of an exploratory/assessment mission for a new humanitarian intervention in eastern Sindh Province, Pakistan

General objective


The general objective of the Head of the Exploratory Mission (EM) is ensure the best conditions are provided for the team to develop a relevant proposal for ECHO in the frame of the 2016 HIP.

SOLIDARITES INTERNATIONAL ended its last 5-year operational presence in October 2014 due to its inability to attract
sustained funding that would have allowed a consolidated presence. More information are available at Desk level.
Yet SI kept an administrative presence with one national Humanitarian Liaison Officer with the objective to keep SI’s MoU
with GoPakistan valid. SI is also still registered at the Pakistan Humanitarian Forum.
SI’s Asia Desk has also maintain contact with some key humanitarian actors (MSF, ACF, ECHO…).
The MoU signed with the GoP in Augut 2014 is a strong asset for SI considering that very few INGOs managed to get one. A
new online process for INGOs’ registration has been put in place by the Pakistani MoI which SI is currently processing, but it
does not jeopardize the signed MoU.


Background


SI was entered Pakistan in 2005 after Bagh earthquake and then left the country. It came back in 2010 for the floods and stayed until end of 2014, in several Western/Central districts of the Sindh Province. It got funded mainly by ECHO and by smaller funding sources such as ERF, RAPID and one Agence de l’Eau. Some programs were challenging and led to mitigated results. The last programs were successful. Launching significant operations in other parts of Pakistan, such as in the KP/FATA, was an objective that remained unreached.Specific Objectives


The team will be composed of the Head of Mission, an international WaSH expert, senior national staff already pre-identified, and local staff to be hired.


The specific objectives of the Head of the Exploratory/Assessment mission are:


  • Identify a room for relevant humanitarian operations in undernutrition-affected eastern districts of Sindh Provinces.

  • Analyse the landscape of the main humanitarian actors currently operating, their operational tactics and their opinion on needs coverage.

  • Collect direct or indirect expectations of local stakeholders over humanitarian assistance, especially about SI potential assistance.

  • Further analyse the positioning of ECHO (and potentially of other donors) in terms of funding strategies and operational tactics and regarding their opinion about the crisis and the response currently provided.

  • In cooperation with the assessment team members and the Asia Desk team, identify and propose operational tactics adapted to the nature of the needs and the requirement of ECHO to think ‘out of the box’.

  • Support the assessment team in running proper activities to develop a good assessment (including security management).

  • Drive and contribute to the drafting of a proposal for ECHO.

Expected outputs


  • Regular updates sent to HQs

  • Definition of official security rules

  • Design of a short Positioning Paper

  • Draft proposal for ECHO including budget

PROFILE


  • Strong experience in SI.

  • Significant experience operations management and strategic thinking.

  • Fluent in English (spoken and good analytical and redaction skills).

  • Very good analytic skills

  • Smooth relationship and good representation abilities

  • Experience in Nutrition/Wash/FSL programs

CONDITIONS


  • Salaried post: Staring from 2300 euros gross per month (according to experience and SI seniority), + 10% annual leave allowance paid monthly + a monthly Per Diem of 500 USD.

  • Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
