Pakistan: Norwegian Red Cross - Regional Finance Manager Afghanistan / Pakistan


Norwegian Red Cross is a member of the world wide Red Cross Movement working in the fields of relief and assistance and the development of sister Red Cross societies. Norwegian Red Cross has established regional- and country representations, to ensure proximity to key partner Red Cross / Red Crescent societies as well as donors and international partners. We are now seeking a Regional Finance Manager for Afghanistan/Pakistan to be based in Islamabad.


The Regional Finance Manager (RFM) is the Deputy for the Regional Representative, acting in his/her absence. The RFM is in charge of coordinating all the financial management and follow up in the region. He/she should have the total overview of the financial situation in the region, and liaise closely with the Programme Finance Coordinator at HQ. He/she coordinates the budgeting process at a regional level, with timely input from country managers and regional representative. The RFM requests disbursements of funds from HQ based on background documentation from the NS/country managers. The RFM also oversees and supports the accountants in the region, enabling them to book expenditure correctly and in a timely manner.


The position reports to the Norwegian Red Cross Regional Representive for Afghanistan/Pakistan, based in Islamabad.


Main responsibilities



  • Overall financial management of humanitarian programmes in the region, ensuring that project planning, budgeting, monitoring and reporting is carried out in a timely and appropriate fashion in accordance with Norwegian Red Cross and our donor’s requirements, formats and standards




  • Provide guidance and support on programme development, quality assurance, management and admin/finance to the NorCross field structure and NorCross partners in the region




  • Ensure close cooperation and coordination the NorCRoss field delegates at country and regional level




  • Support the Regional Representative in HR management and security framework enforcement




  • Support and guide the Task Force in HQ with information and liaise with the Federation structure in case of emergency situations/ disaster response.



Qualifications and Personal Skills we are looking for:



  • Relevant university degree at minimum master level. Extensive and relevant field experience can compensate for the lack of a relevant university degree




  • Minimum 5 years field experience from humanitarian work, preferably from the region and with emphasis on Pakistan. Red Cross /Red Crescent Movement experience is an asset




  • Minimum 3 years experience in project managmement, with proven experience and technical expertise in budget management and support of staff responsible for finance/accounting




  • Advanced knowledge of financial IT tools and systems




  • Experience in strategy development/implementation, finance and risk management, people and performance management and project management




  • Fluent written and oral English, Urdu and/or Dari knowledge is an advantage




  • Travel to field sites across the region as required
