Pakistan: Pakistan Country Director


Location: Islamabad, Pakistan


Contract: Open-ended; tentative start date April 1, 2016


Post Level: CD1


Salary: USD 66,000 – 78,000 net per annum

The Role as Country Director


As an inspiring leader, you will lead a team of 95 staff and a change agenda for Oxfam’s programme in Pakistan. We have recently developed a new 5 – year strategy, with a focus on Food Security, Gender Justice and Humanitarian Capacity, and it will be an exciting time to join the team. We are seeking to use our local level experiences for policy advocacy work for wider and deeper impact. We explore innovative ways to work with the private sector in a way that it benefits the poor and especially women. Your energy and drive will make this happen, in partnership with actors from civil society, private sector, and Government.


Our work is ambitious. Operating at this scale and scope cannot be done without our highly skilled and committed country team. It also cannot be done without strategic oversight and solid and sound operations You will be responsible and accountable for the strategic direction and effective management of the Country program, ensuring development, continued improvement in quality and impact, and effective financial and human resource management in line with Oxfam Policy. You will have significant budgetary responsibility and with that the freedom to update and implement country strategy.


With significant prior INGO experience at a senior level, you will be well equipped to build strong partnerships, share your knowledge and be innovative in your approach. Our work at country level is changing; we need someone who can contribute to the design of and implement initiatives that will drive this transformation.


What we are looking for


The ideal candidate will have a good knowledge of Pakistan and its place in Asia’s political and economic landscape. S/he will have had prior significant level country / regional management experience with programmes of similar size and scope. Deep and wide experience and belief in Women’s Rights is essential. Experience with humanitarian situations is essential, esp. natural disasters. Prior experience with developing large, complex multi – stakeholder partnerships and experience in developing and leading competitive bids is highly desirable. . It is crucial that the candidate has a good knowledge of the interface between civil society, private sector and government. The ideal candidate has to be entrepreneurial, a problem solver and keen to try out new things. Excellent communication skills, including fluency in English are essential. Knowledge of local languages is an asset.


We are looking for a leader who can motivate, engage and innovate. In addition, you will have demonstrable experience driving and delivering quality programming and promoting accountability. Either you are well networked in Pakistan, or you have an ability to develop networks. You have understanding of the country and the regional context, gained through experience of local, national and regional power dynamics and socio-economic development trends. You will have expert understanding of the challenges faced by decision makers, partner organisations and your colleagues. Most importantly, you will be ready to help Oxfam overcome those challenges and deliver high quality, impactful work.


As the Pakistan team’s leader, your key behavioural competencies will be: taking initiative, motivating and developing others, achieving results and facilitating change. You will have to be self-aware, values driven, be empathetic. You are tactful, patient and will have great interpersonal skills.
