Project Summary: **


In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide a full range of performance management services to USAID/Pakistan. The performance management support contract (PERFORM) is intended to enhance the Mission’s oversight capability, document project and implementer performance, generate data and information to help project managers improve project results through better implementation and design, and provide services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goal and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.


Position Summary:


MSI will conduct a final evaluation of the Gender Equity Program (GEP), a five-year project designed to support the Government of Pakistan’s (GOP) gender policies, including the National Plan of Action for Women, National Policy for Empowerment and Development of Women, and Gender Reform Action Plans. The Gender Equity Program aims to facilitate behavioral change to increase citizens’ active participation in the process of social change and governance and advance women’s human rights and empowerment. MSI is seeking an experienced Team Leader/Evaluator to lead a four-person team consisting of a Gender Specialist and two local Research Specialists. The Team Leader should be an experienced evaluator with demonstrated experience working with gender issues, managing grants and the development context in Pakistan.


The evaluation will last for approximately 8 to 10 weeks, running from April 2016 until June 2016.


Responsibilities:


  • The Team Leader will manage the activities of the team, drawing on the strengths of individual team members to produce the best possible evaluation report.

  • In collaboration with MSI staff and team members, the Team Leader will take the lead in:

  • Designing the evaluation approach.

  • Developing data collection instruments, a data collection plan, and a data analysis plan.

  • Leading a data rehearsal with USAID staff prior to field work.

  • Guiding the fieldwork.

  • Leading the qualitative and quantitative data analysis.

  • Presenting results to USAID and implementing partners.

  • Writing reports and briefing papers.

  • The Team Leader is ultimately responsible for all deliverables including the final evaluation report.

Qualifications:


  • At least a Master’s degree in a relevant field and 15 years of professional experience or a Ph.D. with at least 10 years of experience.

  • Demonstrated experience in evaluation and project/team management.

  • Experience with gender issues in Pakistan and grants management is a plus.

  • Familiarity with USAID and USAID evaluation policy.

  • Excellent analytical and personal communication skills.

  • Excellent English writing skills.

  • Fluent in quantitative and/or qualitative research methods.

  • Experience working in complex environments.
