Project Summary **
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.
Position Summary
MSI is seeking a qualified Team Leader for a mid-term performance evaluation of the USAID/Pakistan Family Planning and Reproductive Health (FP/RH) project. The FP/RH is a five-year cooperative agreement awarded in 2013 and implemented by the Marie Stopes Society (MSS) in partnership with the Health and Nutrition Development Society (HANDS), Creative Social Marketing Pakistan Ltd. (CSM) and Marie Stopes International. The project aims to improve access to family planning and reproductive health services, especially in remote and underserved areas. The evaluation will assess the extent to which the project is achieving its objectives and generate conclusions and recommendations to help USAID/Pakistan and the implementing partner improve effectiveness and efficiency in the remaining years of the program. It will also identify innovations, best practices, poor performing activities, and lessons learned to guide the design of future similar programs.
The assignment is expected to require about 52 days of work, approximately half of which would be in Pakistan – Islamabad and Sindh.
Responsibilities:
- Review all documents required to understand the evaluation.
- Participate in a Team Planning Workshop (TPW) in Islamabad.
- Lead the team in finalizing the evaluation design and developing data collection instruments and data collection and analysis plans.
- Manage the activities of the team, drawing on the strengths of individual team members to conduct activities (i.e., data collection, analysis, and reporting) to exacting quality standards.
- Debrief USAID/Pakistan on the findings, conclusions, and recommendations.
- Take the lead in writing the report and assume responsibility for completing the report.
- Undertake other tasks required for the successful completion of the study.
Qualifications:
- At least a Master’s degree in a relevant field (public health, social sciences, or a related field) and 15 years of professional experience or a Ph.D. in a relevant field with at least 10 years of experience.
- Experience leading health evaluations, preferably on USAID projects.
- Experience in public health management, maternal and child health care, or family planning and reproductive health strongly preferred.
- Familiarity with USAID, USAID health programming, and USAID evaluation policy.
- Excellent analytical and personal communication skills.
- Excellent English writing skills, particularly evaluation reports.
- Experience working in Pakistan and/or South Asia preferred.
