Field Engineer Shelter Bannu

Position Title: Bannu Shelter Field Engineer
Department: Programming/Emergency Response
Location Bannu, KPK
Reports To: Bannu Shelter Program Manager

Background:
CRS Pakistan is currently working in the following sectors: education, drought mitigation, WASH, livelihoods, and protection sectors. Alongside this, CRS continues to work in the areas of emergency response and disaster preparedness & mitigation. CRS main office is located in Islamabad with sub-offices in Sukkur- Sindh Province, Besham- KPK Province and Quetta (Baluchistan Province).

Starting in November 2014, CRS will implement a 6-month emergency response project in Bannu, KPK, that addresses Temporarily Displaced Person’s (TDPs) two main priorities: living in safe and appropriate shelter and procuring essential NFI items to help cope with the cold winter months. CRS and PREPARED will prioritize portability in its approach, providing households with shelter materials and a selection of durable NFIs (blankets, floor mats, etc.) that can be carried back and used in NWA.

In all of its programming, CRS/Pakistan seeks to maximize beneficiary choice, community contribution to relief efforts, and efficiency. For this reason, CRS will adopt market-based approaches for both shelter and NFI activities, relying on a voucher methodology that has proven successful both in the Bannu context and across the country. For this proposal CRS and PREPARED examined the feasibility of direct distribution, vouchers, and cash grants and found that vouchers would be the most appropriate.

Job Summary:

The Shelter Field Engineer will work with CRS and implementing partner staff to ensure the construction of high-quality shelters according to project specifications and in line with project timelines.

Specific duties and responsibilities include:
Support for Project Start-up, Implementation, and Monitoring and Evaluation
Work with CRS and partner team to develop and implement project plans, schedules, and management tools that are clear, comprehensive, and realistic, especially in light of technical issues related to materials supply and construction.
- Participate in project planning, providing input as requested into the development and revision of activities, schedules, and documentation procedures.
- Actively support tracking of project implementation to ensure progress of activities is properly documented and taking place according to schedules.
- Support collection and management of information for monitoring and evaluation.
- Identify challenges in project implementation to the Project Manager and participate in regular discussions with the implementation team for addressing challenges or making improvements.
- Provide regular written and verbal updates to the Project Manager in a clear, accurate, and timely manner.

Oversight of Materials Supply
Work with the Program Manager and CRS procurement staff to ensure a steady supply of high-quality shelter materials to the field.
- Conduct quality assurance checks of shelter materials at supplier source, warehouse, and construction sites as required.
- Ensure that CRS and partner staff, laborers, and project beneficiaries understand the quality and quantities of materials required by the project and are able to raise concerns appropriately.
- Immediately report concerns about material quality to Program Manager, and work with the project team and management to identify and implement solutions.

Oversight of Shelter Construction
Effectively support appropriate involvement of CRS and partner staff, beneficiaries and beneficiary communities in the promotion of high-quality shelter construction.
- Support implementing partner staff to promote community involvement in the project. Ensure mechanisms that provide relevant community members with sufficient technical knowledge and skills regarding selection and preparation of construction sites, assurance of standards for quality materials, construction methods, and shelter maintenance.
- Ensure that project teams and contracted laborers have sufficient knowledge and skills to construct shelters according to project standards, and are applying those standards in practice.
- Conduct quality assurance spot-checks of constructed shelters to ensure that laborers are completing the work according to project specifications.
- Immediately report concerns about shelter construction to the Program Manager, and work with the project team and management to identify and implement solutions.

Teamwork and Relationships
- Work closely with CRS and PREPARED staff, community leaders and community members, and vendors to create and maintain a positive working environment aimed at successful completion of project objectives and positive support to project beneficiaries.
- Contribute to the promotion of safety and security for CRS and PREPARED staff as well as beneficiaries, vendors, and community members. Report any information or concerns related to the safety and

security of CRS and PREPARED staff, assets, beneficiaries, to the Program Manager.

Note on Emergency Response:
As CRS/Pakistan responds to disaster situations, staff may be called upon to support emergency operations. Willingness and flexibility to perform tasks other than described in this job description and work longer hours than normal as necessary to complete critical tasks is required.

Professional Skills
Graduate preferably MA in Engineering or any relevant field

Experience in training and providing technical support to partners/communities
Computer skills in Microsoft office products
Strong team building and management skills
Willingness to spend 80% of time in the field
Physically fit, able to hike to villages for up to 5 hours per day

Teacher Continuous Professional Development Field Advisor

Project Description

USAID is a development partner to the Government of Sindh and is currently supporting the Department of Education and Literacy with implementation of the Sindh Basic Education Program (SBEP) in Districts Sukkur, Khairpur, Larkana, Qambar-Shahdadkot, Jacobabad, Kashmore, Dadu and selected towns of Karachi city. The overarching goal of SBEP is “Increased and Sustained Student Enrollment in Primary, Middle and Secondary Schools in targeted geographical locations in Sindh.” The Sindh Reading Program (SRP) is a five-year initiative in the same geographic areas of the parent SBEP. SRP will support the SBEP goal based on lessons learned from USAID and the Government of Sindh’s legacy of early grade teaching and learning.

Over the life of project, SRP aims to:

Improve teacher competencies for effective early grade reading and mathematics instruction;Improve early grade reading and mathematics assessment practice;Improve student access to supplementary reading and mathematics material;Enhance participation of parents and caregivers in support of early grade literacy and early grade numeracy for out of school children.

Position Objective:

The Teacher Continuous Professional Development Field Facilitation Advisor will support the field staff to ensure the implementation of SRP Reading and Math framework, post training activities at school and classroom level including use of newly acquired knowledge and skills in teaching Reading and Math at early grades. The Teacher Continuous Professional Development Field Facilitation Advisor is also responsible for establishing a Learning Circle, and Individualized Mentoring. The TCPD Field Facilitation Advisor will ensure that the C1 TCPD Cycle of Activities is concrete and grounded and has the possibility of contributing to changes in pedagogy and practices in the classroom.

 Qualifications:

At least a master’s degree in Social Science or in EducationAt least 5 years of experience of working in field and as mentor on teacher professional development and school improvementAt least 5 years of experience as a classroom teacher, preferably in schools in marginalized contexts.Demonstrated knowledge of key programs that could be of benefit to the development of SRP technical dimensions.Demonstrated understanding of gender equity and equality, social equity (including disability sensitivity) and conflict sensitivity and demonstrated experience incorporating these dimensions into teacher education programming.A demonstrated understanding and knowledge of the development sector in Sindh and a solid grasp of what contributes to or detracts from effective and efficient programming, including strengthening government systems.Demonstrated ability to self-manage and function with limited oversight.Demonstrated ability to take the initiative.Maturity of perspective and experience.Native or near-native proficiency in Urdu and Sindhi (and preferably additional languages used in northern Sindh and Karachi) and advanced proficiency in English.

Livestock Field Officer - South Waziristan

Position Summary:

The Livestock Field Officer is responsible for coordination and implementation of all livestock projects and activities within his/her respective agency/district in accordance with the best practices of the program. The Livestock Field Officer liaises with government representatives, line ministries and communities, as needed, at the field office level.

Reporting & Supervision:

The Livestock Field Officer reports to the Agency Development Field Coordinator and coordinates closely with the Agriculture Extension Coordinator.

Primary Responsibilities:

Advise senior management on the formation of livestock strategy in the district/agency assigned, including where to focus program resources, how to develop operational relationships with the / Political Agent (PA) / District Coordination Officer (DCO) office, as well as how to address programmatic challenges.

Monitor and report to senior management on the changing environment and thereby pro-actively contribute to evolving livestock strategy in response to the ground realities.

Serve as point of contact for livestock issues at the district/agency level and actively develop and maintain positive relationships with all relevant stakeholders in the district/agency, including but not limited to all government departments and representatives, community and tribal leaders, local organizations and other partners.

Establish and oversee the consultative processes with regard to livestock between the GoP district/agency level structures by encouraging local government officials to participate in meetings, as well as participate in the monitoring of project implementation at the site, thus ensuring visible and tangible ownership of the program by the GoP and increasing positive interactions between the government and community.

Implement the district/agency level livestock strategy as per program priorities and in response to the local community and GoP’s priorities.

Manage and oversee livestock grant implementation within the assigned district/agency, from the generation of grant ideas in accordance with the strategy to the completion and closure of each grant as per the standard operating procedures and in compliance with donor rules and regulations.

Oversee the maintenance and submission of project management tools to ensure quality implementation of all livestock projects and activities in timely fashion.

Facilitate weekly implementation meetings, as well as grant opening and closing meetings as necessary.

Submit program related reports as required.

Regularly convene and participate in community, government and partner meetings.

Coordinate and facilitate monitoring of ongoing projects with the Monitoring and Evaluation Unit.

Other duties as required.

Physical Demands:

While performing the duties of this job, the employee may occasionally be required to lift and/or move up to 20-25 pounds.

Required Skills & Qualifications:

Minimum of five years of experience in agriculture and/or livestock project management, including design, development and oversight of small-scale rural livestock projects.

Extensive experience in community participation and consultative-implementation methods.

Possesses the knowledge and experience to analyze national, regional, and local politics.

In-depth knowledge of local government, culture and traditions; previous work experience in the regions of FATA is desirable.

Creativity and analytical capacity to design and implement agriculture projects in a challenging security environment.

Flexibility to adjust to new implementation practices and new strategic guidance as per the changing political environment.

Ability to manage multiple tasks and work under pressure in insecure environments.

Experience implementing donor funded projects preferred.

USAID Power Distribution Program (PDP) is providing assistance to the government owned Power Distribution Companies of Pakistan (DISCOs), with the aim to curtail losses, enhance revenues and have a well regulated power distribution system in Pakistan.  PDP’s assistance, in its current phase, is geared towards Multan Electric Power Company (MEPCO) and Peshawar Electric Power Company (PESCO) and will end in Septmber 2015.

General Objectives:

The Field Coordinator will be responsible for the coordination, management, development, donor compliance and representation of ACF programming in the district. He/she will support and train the Program managers (PMs) and support staff (including Head of Base (HoB)) in daily management, ensure that field teams are prepared to respond to emergencies and concurrently ensure the safety and security of ACF staff and assets in their area of responsibility. The Field Coordinator will assist in the Technical & Support Coordinators’(SMT) follow-up of technical departments’ field work. This is a challenging managerial position which directly line manages all key staff (HoB and PM's) at District level for a large-scale and long-term program. This position in acts as the focal point for Coordination as the senior representative of ACF in the District as well as the province in collaboration with the Field Coordinator for ACF Sindh.

Objective 1: Effectively manage, comply and develop the ACF Programming and Strategy in the District whilst keeping links with other ACF programs in the Province

Objective 3: Overall responsibility for HR Administration, Finance and Logistics in the District

Supports and follows up HR, Finance, and Logistics aspects at base level, including planning, authorization of expenses and reporting through line management of the HoB in coordination with the Support Coordinators.Ensures that ACF policies, procedures and donor regulations applicable to field activities are executed in close collaboration with HoB & PM.Together with the PM and HoB defines HR needs and ensures field recruitment is carried out according to regulations and national labor laws.Support and hold the weekly district coordination meetings and promote departmental coordination.Chair monthly CCP (budget follow up) meetings to revise and follow-up programs and operations expenditures. Bachelors Degree in Social Sciences or equivalent.5 years experience with project design, development, management, and implementation of development-type projects. He should have experience in community participation and consultative-type projects. The Field Officer must have the capacity to understand and analyze national, regional, and local politics, and the creativity and analytical capacity to design and implement grants with the interface between government and communities. Local candidates of Southern Punjab will be preferred.

 Languages

Thorough knowledge of spoken and written English required; working knowledge of the languages spoken in the region will be an advantage.

Field Officer

Under the overall supervision of the Programme Manager and under the direct supervision of the Area Development Officer (ADO), the Field Officer (FO) is responsible for designing, developing, and implementing the Program activities in his area of responsibility (AoR).  These activities will consist of identification of promising local partners, programs and activities that demonstrate effective engagement of communities, and youth in particular, to counter violent extremism and that encourage stable and strong communities.

 Specific duties and responsibilities

Support the Area Development Officer (ADO) in undertaking the successful implementation of all project activities in the AoR, including grant development, planning, approval, the transparent procurement of grant-related goods and services, and consistent, continuous follow up and reproting.  Successful implementation should include on-going consultative processes and community and/or partner organization involvement in all phases. Advise the ADO on programmatic strategy, including where to focus program resources, how to develop operational relationships with local organizations, programs, activities and  DCO’s office, and how to address programmatic challenges as they arise.  Identify potential communities in consultation with relevant stakeholders. Work in close coordination with community leaders, local organizations, communities at large and local government, if required, to identify programming ideas and develop these ideas into proposals suitable for funding.  Establish and oversee consultative processes within target communities or with appropriate groups to implement the selected program, project or activity. Manage relationships with relevant stakeholders, including but not limited to community leaders, local organizations and activities, and communities at large as well as Government officials and line departments at the District and local levels, if required. Ensure that the groups so identified understand their roles, responsibiilties and deliverables under the project agreements.Monitor and report on the rapidly changing environment and actively contribute to the overall Program strategy, design and implementation. In conjunction with other Program staff, evaluate completed projects. technical section quality of work. Share with other program staff successful methodologies for consultative approaches to grant development and implementation. Coordinate with the implementing partners, including but not limited to local groups, organizations, community leaders and activities to track physical progress of the ongoing grants. Support the procurement and logistics associated with grant implementation and assist the logistics department in obtaining and securing relevant documentation. Write up grant ideas, success stories and weekly grant updates.To assign duties to field staff and AFOs and build their capacity in report writing, grants updates and community mobilization. To supervise and manage all activities in absence of ADO/team leader.
