Job Description:
Developing Proposal solicitation and evaluation strategies

Pakistan: MdM seeks a GENERAL COORDINATOR (M/F) for Pakistan

For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

MdM has been working in Pakistan since 1996. The organization currently implements 2 main projects:

A post emergency program focusing on access to health care for the populations afflicted by the conflict in KPK and/or natural disasters

Since May 2009, the Khyber-Pakhtoonkhwa province (KPK, ex-North West Frontier Province) experienced several crises, following continuous military interventions in various locations which resulted in massive displacements of populations. MdM has been operating to provide access to health care services to both displaced and host populations in KPK.

The health system in KPK, and in particular in the areas where a large number of IDPs have settled, appears to be over-burdened and unable to respond to the increased demand. Indeed, qualified human resources are insufficient; most of the health facilities are partially damaged; drugs and equipment are often not available and the referral system is not functional.

MdM is operating in 4 districts of KPK (Kohat, Hangu, Tank and Peshawar) and implements both short-term or long-term response according to the needs and IDPs movements in the province.

A long term program focusing on Gender based violence in Punjab province

Violence against women (VAW) continues to be a major problem in Pakistan. Patriarchal values, embedded in tribal and feudal traditions, provide support to customary practices and to what are commonly known as honour killing, while perpetrators often escape punishment. Tracking cases of VAW remains a challenge in a country where the majority of cases go unreported, especially the ones related to domestic violence, still considered as a private matter.

The Social Welfare Department (SWD) of Punjab Province has dedicated a specific institution, the Dar-ul-Aman (DUA) i.e “House of Peace” in support to women victim of violence in early 80s. The DUA is a temporary shelter for those women who feel that their security is at stake or need an alternative residence, as under threat. In 2012, 11.871 women and 2.938 children have been admitted across the 34 DUAs of Punjab.

The collaboration between MdM and SWD related to the support to DUAs has started in 2004, when DUAs were existing in 8 districts of Punjab only. These shelter homes were rather overcrowded sub-jails facing challenging hygienic conditions, where care and support services for women and their children were not available and abuse of residents by staff was frequently reported. MDM has been piloting the effectiveness and acceptance of multidisciplinary services to DUA’s residents by providing medical, legal and psychological support while progressively scaling up from 8 to 34 DUAs (one per province districts). In 2012, MdM and SWD agreed to incorporate a protection component to the current project aiming at strengthening the existing reporting mechanisms of abuses occurring within DUA. The phasing out strategy the project has been extended accordingly until end of December 2014

Following an exploratory mission that took place in May 2005, Operation Smile programme was initiated for the first time in Pakistan in October 2005. This mission gives priority to the treatment of sequels of burns to women victims of violence. Several plastic surgery operations are necessary for the patients suffering from the burns to recover a certain physical mobility and functionality.

Starting in June 2013, MdM will resume appointing a surgery team twice a year to provide access to plastic surgery through a partner hospital in Islamabad.

TASKS AND RESPONSIBILITIES:

As General Coordinator you are the head of the Country Coordination Team, composed of the following coordinators: Logistics, Administrative, Punjab, KPK and General.

The Punjab and KPK coordinators are responsible for the implementation of each project and team management in their areas of intervention as well as of security. As General coordinator you are their direct manager and supervise the proper implementation of MdM rules and strategy in the country.

You co-design MdM’s operational strategy in Pakistan (alongside with Desk and RMs), and provide leadership for the country mission. You are responsible for ensuring the implementation of quality projects, ensure public relationships with donor and governmental bodies, fundraising and budget management, security and operations management, and management of a motivated and professional team.

You report directly to the Desk officer and RMs; you manage the Country Coordination team (4 coordinators): Administrative coordinator, Logistics Coordinator, Punjab coordinator, KPK coordinator.

More specifically :

You manage and supervise the coordination team; make or approve management decisions on Pakistan mission; and are in charge of the quality of the overall climate and the working conditions of the entire Pakistan MissionYou are responsible for planning the MDM Pakistan programmes; supervising their implementation in Punjab and KPK Provinces; defining priorities for coordination activitiesYou are responsible for the security / safety of people and property for the mission supervision and organisation of the implementation of safety rules and for ensuring that decisions are applied. You pass information to Desk OfficerYou are responsible for raising funds in the field; guarantee that the contract of objectives defined by the donors is fulfilled and that contractual obligations are respectedYou carry out negotiations and maintain regular relations with the Pakistani local authorities (Federal level) and other stakeholders (NGOs, Agencies), with the support of the KPK and Punjab Coordinators and ensure compliance with agreements and contracts.You carry out relations and communication with the head office of MDM; you are responsible for the quality of the submitted reports on activities and ensure compliance with procedures for the exchange of information and reporting.

The head office of MDM Pakistan is based in Islamabad. The team of the KPK project main office is accommodated together with the Country coordination team. The Punjab project office is located in Lahore (Punjab province). The teams are composed of 3 Internationals (1 in Country coordination; 2 in Punjab programme) and around 130 national staff (90 in KPK project, 40 in Punjab project).

The objective of Finance Manager position is to provide main support to SFCG-Pakistan by manage the financial activities including but not limited to, providing balance sheet and cash flow accounting, budgeting and forecasting, financial reporting, provides support to Admin in payroll preparation, creating a harmonious controls environment, working closely with audit, tax and donor representatives, devising financial management strategies, improving existing processes and successfully coaching the team, etc.

The position is located in Islamabad and will report to Country Director SFCG – Pakistan.

Responsibilities:

Ensure that an appropriate financial policy framework is in place to guide SFCG’s financial decision-making and development particularly in relation to reserves, expenses and granting rations and income streams.

Ensure the appropriateness of the key assumptions included in the SFCG’s strategic plan and annual budget proposals.

Provide advice to senior management and colleagues on these matters.
Work closely with the project teams, advising them on the likely financial consequences of all proposed courses of action.

Maintain contact and liaise with bankers and auditors to ensure the long term financial security and stability of SFCG.

Provide high level of professionalism reflected in a sound budgetary policy.

Maintain records to meet external, legal and tax requirements.

Ensure financial and other reporting systems are maintained to the standards required by SFCG, donors, auditors and other regulatory bodies.

Prepare annual income and expenditure budget and forecasts aligned to strategic plans of the Institute

Screen project budgets that are prepared by the project coordinators/ researchers for their programmes/projects.

Prepare and screen project financial contracts with donors and partner organizations as well as employment and consultancy contracts of the institute; ensuring compliance by consultants hired by the institute of the terms of the contracts.

Provide full accounting services to other managers/dept heads including departmental financial analysis and exploring any potential problems with them in order to make appropriate budgetary decisions.

Provide accounting services for use by managers in planning and controlling the work of SFGC including financial accounting, management accounting, forecasting, and budgeting and controlling systems.

Ensure the production of accurate monthly management accounts.

Produce rolling cash flow forecasts and monitor cash position daily.

Plan and manage SFGC’s tax liabilities under existing and proposed legislation.

Evaluate the tax liability impact of contemplated courses of action, minimize the tax burden and deal with tax authorities.

Prepare the statutory annual accounts.

Undertake such other financial analysis and reporting as advised by the Country Director SFCG – Pakistan.

Manage and maintain the financial accounting systems of the institute.

Manage and maintain fixed assets and depreciation records.

Monitor commitments and expenditures (project contractual obligations for reporting to donors/partners)

Ensure timely reporting of the periodic income and expenditure of the institute to the Country Director SFCG – Pakistan (or his nominee).

Ensure maintenance of proper books of accounts and other records for prompt recording of all financial transactions.

Supervise the work of staff, evaluate and report their performance.
Interface periodic inspection of the fixed assets register and
inventories register with the Country Director SFCG – Pakistan.

Funds management.

- Fundraising as a supplementary responsibility.
- Ensuring submission of timely reports to donors for unrestricted funding.
- Ensuring the accounts are maintained and audited in accordance with donor conditions.
- Represent the Institute in public forums as requested by the Country Director SFCG – Pakistan
