Purpose:

To advance the functioning of Pakistan parliamentary institution, in particular Pakistan provincial assemblies, through effective legislation, strengthened policy and budget oversight and enhanced representation.

Position Description:

Key Expert 4: Senior Expert· Communication (full time position)

The Communication expert shall lead in the advice, conceptualisation, implementation and oversight of actions related to Result 3 of this project relating to improving the transparency and accessibility of assemblies. The expert will lead on the development and implementing communication strategies, increasing the Assemblies' capabilities to disseminate information to the public for more participatory governance and to deliver timely information and documents to the members. The expert will work closely with the Secretariat's respective branches, Parliamentary leadership, Committees, media. Together with the other experts, the expert will also assist on effective parliamentary and Committees' engagement with the media and the public (civil society, lawyers' for a, bar associations, think thanks) for provision of input into parliamentary legislative and oversight business) and for improving the quantity and quality of media reporting on parliamentary business.

Qualifications and skills:

University degree at Masters' level in media and communication, public relations, law, in social and/or political science, public administration or related discipline with experience of at least 15 years.Excellent leadership, management, communication (written and oral), networking and reporting skills;Excellent analytical skills and ability to conceptualise policy formulation within the subject area.Ability to work at senior parliamentary level; ability to work under pressure and to meet strict deadlines;Proficiency in written and oral English language. General professional experienceAt least ten years professional experience working with/in media and/or communication/and or Public Relations (PR).Experience with international donor-funded programmes or experience on management position preferred.Exposure to international parliamentary practices in the areas of communication/PR is an advantage.Specific professional experience:In-depth understanding of and experience with media, in the sectors of communications as well as public relations;Experience in strategic communications, development and implementation of communication strategies and systems for the public administration, private sector and/or legislative sector (parliament).Solid knowledge of digital media, communication and outreach, and web content management system and process.Understanding of information and communication technologies is an advantage .Experience in liaising with civil society, lawyers' for a, bar associations, think thanks, public administration and others;Knowledge of the concept and practice of the representation function of the parliament involving timely and quality public outreach and public input into parliamentary business.

Project Description:

The project will work with the four Provincial Assemblies in the areas of:

Institutional development through Strategic planning;Rules of procedure especially as regards effective committee functioning in law-making, oversight and representation;Capacity building for parliamentarians and committees;Strengthening the Secretariat structure and human resource policy;Work with Secretariat Branches;Work in the area of the transparency of the assemblies towards the public by keeping the public informed about the assembly's work and promoting public input into policy-making.

Special attention is given to enhancing the Committee system and enabling Committees to:

Monitor, review and exercise the oversight function of the executive, both in terms of fiscal matters such as budget scrutiny and in terms of formulation, expenditure and audit and in execution of laws and policies;Empower Committees to undertake better law-making; and,Ensure strong Secretariat input for the Committees' work.

Priority is also given to establishing mechanisms for involvement of think-thanks, academia, research institutions and civil society in the Committee decision-making as element of the parliamentary representation function.

Parliamentarians and Secretariat staff of the Legislative Assemblies of Azad Jammu and Kashmir and Gilgit-Baltistan will also be included as much as possible in capacity building interventions for Provincial Assemblies.

Results to be achieved by the Contractor:

Result 1: Strengthened institutional development process and frameworks of assemblies and better equipped elected representatives, select committees and other parliamentary bodies at provincial level;

Result 2: Strengthened assemblies' secretariats at provincial level;

Result 3: Improved transparency and accessibility of provincial assemblies.

Geographical area to be covered

The main focus of the programme is the Pakistan four Provincial Assemblies. Hence, the activities will be carried out in the four provincial capitals (Karachi, Lahore, Peshawar and Quetta). Support however as possible should also be extended to the Legislative Assemblies of Azad Jammu and Kashmir and Gilgit-Baltistan. Some activities may also take place in the federal capital Islamabad.

Duration and Location:

The intended start date is April 2015 and the period of implementation of the contract will be 48 months from this date.

Key Experts will be full time positions.The project will be implemented in Lahore, Karachi, Peshawar and Quetta.The project team shall be available for regular travel to the four provincial capitals.Key experts and senior non key experts (full time) are expected to travel once a month.Lahore, Karachi, Peshawar and Quetta are considered as normal places of posting for the four key experts and for the senior non key experts (full time) numbers 1, 2 and 6) The technical assistance team will have its main office in Lahore, where the Punjab Provincial Assembly is located, preferably in the vicinity of the Assembly's premises. The Deputy Team Leader/Strategic Planning and Committees' expert will lead on the strategic advice, conceptualisation, implementation and oversight of actions related to Result 1 and Result 2 of the project and in particular to the assistance for Strategic Plans exercise, overall systematic committee support and strengthened committee functioning (review/amendment of Rules of Procedure), Human Resource assessments and parliamentary cardre for the Secretariat. To perform these tasks, the expert will be supplemented by long term and short term senior expertise as well by the junior expertise.

• University degree at Masters' level in social and/or political science, public and/or business administration, law, economics or related discipline or with experience of at least 15 years;

• Excellent leadership, management, communication (written and oral), networking and reporting skills;

• Ability to work at senior parliamentary level; ability to work under pressure and to meet strict deadlines;

• Proficiency in written and oral English language.

Human & Institutional Capacity Development Expert

I. Job Title: Human & Institutional Capacity Development Expert

II. Project Name and Objective: The USAID Punjab Enabling Environment Project (PEEP), Contract Number AID-391-C-14-00002.  The objective of PEEP is to improve the enabling environment for the agriculture sector in Punjab to promote private sector led growth, especially focusing on horticulture, dairy and livestock sub-sectors. PEEP will help create internationally competitive policy environments for livestock and dairy sub-sectors providing the private sector with the security required for investments in agriculture aimed at improving the quality and quantity of produce in the domestic market.

III. Job Classification:  Long-Term Local Technical Support Staff

IV. Estimated Duration of Assignment:  Through the end of the Project.

V. Ultimate Authority and Chain of Command:   Ultimate day to day field supervision and authority for all PEEP personnel and all aspects of PEEP activities rests with the Chief of Party (COP) or his/her designee, and in the Chemonics home office, with the PEEP project management unit (PMU) Director. The individual holding this position shall take no managerial or technical direction from any individual who is not formally employed in the chain of command between the individual and the COP, the COP’s designee, or the PMU Director.                                                                                                                                                      

VI. Reporting Responsibilities: The individual holding this position shall administratively report to the PEEP Business Enabling Environment (BEE) Specialist.

VIII. Position Objective, Generally Applicable Functions, and Specific Tasks:

A.     Position Objective. Human and Institutional Capacity Development Expert (HICD) will be responsible for development and implementation of the capacity building strategy and the annual work plans. The HICDE will be responsible for defining institutional development strategies including SWOT, TNA and GAP analysis across project’s partners including government departments and agencies, civil society organizations and business associations. He/she will process findings to support capacity building interventions.

A.    Generally Applicable Functions. As directed by the supervisor for this position, or by the Chief of Party, the individual holding this position shall perform the following general functions:

Perform tasks necessary to ensure successful implementation of the project’s work plan and components thereof;Ensure weekly updates of relevant portions of the project’s work plan and components thereof;Ensure timely, high quality completion of all relevant reporting requirements;Ensure that day-to-day personal behavior and performance are fully compliant with the project’s policy manual;Exercise professional interpersonal skills to effectively work with all project staff, clients, counterparts;Ensure close collaboration and teamwork with all project components;Conduct all business in a manner that respects local culture;Maintain high ethical standards at all times, avoiding any actual or perceived conflicts of interest;Abide by all local laws, USAID regulations, and US Embassy/USAID project directives; andPerform any and all other tasks as may be assigned in a manner that contributes to achievement of the project’s work plan and objectives.

B.     Specific Tasks. As directed by the supervisor for this position, or by the Chief of Party or his/her designee, the individual holding this position shall perform the following specific tasks:

Provide expert technical guidance on all aspects of HICD to the PEEP team and other stakeholders;Assume a lead role in various stages of the HICD of the partner Government of Punjab (GoPb) departments and agencies as well as the private sector and civil society partners.Produce a capacity building and organizational development strategy for relevant government institutions and/or agencies as well as the private sector and civil society partners.Conduct training needs assessments (TNA), GAP and SWOT analysis among the relevant institutions with the aim of developing tailored plans which will improve their ability to support and regulate private sector in the horticulture livestock and dairy sub-sectors.Oversee and supervise training and technical assistance to stakeholdersCoordinate with technical thematic experts to review capacity building plans, training agendas and curriculum materials on given topicsTrain staff in a Trainer-the-Trainer format on specific learning modules so they are capable to deliver to other audiencesProvide guidance to Human Resources department across selected institutions on recruitment and hiring of additional staff, as necessaryAssist key stakeholder’s departments to align staff skills against the needs of the horticulture, livestock and dairy sub-sectors through drafting scopes of work and departmental assessmentsSupport development of a key stakeholder’s Human Resources Strategy for retention of existing staff and future recruitmentCoordinate administrative management and participant training teams with the component managers and staffCreate international competitive institutional capacity development studies for the PEEP target sub-sectors;Develop strategies for gender specific interventions, including special incentives packages to support gender integration into the PEEP target sub-sectors;Integration of gender equity into all aspects of capacity development related activities;Contribute in monthly, quarterly and end of project reports, and write ad-hoc reports when directed by COP.Any other tasks assigned by COP or his/her designee

VIII. Policy and Procedures:  With respect to all policies and procedures related to this position, written guidance in the form of the Project’s Field Personnel and Operations’ Policy Manual will be issued and updated from time to time that will clarify, modify, and/or establish, project policies and procedures that govern either directly or indirectly the duties and responsibilities of this position.  It is incumbent upon all Project employees to stay apprised of all policies and procedures in the Project’s Field Personnel and Operations Policy Manual, as updated. In addition, should the individual holding this position be unclear at any time as to the meaning of any policy and/or procedure presented in these files, or any verbal instructions given by the employee’s supervisor, the employee has the right and obligation to request written clarification from the Chief of Party or his/her designee.

IX. Qualifications and Educational Requirements:  The individual holding this position shall possess the following:

A. General Qualifications/Skills

Ability to perform successfully as a member of multiple project-related teams;Demonstrated successful interpersonal skills;Ability to effectively use information technologyAbility to work independently with minimal supervision, to prioritize work assignments, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image of PEEP and Chemonics.

B. Specific Qualifications

Minimum eight years of experience in sector assessment, strategic planning, project management, institutional capacity development programs, program design, monitoring and evaluation; relevant experience in investment or policy related training programs will be considered an advantage;Strong working knowledge of USAID’s HICD model;Experience providing performance assessments, performance solutions design, and performance monitoring and management system design;Demonstrated experience in Training Needs Analysis, GAP and SWOT analysisExcellent communication, management, planning and co-ordination skills, including coordinating complex programs, and working with multidisciplinary teamsEstablished working relationships with various key stakeholder organizations in Punjab.Previous USAID and/or other donor funded programs would be an advantageIn-depth knowledge of USAID programmatic, compliance and reporting requirementsSuperior written and verbal communication skills in English.

****Global objective of the project:****

The global objective of this assignment is to provide factual reports on the activities carried out by the UNDP, with EU funds for RAHA, to assist the EU Delegation in its assessment of 2 reports submitted by the UNDP: Year 3 report (to be submitted end 2014) and Final report (expected 3rd quarter of 2015).

****Specific objective of the project:****

The specific objective of this contract is to undertake a thorough, technical, practical evaluation of the activities implemented within the framework of the RAHA contract above-mentioned, focusing on the interim and final reports, but also looking at the overall picture of progress compared to the targets and objectives and how the EU contribution fits into the broader One UN / RAHA programme.

This assignment should result in an objective and factual assessment of the degree of completion of the project's activities, as reported per UNDP.

****Qualifications required:****

Engineer- Category II(70 Working Days)

At least a university Degree, preferably a Masters or an equivalent academic diploma, in a relevant field, such as civil engineering.At least 6 years of general experience in the relevant field: construction, supervision, auditing of works, etc, preferably in Pakistan.At least 5 years of specific experience of implementing or supervising construction / rehabilitation works, preferably in Pakistan.Experience of implementing or evaluating construction / rehabilitation works in at least 2 post-emergency projects with a "Linking relief, rehabilitation and development" (LRRD) approach, preferably in Pakistan.Experience of doing at least 2 technical audits of construction / rehabilitation works of public buildings, preferably in Pakistan.For his/her conclusions to be officially accepted in Pakistan, s/he MUST be officially recognised as a civil engineer in Pakistan and be a member of relevant national professional bodies.Excellent knowledge of English and Urdu, both written and oral.The following elements are not required but would be extra assets:Knowledge of some of the languages in the provinces where the field mission will take place.Experience of implementing, supervising or auditing construction / rehabilitation works undertaken through UN funding.

The results of the study are intended to inform future USAID/Pakistan education and reading programing.
