Project Summary: **
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide a full range of performance management services to USAID/Pakistan. The performance management support contract (PERFORM) is intended to enhance the Mission’s oversight capability, document project and implementer performance, generate data and information to help project managers improve project results through better implementation and design, and provide services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goal and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

Position Summary:
MSI will conduct a final evaluation of the Gender Equity Program (GEP), a five-year project designed to support the Government of Pakistan’s (GOP) gender policies, including the National Plan of Action for Women, National Policy for Empowerment and Development of Women, and Gender Reform Action Plans. The Gender Equity Program aims to facilitate behavioral change to increase citizens’ active participation in the process of social change and governance and advance women’s human rights and empowerment. MSI is seeking a Gender Specialist with a background in research methods and evaluation and demonstrated experience working with gender issues and the development context in Pakistan.
The evaluation will last for approximately 8 to 10 weeks, running from April 2016 until June 2016.
Responsibilities:
- Under the direction of the Team Leader and MSI staff, the Gender Specialist will participate in all aspects of the evaluation including:
- Designing the evaluation approach.
- Developing data collection instruments, a data collection plan, and a data analysis plan.
- Participating in fieldwork.
- Analyzing qualitative and quantitative data.
- Presenting results to USAID and implementing partners.
- Writing reports and briefing papers.
Qualifications:
- Minimum of ten (10) years’ work experience in programming for women’s development and/or gender equity with skills and abilities working with women, governmental and non-governmental organizations, and/or donors in Pakistan.
- Master’s degree in social sciences preferred.
- Knowledge and understanding of women’s and gender equality issues, policies and programs in Pakistan at the national and local level.
- Demonstrated expertise in research methods, evaluation, and gender analysis.
- Familiarity with USAID policies related to gender equality and female empowerment.
- Excellent personal communication and English writing skills.
- Fluent in quantitative and/or qualitative research methods.
- Experience in grants management highly preferred.
