Project Summary: **


In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide a full range of performance management services to USAID/Pakistan. The performance management support contract (PERFORM) is intended to enhance the Mission’s oversight capability, document project and implementer performance, generate data and information to help project managers improve project results through better implementation and design, and provide services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goal and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

Position Summary:


MSI will conduct a final evaluation of the Gender Equity Program (GEP), a five-year project designed to support the Government of Pakistan’s (GOP) gender policies, including the National Plan of Action for Women, National Policy for Empowerment and Development of Women, and Gender Reform Action Plans. The Gender Equity Program aims to facilitate behavioral change to increase citizens’ active participation in the process of social change and governance and advance women’s human rights and empowerment. MSI is seeking two Research Specialists who will be experienced field researchers conversant in data collection and analysis methods. The Research Specialist will join a four-person evaluation team consisting of a Team Leader, a Gender Specialist, and another Research Specialist.


The evaluation will last for approximately 8 to 10 weeks, running from April 2016 until June 2016.


Responsibilities:


  • Under the direction of the Team Leader and MSI staff, the Research Specialist will participate in all aspects of the evaluation including:
    • Reviewing relevant documents and participating in discussions with the team to understand the scope and objectives of the evaluation.

    • Developing data collection instruments, a data collection plan, and a data analysis plan.

    • Participating in field visits and data collection, ensuring the quality of data collection, and recording and reporting according to MSI and USAID standards.

    • Take high quality notes and leading interviews during the group discussions

    • Collaborating with the other research specialists and the evaluation team leader to prepare summary notes from interviews.

    • Participate in data analysis and de-brief sessions with the evaluation team.

    • Undertake other relevant tasks required for the successful completion of the assignment as assigned by the team leader.


Qualifications:


  • At least five (5) years of experience in qualitative research.

  • Master’s degree in social sciences or equivalent work experience in related field preferred.

  • Experience interviewing groups and/or moderating focus group discussions.

  • Experience in note-taking during group interviews or focus group discussions.

  • Excellent writing skills in English with proficiency to take focus groups notes.

  • Experience in gender issues and grants management preferred.
