Senior Research and Learning Officer

PURPOSE OF POSITION:

Improving the quality of WV Pakistan integrated program through maintaining efficient and effective monitoring systems and local mechanisms to improve accountability, improving internal information flows, and providing field-based program support on M&E.  This position leads the assessments, evaluation, and documentation of evidence for WVP. 

Act as information focal point at the location (Islamabad) ensuring information flow between the different units, and between location and KPK/Punjab/Sindh/ Islamabad Offices and Office Staff.

Major Activities:

Lead Assessment, Evaluation, and Documentation of Program Impact & Approach Effectiveness:

Designing/supervising needs assessments, baselines and evaluations in light of LEAP framework.

Leading implementation when internally performed by WV.  Providing overall supervision when these studies outsourced to a third party.

Designing and leading research studies at national office level and working with leaning hubs to carry forward global/regional research agenda.

Learnings drawn through monitoring, evaluation, studies and related events to guide in operation, programmatic and strategic decision making. Leads lessons learned reflections and informs management with learnings from assessments and evaluations

Building capacities of PDQA team in research design and assessments including travel to the field up to 30%. 

Support new project & proposal design with detailed or rapid needs assessments as needed. 

DM&E technical guidance to all projects & NO

Assuring all projects utilize the WV Learning through Evaluation and Planning DME Framework (LEAP). Alignment of project designs and compliance to LEAP Standards in monitoring.

Support project designs with LFA & monitoring plans as needed.

Support and backstop Monitoring and Research Officer as needed.  Support in review and analysis of monitoring and reporting as needed.   

Other tasks as needed

Ensuring information related to projects is up to date in program information management system.

Other HR and staff tasks as needed.

Experience Knowledge and Skills:

Masters degree/University degree in any of the relevant field - rural development, Economics, and Statistics

At least 5-years of experience in management of monitoring and evaluation of humanitarian relief or development projects.

Multiple research projects completed.  Having work published is a significant plus.

Work experience in complex emergency/rehabilitation settings/development programs

Candidate has provided analysis and recommendations based on raw quantitative and qualitative statistical data.  Skilled in SPSS. 

Travel to urban and rural areas including underdeveloped areas. 

Significant experience in the design of social research studies.  Experience leading or designing large funded research projects. 

Fluent in English, preferred knowledge of Urdu/Hindko/Pashto

Strong statistical analysis capacity. 

Ability to travel to the field

Familiarity with data management software (MS Access, MS Excel, SPSS, etc) desirable

Knowledge of the geographical location and culture

Understands and values diversity and maximizes diversity to achieve organizational goals

Proven experience in establishing monitoring and reporting systems and quantitative/qualitative data collection techniques

Monitoring, Evaluation, Accountability and Learning (MEAL) Officer, Sindh

OXFAM PURPOSE:

To work with Oxfam and Partners' staff to find lasting solutions to poverty and suffering.

TEAM PURPOSE:

To work with the Pakistan Flood Response Program team for improved Monitoring, Evaluation, Accountability and Learning (MEAL) in Sindh.

JOB PURPOSE:

To assist the WASH, EFSL and SHELTER team in Sindh in the design and implementation of monitoring, evaluation, accountability and learning strategy and to monitor the extend the projects are meeting objectives. Moreover, to strengthening accountability both at partners and Oxfam levels and ensure that support is extended to the flood affected vunerable families i.e. women, female-headed households to benefit from the projects.

DIMENSIONS:

Work pattern in a mixture of proactive and project work.Required to make sound judgements regularly within agreed processes using a good understanding of the team and abilities of the team.Communication largely with the internal staff (including Internationally) also with some external contracts/target audience to support operational work.Communication with Oxfam's flood response partners through the project team in different locations.Assist the project team and partners for quality delivery of the program, buliding accountability and documentating learning.

KEY RESPONSIBILITIES:

Work with the project team in sindh in designing a monitoring and evaluation framework, accountability and learning tools, conducting field MEAL exercise and data management and analysis.Work with MEAL Coordinator and MEAl Officer- Islamabad in designing the tools on MEAL.Train the project teams and relavent staff partners' level MEAL concepts and tools.Assist the project in strengthening and accountability mechanism at project level.Analyze the data, together with the project team, and share them in the required format.Assist the project team and partners in documenting lessons learnt.Contribute in timely and quality reporting on WASH, EFSL and SHELTER projects Sindh.Produsing clear and quality reports that demonstrate accountability and learning.Collecting best practices, case studies which demonstrates qualitative and quantitative changes over the period.Appraising the projects activities, progress reports and streaming the partners work and documentation.Facilitating capacity building process of the partners on MEAL locations.Conduct reviews, learning events, survey at project locations.Delivering any other responsibility assigned by the line manager.

SKILLS AND COMPETENCE:

Masters degree in social sciences from a recognized university.At least 5 years experience of work in emergency or development context projects with Monitoring, Evaluation, Accountability and Learning skills.Good Knowledge in Monitoring, Evaluation, Accountability and Learning.Fluent written and spoken English and Urdu. Sindhi will be an added advantage.Experience of working in a multicultural team.Excellent coordination skills.Strong commitment to gender equality and social justice.Excellent Communication and interpersonal skills.Proven knowledge of computerized systems; high degree of computer literacy and word processing and spreadsheet skills.Ability to work under pressure, ability to prioritize and commitment to meet deadlines.Ability to travel extensively especially to remote and flood affected areas in Sindh, Pakistan.Experience in and the ability to train people.Commitment to the aims and objectives of Oxfam.Potential and flexibility of attitude to learn.Good sense of humor.

Coordinator Monitoring, Evaluation , Accountability and Learning

KEY AREAS OF ACCOUNTABILITY: • To develop overall MEAL framework for PEWC and prioritize MEAL needs according to current status of project; • To support needs assessment and situational analysis and strengthen support mechanisms of the project through effective monitoring at field level; • To coordinate with project manager and TRDP focal points in order to provide support to keep project align with the set objectives; • To undertake regular field monitoring visits, produce monitoring reports and share monitoring debriefs with project manager, project coordinator and TRDP focal points; • To organize learning events and workshops for program units to document lessons learnt, good practices and areas of improvement; • To technically backstop TRDP M&E and Program team members in prioritizing monitoring needs, generating monitoring reports, conducting debrief sessions and developing action plans for program improvement; • To support that action plans are being followed up in a right passion and plans are being translated into actions; • To facilitate internal/external evaluation teams/donor missions and SCI management during their field visits; • Any other tasks given by line manager; QUALIFICATIONS AND EXPERIENCE ? Master’s Degree in social sciences ? 3-5 years of monitoring evaluation, accountability and learning experience with at least 1-2 years coordinator or manager level experience preferably with INGOs ? Expertise in databases, MS Office and other analysis software such as SPSS ? Ability to work under pressure and adjust to difficult living and working condition ? Good Interpersonal and Communication skills ? Proficient in report writing and documentation. ? Knowledge of local languages will be an added advantage
