Community Feedback Officer - Female

PURPOSE OF POSITION

Under the support of World Vision Pakistan’s MEAL manager incumbent will support urban program’s MANZIL and CICWB projects in setting up feedback mechanism and keeping it functional. Making sure feedback is properly collected, documented and loops are closed. Incumbent will also be responsible to monitor GPAF partner FPAP-Rahnuma feedback project and ensuring quality and consistency in the report.  In this role incumbent will also be responsible to facilitate visit of World Vision UK and donor visits to Pakistan.

Major Activities:

Setting up feedback mechanism for the MANZIL and CICWB project in consultation with communities and stakeholders (especially women and girls).

Building capacity of the project teams against the defined feedback mechanism and as guided by World Vision Program Accountability Framework and HAP Standard.

Leading/ensuring feedback is collected at the defined intervals in line to agreed parameters.

Ensuring communities especially women and girls understand their role in the feedback mechanism.

Ensuring defined process is followed in collection, analysis and response to feedback is followed.  

Following up on the feedback to ensure all the feedback loops are closed. 

Ensuring financial and programmatic compliance to beneficiary feedback mechanism grant.

Conducting monitoring visits to World Vision UK partner in Pakistan to monitor process and effectiveness of their feedback system. 

Reviewing partner’s reports and providing feedback to improve these for timely submission to World Vision UK. Flagging any issues of importance to be considered immediately.

Knowledge, Experience and Skills:

Master Degree Holder

At least two years of proven M&E/Accountability experience with a reputable international organization.  

Sound reporting writing skill (in English). 

Sound knowledge of  Ms. Office, Excel and Powerpoint and   email software. Preferred will be able ability to use data management applications. 

Knowledge on the geographical areas within Pakistan.

Understands and values diversity and maximizes diversity to achieve organizational goals

Proven experience in customer services.

Has ability to design tools for capturing feedback and documenting it.

Finance Assistant (Female)

Introduction

DRC is an international non-governmental organisation, which promotes and supports durable solutions for refugees and internally displaced people in more than 35 countries world-wide.

DRC established an operation in Pakistan in December 2010 in order to contribute to the flood recovery response, as well as part of a regional programme addressing Afghan displacement in close coordination with its programmes in Afghanistan, Iran and Tajikistan. The main DRC office in Pakistan is located in Peshawar with approximately 110 national and international staff.

The main programme components in DRC Pakistan consist in support to Afghan refugees through WASH, protection, livelihoods and community infrastructure activities. Recently, DRC has also started activities in relation to the IDPs from North Waziristan. DRC has a long-term view of its programming in Pakistan and aspires to expand its presence in Pakistan. 

 Position’s Overall Objectives

The Finance Assistant, supervised by the Finance Coordinator, is expected to assist in implementing financial procedures in compliance with HQ and donors’ regulations and support the Finance Coordinator in maintaining financial oversight over program activities and grants.

 Responsibilities and Tasks

To achieve the overall and specific position’s objectives the Finance Assistant will perform the following tasks and undertake the following responsibilities:

 Manage petty cash including cash withdrawal and make cash payments to admin staff for petty expenses; Check petty cash vouchers, receipts, and cashbooks;Cooperate and assist in audit requirements;Preparation of vouchers for cash and bank transactions as per DRC rules;Preparation of cheques for payments to vendors and staff members; Allocate budget codes and donor codes to transactions as per guidance from Finance Coordinator; Ensure data entry in cashbooks in an accurate and timely manner; Assist the Finance Coordinator in monitoring budgets for operation expenditures; Conduct cash counts at the end of each month and update cash forms in cashbooks; Prepare bank reconciliation statement on a monthly basis; Recording tax record for submission to Tax consultant/ department; Make necessary corrections in vouchers as suggested by HQ; Scan all monthly vouchers for HQ records; Maintain proper filing system and record keeping; Issue and adjust advances to staff members ensuring proper authorization and record; Information gathering and documents needed with GOP, Headquarters, and relevant ministries (tax exemption, banking, leases, and other contracts); Any other relevant duties as directed by the supervisor.

Education Coordinator Female

Technical Responsibilities:

Human Resources:

Finance

To prepare draft budget for his/her unit of the PROJECT in coordination with Finance officer and the Manager.Organization will issue a Petty Cash  (reimbursable) to PROJECT unit team, which will be maintained by the PROJECT Finance Department, under the supervision of the Program Manager.To coordinate that proper financial record of the transactions of the Project is maintained.To coordinate that timely financial reports are prepared and are submitted to the Program Manager and to the Programs Head on monthly basis.

Linkages

To represent and promote PROJECT to all stakeholders in his/her unit areaTo establish networks with line departments.

Qualifications:

Master Degree in social Science or relevant field.Must have knowledge of the education related activities.At least 4-5 years of progressive experience and proven track record of relevant competence of working with NGOs/INGOs.Experience in development programming and management, program planning and reporting. Strong leadership, communication, and project management skills.Ability and interest to work with a multi-ethnic team in a culturally appropriate manner.Experience of working in unstable or conflict affected areas and willingness to work in very remote areas with limited services and amenities.Experience in working with and coordination with international and national NGOs and government agencies.Having adept knowledge of computer applications and soft ware’s (MS Word, MS Excel & Power point).Strong writing/drafting and reporting skills.

Job Description:

Carryout need assessment and base line survey in the project areas.

Formation/reactivation of PTC/SMC as per government approved structure, policies and procedures.

Coordinate with district education department and Provincial Institute for Teacher Education (PITE) to identify facilitators, collect government approved PTC/SMC training manual and finalize schedule for the training

Conduct PTC/SMC training based on the government approved training manual in close coordination with the district education department and PITE

Undertake follow up visit and ongoing support to the PTC/SMC members by organizing regular meetings, conducting appreciative inquiry, and giving constructive feedback.

Write reports according to the project and donor requirements

Produce success stories/case studies and share with communication section through concerned supervisor

Orient the concerned beneficiaries on project goal, objectives and target

Cooperate with other team members and assist them in undertaking certain project activities.

Maintain updated record of concerned activities.

Maintain close coordination with district education department, education cluster/Early Recovery Working Groups by attending meetings, sharing progress and information through concerned supervisor and as per WVI’s policies and procedures.

Contribute in short/long term plans, conducting need assessments and developing concept notes.

Submit monthly, weekly and daily work plan to the concern supervisor on regular basis.

Facilitate PTC/SMC members in developing School Improvement Plan (SIP), its endorsement by the district education department and proper execution.

REQUIREMENTS

Education:

University level degree in social sciences

Certificate/degree/ diploma in education is desirable

Experience:

Minimum 3 years of relevant work experience

Diverse work experience with National/International well reputed organizations is desirable.

Skills:

Good communication skills both verbal and written in English and Urdu

Can communicate in local languages

Good report writing skills

Able to design training material/manuals and conduct trainings to the diverse stakeholders

Proficient in MS Office (MS Word, Power Point and Excel)

Informed of CRC and INEE Minimum Standards in emergencies and chronic crises
