Munitions and Maintenance Security Analyst-01182081
Description

Key Role:Provide a full range of security oversight to a US Air Force (USAF) client. Review maintenance practices, munitions and document storage, and overall base security practices. Work as an integral part of a USAF Technical Security Team providing oversight at a Pakistan Air Force base. Provide expert advice on USAF policy as it relates to F-16 maintenance practices, munitions and document storage practices, shipment and handling of classified items, and overall base security practices. This position is located in Pakistan.
Qualifications
Basic Qualifications:
-5 years of experience with base security or security services
-Experience with providing oversight on security related projects or policies
-Secret clearance
-HS diploma or GED required

Additional Qualifications:
-Experience with active duty military personnel
-Experience with intelligence community
-Experience with police work
-Knowledge of F-16 aircraft maintenance or weapon maintenance and storage
-BA or BS degree in a related field preferred; MA or MS degree a plus

Clearance:
Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Secret clearance is required.

Job Description:

•             To oversee and coordinate all Creative project security and safety programs, plans and policies.

•             Monitor the on-going security environment where  programs are impacted, and within the context of the overall security situation in Karachi.

•             To monitor the ongoing threat environment faced by the project and brief the DCOP accordingly. To distribute threat warnings and safety advice to all staff as appropriate.

•             To provide security, safety and risk mitigation advice to the DCOP during office hours. This may include recommending changes in physical protection measures, working and social routines, movement restrictions & out-of-bounds areas, protection equipment and security staff deployment, as required.

•             To ensure that project staff fully complies with project security procedures. To report any non-compliance to the DCOP/PRM.

•             To act as the single point of contact for all staff movements.

•             To oversee movement control and co-ordination for the project during office hours. This is to include driver and vehicle deployment, staff whereabouts, and maintaining a ‘movement board’.

•             To oversee the security provider contracted by the project; this is to include ensuring contractual compliance and performance of their duties. To act as the focal point for contact with the security provider.

•             To verify that all security devices such as locks, alarms, access systems and physical force protection measures are operational or reported for repair.

•             To ensure project procedures for visitor access and vehicle control systems are being followed by the security provider and all staff.

•             To initiate, manage and coordinate the security response to any emergency suffered by the project within Karachi/Sindh.

•             To oversee the performance of the security provider static guard force. This is to include regular inspections at irregular times during the night for alertness & readiness of the security staff, at residence & office.

•             To provide the security provider duty staff with update briefings on changes in the security situation, current threats, and restricted areas, as needed.

•             To implement the Fire Emergency Plan, when necessary.

•             To implement the project Emergency Response plans and procedures, when necessary.

•             To produce an Incident Report recording the details of any incident.

•             To support the DCOP/PRM with other reasonable duties as directed.

Management

To manage and provide effective leadership to the security team and ensure that:

•             All physical security to all on site staff is delivered within The project security policy.

•             All training needs are identified and processed promptly and are undertaken at the appropriate time

•             To maintain the Security Operations Manual up to date for use by all on site security personnel to cover duties, individual instructions for each post; attendance; use of security equipment; dress standard; training etc.

•             To devise rosters appropriate for the requirement and to liaise with Personnel as appropriate re implementation

•             To assist the DCOP in implementing security as a core business function to be adopted by the whole office,  keeping physical security measures under constant review to ensure they are adequate to meet current threats to business, evaluate changes, showing advantages and disadvantages, costs etc and present to the DCOP/PRM.

•             Represent security on any relevant project workgroups and project boards

 Security Breaches/Investigations

•             Act as focal point for any investigations involving security; to prepare reports and note follow up action.

•             Report any significant security breaches to the DCOP and PRM ; undertake full investigation; recommend course of action in consultation with DCOP/PRM.

 Disaster Recovery

•             Participate in the role of Incident Manager during any incidents and emergencies.

•             Ensure that all business recovery/contingency plans and/or procedures held within the security control rooms are always kept up to date.

•             Work as a member of Emergency Response Team (ERT).

•             Be on call on a 24 hours x 7 days basis for any emergencies.

•             Undertake the security lead role in the Major Incident Team.

Training

•             Ensure that the appropriate level of training is provided for all security staff on disasters; fire and bomb procedures; use of technical equipment and routine security duties. Ensure that knowledge is tested on regular basis.

•             Maintain the security team training plans up to date for all security staff and to test their knowledge of procedures regularly.

Deputy Food Security & Livelihood Coordinator

ACF Pakistan is a humanitarian non-governmental organization. Due to the unique nature of relief activities, the exact duties of the employee and the working schedule may be subject to temporary variations. All employees are requested to demonstrate flexibility.

Overall monitoring evaluation and learning for the FSL program in country, providing technical support to the project staff, implementing assessments and following up the evolution of the food security situation. Ensuring supervision of the programme objectives and organizing the teams in the absence of the programme coordinator.

-          Be the focal point for the compilation and quality check of information of FSL program at country level;

-          Ensure continued evaluation of the programmes’ follow-up and propose improvements.

Objective 3: Analyse the food security situation and its evolution and participate in programme orientation

-          Ensure the implementation and supervise food security surveys and evaluations;

-          Participate in identifying and analyzing structural, economic and other constraints and take them into account in future programmes;

-          Support FSL Co in the identification of new programme directions;

-          Support FSL Co in development of FSL country strategy.

Objective 4: Coordinate staff training

-          Support PMs in the induction of new staff;

-          Support FSL Co in the identification of training needs;

-          Identify key staff for development;

-          Support FSL Co in the development of a training plan to staff;

-          Organize and direct training sessions;

-          Evaluate the impact of staff training.

Objective 4: Representation

-          Participate in internal and external coordination meetings;

-          Support FSL Co in the coordination of the Cash Working Group;

(Deputy FSL Co) IS EXPECTED TO:

 SKILLS REQUIRED:

 Humanitarian experience in food security;Experience in Monitoring and Evaluation of programs;Training experience;Good analytical skills;Good human relations;Computer knowledge (Word, Excel); andGood knowledge of English and urdu. Pashtun and/or Sindhi are a plus.

· Represent Save the Children in food security and livelihoods coordination in Islamabad, and elsewhere in country, when required. He/she should ensure Save the Children?s livelihoods work is well understood and well represented in key coordination forums and that the work is coherent with that of other agencies. Liaison with key government line ministries will be critical in this.

· Work with PDL Monitoring, Evaluation and Research unit to ensure that livelihoods programs are monitored against measurable and appropriate indicators developed by FSL and M & E team.

· Support program assessments, evaluations and other reviews required in the program.

Requirements

· Post graduate or Master degree in Agriculture / Livestock and social sciences or other relevant field.

· Minimum 7-10 years of experience with at least 5 years of relevant experience

· Good understanding of livelihoods concepts and issues in a development context.

· Excellent communications and reporting skills

· Ability to establish partnerships and networks

· Ability to write effective proposals and prepare and manage budgets

· Ability to work independently to a high professional standard

· Sensitive to the cultural & political environment

· Fluent spoken & written English language

· Prepared to work and live in challenging surroundings.

Senior Food Security & Livelihoods Coordinator, Peshawar - Save the Children

· Overall management of the Livelihoods Program and associated livelihoods staff.

· Ensure the implementation of Livelihood activities is well undertaken. Activities could include inputs such as agricultural or small business support, cash or voucher transfer and Cash for Work.

· The Sr. LC will be responsible for work-planning and implementation for the range of livelihoods functions.

Security Coordinator

We are an International Organization (INGO) working in the field of elections, democracy and governance in collaboration with government institutions and civil society in support of electoral reforms in Pakistan. We are currently seeking committed and energetic staff for the above position. Detailed scope of work with required skills and qualifications are summarized below:

Duties and responsibilities:

Provincial Security Officer

OBJECTIVES

Objective 1:

Provide accurate and relevant security analysis and current risk assessments to ACF teams

Objective 2:

Assist with the development of Security plan and play key role in ensuring daily implementation.

Objective 3:

Conduct security assessments of ACF sites, program areas and areas as required or directed by Field Coordinator or Safety and Security Coordinator

Objective 4:

Liaise directly with community and security specific actors in the region

Train and sensitize ACF staff for security specific topics and daily or weekly security events.

Tasks & Responsibilities

The SO will provide daily support to the Field Coordinator and ACF teams operating in the area so as to enhance the overall safety and security of all staff and the organization.  He will be supervised on daily basis by the Field Coordinator and will be technically supervised by the Safety and Security Coordinator – Pakistan.  Daily, time-sensitive security specific tasks may be directed to the Security Officer by the Field Coordinator and these will be followed in order to support ACF operations.

Objective 1: Provide accurate and relevant security analysis and current risk assessments to ACF teams operating in the area

Monitor daily and weekly security incidents in the operating area in order to identify areas of increased risk to ACF teams or greater security trendsDiscuss with Field Coordinator and ACF teams on a daily basis the current security threats and potential significant security trendsEstablish an overall understanding of ACF operations in the area so that all analysis is relevant to ACF operations.  Effectively integrate with ACF teams in order to ensure a close working relationship at all levels, enhancing the ability for a continuous safety and security management structure to remain in placeSubmit weekly security reports to the Field Coordinator and Safety and Security Coordinator utilizing existing ACF templates and toolsDetermine current risks that ACF teams are exposed to and discuss this data with the Safety and Security Coordinator’s own assessments.  With Safety and Security Coordinator, compile the monthly Risk Assessment for ACF teams

Objective 2: Assist with the development of the Security plan and play key role in ensuring daily implementation

Provide relevant and specific input based on local, regional and national knowledge to the Safety and Security Coordinator so as to ensure the local Security plan addresses the threats present to ACF teamsConstruct the Security plan (to include SOPs) with the Safety and Security Coordinator and review every 6 months with the Safety and Security Coordinator or as contextual shifts dictateAssist the Field Coordinator and Safety and Security Coordinator with ensuring the rules, regulations and SOPs of the local Security plan are adhered to by all ACF staff.  Be prepared to assist the Field Coordinator and Safety and Security Coordinator with review and resolution of internal security incidents.

Objective 3: Conduct security assessments of ACF sites, program areas and areas as required or directed by Field Coordinator or Safety and Security Coordinator

Conduct security assessments of all ACF operational working areas and premises, utilizing existing tools and templates and alongside the Safety and Security Coordinator (when he is present).  This list includes but is not limited to:ACF residences, offices and warehouseAreas frequented by ACF teams for business or leisureNew programming areas or office/residence locations as determined by Coordination teamMaintain the current database of security assessments and provide specific recommendations to the Field Coordinator and Safety and Security Coordinator based on these assessmentsReview the database of security assessments on a monthly basis in order to determine if current SOPs, rules and regulations are relevant to current assessments.  Move to these locations as often as possible each month in order to maintain the current contextual situation of each of ACF’s field locations

Objective 4: Liaise directly with community and security specific actors in the region

Meet with local community members, community leaders and other specific civilian actors in order to gain an accurate understanding of the areas in which ACF teams operate and promote active acceptance through specific measures as defined by the Safety and Security CoordinatorAttend local INGO security coordination meetings in order to gain additional information pertaining to safety and security concerns of INGOs operating in the areaLiaise on a frequent basis with local and provincial authorities in order to make all parties aware of ACF’s current operations and develop working relationship aimed at building acceptance of the local and provincial government towards ACF

Objective 5: Train and sensitize ACF staff  for security specific topics and daily or weekly security events

Train all ACF staff on ACF specific security measures (SOPs specific) as well as other topics relevant to the operating environment.  (**Training of Security officer by Safety and Security Coordinator will occur prior to this task being required)Induct new ACF staff to the security specific requirements of ACF as well as a current security briefing of the immediate operating areaServe as the primary manager of all guards at all sites.Provide (as required) daily security briefings to ACF staff as the current context dictatesConduct the scheduled bi-weekly security briefing for ACF teams if the Safety and Security Coordinator is not present

As assigned by the Safety and Security Coordinator and as directed per Standard Operating Procedures

QUALIFICATION AND EXPERIENCE

This position is a very demanding post, requiring frequent travel to field sites, a continuous attention to detail and a positive, team oriented attitude.  The Security officer will be an integral member of the ACF support staff and will work towards the overall goal of ensuring that the beneficiaries receive quality programming activities from ACF teams.

(Education and Training):

University Level bachelor’s degreeCertified professional development courses relevant to safety and security specific roles

(Work Experience):

5 years in a safety or security specific role (INGO/government/law enforcement/military)Middle to upper management experience involving leadership of small teamsWork within the KP/FATA region (preferred)Work with INGOs or NGOs in the KP/FATA region (preferred)
