Project Summary**
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

Position Summary:
MSI is seeking an accomplished Agricultural Sector Specialist/Researcher to conduct a literature review of the current situation with respect to the availability and use of modern technologies and practices in the agriculture and livestock sectors in Pakistan. Modern agriculture technologies and practices include any inputs (e.g., improved seeds, fertilizers, or chemicals), equipment and machinery, more productive animal breeds, or productivity-enhancing production, processing, or marketing practices capable of increasing the quantity and/or quality of agricultural and livestock products.
The desk review will examine existing research on adoption of modern agricultural technologies and practices in Pakistan, or more broadly in the region if insufficient data exist for Pakistan. In particular, the desk review will summarize existing knowledge about the technologies and practices that are available in Pakistan, which are being adopted, and barriers to adoption. The emphasis is on barriers to adopting modern technologies and practices but, if they arise during the course of the research, the review should also identify successful approaches to overcoming barriers. The review will focus on the horticulture and livestock sectors. It will examine the situation nationwide but, to the extent possible, highlight the experience in the Khyber Pakhtunkhwa, Punjab, Sindh, Gilgit-Baltistan (GB) and Azad Jammu and Kashmir (AJK) regions.
The desk review will last from approximately mid-October to late-November and will require roughly 17 days of labor during that time period.
Responsibilities:
- The agricultural sector specialist/researcher will be responsible for identifying and reviewing relevant literature.
- Synthesizing the literature into a comprehensive draft report with evidence-based conclusions.
- Preparing and delivering a presentation to USAID on report findings and conclusions (if requested).
- Incorporating comments from technical reviewers and USAID into a final report.
Qualifications:
- A Ph.D. and at least 10 years of professional experience or a master’s degree and at least 20 years of professional experience in agricultural economics or a related field.
- Strong understanding of Pakistan’s agricultural and livestock sectors.
- Ability to deliver high quality products on time.
- Demonstrated research ability.
- Excellent English writing skills.
