Consultant - Common Dates Cold Store Facility (Principal Resource Person - Business Planner)

Job Description:

All fruits and vegetables require specialized post-harvest treatments, appropriate temperature, and relative humidity for their storage, which most of the existing cold storage facilities in Pakistan lack. As a result, a cold storage facility in Khairpur district is one of the major infrastructure requirements for the dates sector. Through this effort, the project will ensure the increased availability and improved quality of high value fresh dates for both export and local sale, which would otherwise perish or deteriorate in terms of low quality and fetch lower prices. A majority of Pakistan’s dates exports is used in liquor extraction, finding its way into low-end markets for industrial use. The proposed cold storage facility will work as a facilitation point which will store multiple horticulture products beyond the date season to make it a commercially viable venture, though the major clientele for this business will be the farmers and processors of dates.

Currently, there is no support initiative from any governmental and/or donor agency for the establishment of cold storage facilities in Khairpur district for dates and/or any other horticulture sector. Keeping in view the seasonal cycle of dates, there are some significant impediments/constraints in the dates sector in Khairpur.

The issues related to the cold chain in dates sector could be addressed by providing and establishing a large state of the art cold storage facility for date palm farmers, processors, and traders. Given this background, the Project is working to develop a business plan for a common cold storage facility and seeks a highly qualified team of consultants consisting of a business planner/feasibility expert and a cold chain development specialist to develop a comprehensive and rationalized business plan required to determine facility area, layout plan, capital cost, operational cost, return on investment (ROI), and related business operations parameters to make this assistance self-sustaining and profitable.

The Consultant(s) shall work as a Principal Resource Person (Business Planner) to develop a comprehensive business plan along with technical and financial details for the design and development of a common cold store facility in Khairpur district. The assignment carried forward is to determine and consolidate all capital costs, running costs, and cash flows of the common cold store facility. Furthermore, the consultant shall use his/her education, experience, knowledge of international best practices, and additional understanding gleaned to accomplish the following: 

Conduct rapid assessment for the identification of a cold storage facility, expected demand, along with a rationalized business case for the development of a common dates cold store facility.Develop comprehensive business plan comprised of the overall project costs, operations cost, and business sustainabilityAnalysis of market potential by considering the yearly business trends.Rental calculation mechanism for proposed cold storage facility as a primary source for revenue generation.Product process flow.Conduct financial assessments to identify capital costFinalization of recommendations for the type of machinery, insulation material, technical lay out plans, drawings, etc. with the assistance of Cold Value Chain Specialist.Human resource requirements along with projected payroll costs for at least five years.Furniture and office equipment costs as a part of business plan.Refrigerator trucks estimated cost inclusive of capital costs, running costs, and maintenance costs.Prepare comprehensive business plan detailing all the defined parameters along with financials for at least five years to identify profitability, sustainability, and rationalized business proposition.Prepare and present business plan presentation in front of the Project management to deliver and communicate the value proposition of the activity.

Job Description:

                 Manage technical and engineering components related to  project implementation in the assigned region,                   Design architectural and structural drawings, as well as create bills of quantity, material specifications lists, and other technical documentation related to design, cost estimation and implementation of the infrastructure grants.                     Responsible for implementation and supervision of the work at site.          Monitor the quality and quantity of the work and material used at site and ensure completion of the grants with in the budget and time.       Maintain working relationships with local, district, provincial and regional governmental authorities, on coordination with PD.      Assist in facilitating  activities that assist government authorities to liaise with community leaders, individuals and groups to identify, prioritize and implement infrastructure projects that meet community needs.  This includes attending Community Consensus Jirgas to identify, locate, and prioritize specific grant activities.   Prepare Terms of Reference (TORs) for contracts, participate in bidding process, and assist the procurement staff in the bidding process and the negotiation of contracts or agreements with contractors.         Prepare and verify invoices for the work done at site.          Engage in the administration of grants.      Track financial expenditures of specific grant funds in areas of responsibility.      Monitor and summarize reports  on a weekly basis based on log books, visit grant sites to confirm milestone completion, address quality concerns with Field Engineer.     Provide regular written and oral reports regarding the status of projects to the Program Engineer.      Prepare cost and time amendments to grants, as required for additional work; prepare associated BOQs.      Prepare and summit grant wise detailed weekly progress reports to the manager and head office.       Maintain electronic and paper records in accordance with program standards.    Additional duties as assigned.

Short Term Consultant

Background:

The Pakistan Firms Project aims to improve government service delivery, develop dynamic and internationally competitive private-sector firms, and create economic opportunities through value chain development and an improved business enabling environment.

The project is based in Lahore with satellite offices in Karachi and Islamabad. Chemonics International is the project’s prime contractor and its head office is based in Washington DC.

Objective of this Consultancy. The objective of this consultancy is to assist an international consultant, under the guidance of the advisory committee, to conduct a comprehensive review of SME Policy 2007, its mandate and goals, and to identify its inherent strengths and weaknesses, recommend policy and regulatory revisions wherever required for improvements  in its more efficient implementation, by promoting strong private sector leadership and professional management and more effective institutional and regulatory systems.

Specific Tasks:  The consultant shall use his/her education, experience, knowledge of international best practices, and additional understanding to accomplish the following:

The primary focus of this assignment is to assist an international consultant in his assignment to draft a report that presents findings and recommendations for improvements through policy revisions wherever necessary and areas of legislative, regulatory and/or institutional reform required for a more efficient mechanism of policy implementation.

     2. Conduct all the necessary preparatory primary and secondary research   required to prepare a position paper that presents:

Literature review of all available information through primary and secondary resources to present an overview of existing state of SME Sector in PakistanPreliminary analysis of SME Policy 2007, its inherent strengths and weaknessesAn understanding of regulatory and institutional frameworks governing the SME sectorOverview of research conducted pertaining to policy, legal and institutional reform related to SME sector.Detailed roadmap which the international consultant can follow that includes:Itinerary of meetings with private and public sector stakeholdersRecommendations for areas for specific focus in terms of policy review based on  analysis through literature reviewOrganizing and moderating meetings with relevant private and public sector stakeholders through individual meetings and/or working group sessions.Delivering periodic presentations and updates individually/collectively to members of Advisory Committee constituted to steer this exercise.Maintain contact with relevant stakeholders throughout duration of assignment particularly in international consultant’s absence.Contribute towards deliverable of final report according to international consultant’s specifications.

Qualifications of the Consultant(s)

A consultant who offers a Master’s degree in Economics and/or Public Administration and 10-15 years of expertise in areas related to policy and institutional reform related to Pakistan’s SME sector. The required consultant should possess a detailed understanding of Pakistan’s SME Sector and its current constraints. The consultant should also have a good understanding of the current SME Policy framework, its inherent challenges, impediments in effective policy implementation and necessary measures of policy reform to help remedy existing challenges.

The experienced Web Developer will be a part of our development team at our office in Lahore, Pakistan. The experienced Web Developer should have at least one year experience with:

18. Ensure that the quality of the service delivered to the users in BIPA is in accordance with negotiated service level agreements.
19. Conduct confidence tests to ensure the integrity of the database and its performance.
20. Liaise with the vendor of the DBMS, and with any appellation vendors, to resolve any problems encountered. Coordinate with systems programmers with regard to the application of fixes to such software.
21. Performs other duties and related tasks as may be required from time to time.

Compliance Specialist

The Firms project is a 4 years economic growth project funded by USAID and implemented by Chemonics that started in May 2009. The objective of the Project is to develop dynamic, internationally competitive business sector in Pakistan that is increasing exports, employing more people and producing higher value added products and services.

Chemonics seeks a Compliance Specialist to join the Firms Finance team. Responsibility is to provide financial management support to the Firms project. The Compliance Specialist would enable the team leaders to enhance and produce quality work to ensure compliance with Chemonics policies and regulation and donor regulations (USAID).

Specific Tasks:

The position entails a thorough knowledge of the Audit principles, procedures and practices of accounting and financial records and financial transaction review before approvals.

To work with finance team and management and conduct compliance review on all payments transactions of the project prior to actual payments.To review and report on the accuracy, timeliness and relevance of the financial and other information that is provided to Director of Finance and management for approvals.Give attention to details and address the short comings before the voucher reaches Director Finance for his /her approval.Ensure that payments being processed are referenced with the supporting invoices and documents and are meeting the financial policies of CI,  are in compliance with best accounting practices and USAID guidelines.Review and appraise the soundness, adequacy and application of accounting, financial and operational controls before it reaches to Director of Finance for approval of voucher.Ensure that the prescribed procedures are diligently followed within Finance teams, so that appraisal and monitoring of transactions and vouchers can be reliable and effective for the Director of Finance and Firms management.Inform and report to the Director of Finance with his/her observations, comments and recommendations based on carried out work on transactions and Field Accounting and Compliance Manual for non compliance of transaction.Liaise with the external auditors in order to prevent duplication of effort and to keep them briefed on areas of concern in order that both external and internal audit functions could be carried out efficiently and effectively.

Specific Qualifications

The candidate should be ACCA/CA qualified and have 3-5 years post qualification audit experience, with at least 3 years working experience with one of the reputable accounting firms. Additional experience with USAID funded project is preferred. The candidate is further expected to possess the following;

M&E officer will work closely with the Executive Director and the project managers of Water, Sanitation and Hygiene (WASH), Child Protection (CP) and Mother and Child Health (MCH) and Street and Working Children projects to develop a monitoring mechanism to see the outcomes of each indicator set in the proposals.

 Job responsibilities:

Epidemiological survey:

Organise the planning of the survey every 4 monthsTrain and monitor the surveyors/Health & Hygiene Promoters (who conducts the survey)Supervise data capturing and cleaningAnalyse and present/covert the data into information with the Project Managers, and Health Project Coordinator.

WASH survey:

Analyse the data collected from the KAP survey conducted.Organise the follow up of Wash Hygiene project comparing the baseline data obtained from the KAP survey.Capture, treat and report the current status to Project Officer, Health Project Coordinator and the Executive Director.Data Capturing:

In collaboration with the project managers of each project, determine key indicators to measure project outcomes, and develop measurement tools for WASH, Child Protection and Health project against all set indicators.In collaboration with line managers of each project, develop monitoring templates and maintain databases and data systems necessary for projects monitoring.Acquire primary or secondary data from existing internal or external data sources i.e. Health Hygiene Promoters, social workers etc…Perform data entry using computer SOFTWARE.Data Reporting:

Set a time line with project managers to gather the report data per their requirements.Report the result of the data analysis to the managers of each project.Develop graphs, reports, and presentations of project results.Perform basic statistical analyses, reports for each project.Knowledge /Skills:

Knowledge in develop and implement appropriate and innovative monitoring and evaluation tools (including using different PRA tools), reporting guidelines for new project activates with an aim to improve the M&E system of the Project.Technical expertise regarding data models and database design development.Proficient in MS Word, Excel, Access, and PowerPoint etc…Experience of using SPSS, Epi data or any other statistical analysis packages is desirable for analyzing large datasets.Team player, work with minimal supervision and strong organizational skills; Effective communication, report writing & interpersonal skills;Proven skills on report writing.Must be fluent in both written and spoken English.

 Training & Capacity Building:

Train concerned field staff on collecting data using agreed monitoring templates.Train one of the staff members of each project in data entry and analysis.

Education:

Master degree in any field of Social Science, (Academic degree in Public Health and/or Management Information system will be added advantage).

Experience:

 5 years of M&E, Public Health, specifically in WASH project using related database software.

 Reporting:

 The post holder will be asked to report on his/her work periodically as required. Additional reporting requirements will be required on an ad hoc basis, according to need and circumstance.

 Child Protection:

 The post holder will sign and be bound by FLOWERS Child Protection policy at all times, and will set an example of exemplary professionalism with regard to child care, child rights and child protection.

Safety and security:

The post holder will maintain the highest standards of safety, doing nothing to endanger the health of any person in contact with the work of FLOWERS, and being proactive in ensuring a safe environment. S/he will bring to the attention of her/his line manager any issue of concern. The post holder will report to her/his line manager any threat to security, potential or real.
