In above context, CoNNekT Lab has excellent opportunity for a Data Visualization and Analytics design engineer / architect for a contract based project position in its research and development setup in Islamabad. The candidate would become part of budding ?The Data Inference and Analytics? group to join our engineering team. CoNNekT Lab?s research work comprises development of intelligent sensing and communication technologies (both hardware and software) for data aggregation and analysis from environments such as Oil and Gas Installations, Mines, Healthcare, Sports Biomechanics, Telecommunication and Networking Infrastructure etc. The hiring would be responsible to develop a complete framework as a central entity to store, analyze and visually represent data gathered in divers settings. Information and Knowledge Management Assistant

The Refugee Affected and Hosting Areas programme (RAHA) has been designed to promote regional stability and compensate for the social, economic and environmental consequences wrought on Pakistani communities by the presence of more than 3 million Afghans over the past 30 years. For the 1.7 million registered Afghans remaining in Pakistan after the large-scale repatriation since 2002, the programme is promoting peaceful co-existence with local communities until conditions in Afghanistan are conducive for their return. The Programme: The overall objective of the RAHA programme is to improve livelihoods, rehabilitate the environment and enhance social cohesion within communities of refugee-affected and hosting areas. Public services are being improved and policies made more effective by strengthening the capacities of the government, community institutions and vulnerable groups. RAHA is a five-year initiative between the Government of Pakistan (SAFRON/CCAR/EAD), the UN System, International Donors including EC and implementing partners. Under the framework of the One UN in Pakistan, RAHA is a Joint Programme Component of the Disaster Risk Management Joint Programme within the UN Delivering as One. Duties and Responsibilities: • Server Hardware & Software – Support, maintain and administrate server hardware and software systems. Provide input in procurement of hardware and software keeping cost factor and new trends/technologies in the mind; • Documentation – Assistance with the creation, format and maintenance of network and information-systems documentation; • Network Security – Pro-actively administrate the security of server systems, messaging, mail server, firewalls and hosted systems against any kind of threats which can destroy the data; • Monitoring & Logging – Review and maintain network logging and monitoring (i.e. server performance monitors); • Information and research gathering – stay current with technology changes, applicable systems, industry trends and developments especially in Networking Infrastructure and new wireless networking trends coupled with third party power tools to optimize the performance of remote access; • Training and Facilitation – Transfer of necessary knowledge to the project staff to increase the broader understanding of Information Technologies potential; • Handling all Internet connectivity issues with ISP to provide 24*7*365 hours internet access and availability to project staff; Demonstrated ability to plan and administer the deployment of software products in a heterogeneous environment with an objective for standardization of all software and hardware which can provide the best solutions to streamline the internal operations; • Proven ability to work in a high pressure environment with multiple tasks, changing priorities, and changing resources; • High exposure to Microsoft Windows (XP Pro, 2000/2003 Server), Intel based desktops, laptops hardware and computer peripherals like printers, plotters and photo copiers; All additional technical or non-technical responsibilities and duties assigned by Management within IT/IS domains. • Engendering partnerships by working directly with early recovery partners, including local authorities, to strengthen information exchange and help advocate, inform and train in the use of IM to support early recovery coordination (e.g. participation in national inter-agency IM working group). ? Successful implementation should include on-going consultative processes and community and/or partner organization involvement in all phases.Advise senior management on programmatic strategy, including where to focus program resources, how to develop operational relationships with local organizations and groups, community leaders and the DCO’s office, if required, and how to address programmatic challenges as they arise.Manage the staff assigned to their respective District and ensure that the staff meets all programmatic targets and undertakes all activities observing all programmatic rules and parameters. Manage relationships with relevant stakeholders, including but not limited to Government departments at the District and local levels, community leaders, and local organizations and communities at large.Monitor and report on the program’s operational environment and proactively contribute to the overall Program strategy, design and implementation.Establish and oversee consultative processes with target communities, programs, organizations and activities to identify, recommend, design, and develop projects for funding.Engage the district administration to assist in identifying potential communities for interventions, keeping view the overall program objectives and district work plans.Prepare all grant materials and reports in a manner consistent with the use of the Program Activity Database.In conjunction with other Program staff, verify the deliverables and evaluate the completed projects and subsequently conceive, write and report a success story for every completed grant.Share with other program staff successful methodologies for consultative approaches to grant development and implementation.Manage the Program staff assigned to your district.Provide weekly grant implementation updates and provide weekly grant by grant updates via conference calls, as well as provide other ad hoc reports as needed.Manage payments to the implementer in accordance with the schedule and agreed timelines and deliverables.Hold meetings with community leaders, project implementers and GOP representatives, if required, to identify potential opportunities and resolve issues impeding the smooth implementation of grants.Plan and supervise field visits of the program’s technical and field staff on regular basis and asses their performance against the designated TORs. Any other duty assigned by the Program Manager or Deputy Program Manager.

Program Summary:
The Community Victims Support Program (CVSP) is a three-year humanitarian assistance project funded by the United States Agency for International Development (USAID) in Pakistan and implemented by International Relief and Development (IRD).  CVSP is designed to provide support for Pakistani victims of conflict: individuals, families, and communities suffering losses from military and insurgent operations. CVSP operates in Khyber-Pakhtunkhwa (KP) and Federally Administered Tribal Areas (FATA).

Objects: 
CVSP aims to achieve the following:

Help civilian victims of conflict-related violence to resume their lives by providing them with non-monetary, physical, medical and social assistance;Assist victims with regaining their livelihoods through various economic recovery programs;Work in collaboration with governmental offices and programs, strengthening their capacity and enabling transparent and equitable assistance delivery; andDevelop long-term solutions for delivering assistance with key international and national stakeholders.

Results:
CVSP offers a range of programs for conflict victims, such as short-term relief, small business support, and vocational training. CVSP aims to provide social and medical services and economic recovery assistance to 4,500-9,000 direct victims of conflict and their family members. The program will organize vocational training for 4,500 and basic business training for 800 individuals. It will also start or rehabilitate 800 businesses owned by conflict victims, and facilitate 1,000 educational scholarships for its beneficiaries.

Position Summary: 
The Director of Programs develops and coordinates program activities of CVSP, providing technical support to activities in regions and districts. The Director of Programs also coordinates with the Government of Pakistan on all levels, and provides technical guidance to program and communications staff based in Islamabad

Essential Job Functions:

Main Duties:

- The artist will work together with the Senior Graphic designer to help in the publication of 2 magazines in print and digital formats

Monitoring and Evaluation Officer

Under the overall guidance of the Programme Manager and under the direct supervision of the Head of Monitoring and Evaluation the M&E Officer is responsible for ensuring that a proper monitoring and evaluation system is in place and will ensure smooth implementation of the Program. Based on the M&E reports collected through different means, the M&E Officer should provide some initial recommendations to Senior Program Staff on how program implementation could be improved. M&E results should be shared with Program Staff on a constructive and orderly manner to ensure improvement of the program implementation.

 Specific Duties & Responsibilities

Attend and observe Community meetings and Project Oversight Committee (POC) meetings and document proceedings, decisions made and level of community participation.Draft project specific M&E plans to be included in grant development and also coordinate with Program field staff to obtain field data pertinent to each indicator outlined in the project M&E plans at the post completion visit to the project site.Conduct regular visits to project sites to carry out process monitoring as well as gather feedback from the beneficiary community about the implemented projects and submit a detail report about the activities.Identify and document success stories and case studies on extraordinary aspects of the project.Carry out Broad Based Evaluation Studies on particular assigned grants related topics inline with the decisions made.Support the M&E Head inIslamabad in the collection of additional information from the field as requiredAttend and observe each bidding process prior to grant implementation to ensure transparency on behalf of all stakeholders. Compile comprehensive final project evaluations report based on information retrieved from the database and field.

  Qualification & Experience

Bachelor's Degree in Social Sciences or other equivalent degree.M&E Officer must have a minimum of three years experience with project Monitoring and evaluation, Project development and proposal writing, and implementation of development-type projects.  He should have experience in community participation and consultative-type projects. The M &E Officer must have the capacity to understand and analyze national, regional, and local politics, and the creativity and analytical capacity to design and implement grants with the interface between government and communities.Local candidates of Southern Punjab Region will be preferred.

Languages

Thorough knowledge of spoken and written English & urdu required; working knowledge of the languages spoken in the region will be an advantage.

            Ministry of Finance and UNDP Pakistan has signed an agreement for the initiation of a Strengthening PRS Monitoring Project (2008-2012). The objective of the Project is to strengthen institutional capacities for results-based monitoring and evaluation of poverty reduction strategies at Federal and Provincial levels.Building institutional & human capacities in Government setup is one of the main concentrations of the project deliverables. This broader determinant is tracked down to build the gender responsive budgeting capacities of the Govt. Departments.Government of Khyber Pakhtunkhwa has adopted a vibrant developmental agenda along with bringing in the best public sector practices in order to remain competitive. Among others, the adoption of Output Based Budgeting (OBB)/Medium Term Budgetary Framework (MTBF) approach towards budget formulation for linking its spending plan to policy objectives while taking into account the available/expected resources to the GoKP over the medium term is a worth-mentioning effort.The Govt. of Khyber Pakhtunkhwa after developing the basic framework went a step ahead in the fiscal year 2010-2011 by introducing the OBB/MTBF in its three major departments of Health, Education and Social Welfare and in 2011-2012 nine more departments have been shifted on OBB/MTBF.To contribute to the Govt. of Khyber Pakhtunkhwa’s efforts, Strengthening PRS Monitoring Project has planned to arrange a series of “Three Days’ Training on Gender Responsive Budgeting (GRB)” in the context of OBB for the representatives of Fourteen Departments.The overall objective of the assignment is to build human capacities of GoKP in:·         Understanding macroeconomic balance, fiscal discipline & budgetary predictability·         Basic concepts and tools of OBB and GRB·         Identifying strategies for integrating gender perspectives in the on-going budgetary reforms in Khyber Pakhtunkhwa·         Developing Training Material/Modules·         Imparting three trainings of 3 Day’s each ·         Submitting Training Report with policy inputs if anyCourse Contents (should aim at):·         Definition, objectives, concepts, approaches & analytical tools of gender responsive budgeting·         Overview of GRB activities in Pakistan and Khyber Pakhtunkhwa·         Gender-Sensitive Public Expenditure Tracking, Lobbying & Advocacy·         OBB as a component part of the modernization of the budget system (purpose & guidelines)·         Budget Preparation Process of GoKP and Reforms to OBB Processes·         Integrating Gender Responsiveness in OBBTotal three trainings of 3-days each will be arranged at Peshawar for the officials of fourteen provincial departments dividing them in to three groups (approx: 12-15 participants/per group).SPRSM Project will arrange for the venue, refreshment and logistic arrangements required for conducting the training.  Strengthening PRS Monitoring Project will pay full fee to the Resource Person/Trainer in two equal installments or as negotiated with the selected Resource Person/Trainer.
