The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

Position Summary


MSI will conduct a midterm evaluation of two USAID youth workforce development projects being implemented in Karachi. The evaluation will assess the extent to which the projects are effectively targeting localities and individuals that are consistent with project objectives and the effect the projects have had on beneficiaries’ economic opportunities and status. Additionally the evaluation will assess the effect of the projects on levels of crime and violence, and perceptions of insecurity in the neighborhoods and town from which the projects select beneficiaries.


MSI is seeking a short-term Statistician with strong quantitative skills and extensive experience evaluating projects in conflict prone areas. Experience of workforce development projects, especially with a focus on youth workforce development would be ideal.


The Statistician will provide input on the design of data collection instruments during the team planning workshop, ensuring instruments developed are collecting sufficient information in order to measure and construct outcome variables. S/he will perform power and sample size calculations for primary outcome variables allowing the evaluation to make recommendations based on robust estimates of effect sizes.


S/he will work with the evaluation team to collect and collate secondary data. S/he will process secondary data to be able to use it in conjunction with primary data collected. S/he will be required to pilot data collection instruments and suggest modifications to refine the instruments for fieldwork. S/he will be heavily involved in training subcontractor staff in order to obtain quality primary data. S/he will assess quality of data, and flag inconsistencies for review by the subcontractor.


The Statistician should be comfortable using quasi-experimental designs and calculating double difference estimates. S/he will analyze collected data to ensure treatment and comparison groups are similar at baseline as measured by demographic and socio-economic variables. S/he will write a data analysis report which will be incorporated into the final evaluation report.


The evaluation will use a mixed methods approach, leveraging primary and secondary data to answer the evaluation questions. Qualitative data will be collected through semi structured interviews of key stakeholders. We expect to conduct at least 150 in depth interviews, the vast majority of these will be conducted across various neighborhoods in Karachi. The evaluation team will use MaxQDA for coding and analysis of qualitative data. A non-equivalent groups design is expected to be used for assessing project outcomes quantitatively. We envisage conducting a stratified random sample survey of about 2000 individuals. The evaluation team will use STATA or SPSS to collate and analyze survey data.


The position requires about 58 days of effort, approximately 25 of which will be based in Islamabad. The remainder will be spent conducting fieldwork in Karachi. The Statistician will work within a six person evaluation team composed of subject-matter experts, a qualitative researcher, and data analysts. S/he will report to the Team Leader.


Responsibilities


  • Refining the evaluation approach and methods.

  • Developing and piloting data collection instruments.

  • Developing a data collection and analysis plan.

  • Participating fully in a data rehearsal with USAID staff prior to field work.

Specifically, the assessment will determine whether project-supported road and electricity infrastructure has improved the availability and quality of service delivery and whether and how it has affected the daily lives of local residents and their confidence in government. Furthermore, the assessment will explore the additional infrastructure needs of affected populations.


MSI is seeking a qualified Assessment Advisor to lead this assignment. The Assessment Advisor should be an experienced evaluator with some knowledge of the effects of infrastructure improvements and an appreciation for the context of USAID’s work in South Waziristan. The assignment is expected to require about 49 days of work, approximately 4 weeks of which would be in Pakistan – Islamabad.


Responsibilities


  • The Assessment Advisor will manage the activities of the team, drawing on the strengths of individual team members to produce the best possible evaluation report.

  • Because the Assessment Advisor will not be able to visit the project sites, s/he will work remotely with MSI staff to:
    • Design the assessment approach and

    • Develop data collection instruments, a data collection plan, and a data analysis plan.


  • On arrival in Pakistan, the Assessment Advisor will be responsible for:
    • Participating in key stakeholder’s interview at Islamabad.

    • Leading the qualitative and quantitative data analysis.

    • Presenting results to USAID and implementing partners.

    • Writing reports and briefing papers.


  • The Assessment Advisor is ultimately responsible for all deliverables including the final evaluation report.

Qualifications:


  • At least a Master’s degree in a relevant field and 15 years of professional experience or a Ph.D with at least 10 years of experience.

  • Demonstrated experience in evaluation and project/team management. Sector-specific infrastructure experience is a plus.

Purpose of the Position:


Under the overall guidance of the Deputy Representative, accountable for the development, design, planning, implementation and management of the WASH programme within the country programme.
As Head of Section, direct, lead and manage a group of professional and support staff to develop, manage and administer the sectoral or inter-sectoral project/programme.


Key Expected Results:


1. Programme/Project Planning, Development and Management:


Manage effectively programme/project, sectoral or inter-sectoral, planning, development and management by supervising, coordinating, or supporting the timely completion of the Situational Analysis and its periodic update through accurate and complete monitoring and analysis and the timely preparation or finalization of sectoral input. Ensure timely submission.
Monitor developments at the international, regional and provincial levels; develop methodologies and new approaches for improving WASH programme effectiveness.
Provide seasoned technical recommendations and advice on major programme directions and on introduction of new initiatives in the country.
Ensure inclusion and delivery on sectoral leadership responsibilities including leadership and facilitation of the IASC WASH Cluster.


2. Promotion of UNICEF Global Goals:


Promote the organization goals of UNICEF through advocacy and policy dialogue in the WASH sector through active engagement in communication, networking and participation at every opportunity inside and outside UNICEF, leveraging the strength of UNICEF mission, goals and programmes, and with reference to the WASH Strategy.


3. Knowledge Management:


Promote knowledge management by exchange of knowledge, information, situation analysis, experience or lessons learned; promote knowledge sharing and technical input or recommendations on major programme directions and on introduction of new initiatives in the country. Ensure the effective communication and networking developed and maintained through partnership and collaboration.


4. Rights-Based Programme with Results-Based Approach:


Promote the quality of rights-based WASH projects and programmes through the formulation of programme goals and strategies and approaches. Bring coherence, synergy and added value to programme management processes using a results-based management approach to planning and design, implementation, monitoring and evaluation.


5. Sectoral Work Plan Development, Implementation, and Monitoring:


Responsible for development of the sectoral work plan as well as implementation and monitoring of assigned project/sectoral activity, ensuring compliance with programme strategies and approaches; provide training, support and guidance to sectoral team.
As a member of Senior Management, advise Representative/Deputy Representative on appropriate training and professional development opportunities for WASH staff.


6. Programme Management, Delivery, Evaluation and Reporting:


Ensure programme, sectoral or inter-sectoral efficiency and delivery through a rigorous and transparent approach to evaluation. Participation in major evaluation exercises, programme reviews and annual sector review meetings with government counterparts. Ensure the preparation of annual WASH sector status reports. Ensure adequate and transparent evaluation of emergency preparedness and response.


7. UNICEF and Government Accountability:
Coordinates with Operations and Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and Government accountability. Certifies disbursements of funds, monitors and submits financial status reports to management in compliance with the regulations and guidelines.
Advocate for due attention and support to be given to environmental issues and sustainable development (pertaining to WASH) in all sectors and line ministries.
Ensure adequate attention is given to Disaster Risk Management, including emergency preparedness and response.

Qualifications of Successful Candidate:


Education Background:


Advanced university degree (minimum Master’s degree level) in one of the disciplines relevant to the following areas: Public Health, Civil Engineering, Mechanical Engineering, Geology, Hydrology, Sanitation Engineering, or a field relevant to international WASH related development assistance.
Additional training in Health Education or Communication for Development (Programme Communication), an asset.


Work Experience:

Context:


Under the overall supervision of the Chief of Mission (CoM) in Islamabad and direct supervision of the PTI Programme Manager/Chief of Party, the successful candidate will be responsible for overseeing programme implementation and provide support to operations for the successful implementation of the Pakistan Transition Initiative (PTI).


The Deputy Programme Manager/Deputy Chief of Party is a member of the Senior Management Team (SMT). The successful candidate will have oversight of the IT/Database, Grants, Reporting, media outreach, agriculture/livelihoods and gender focus. Primary among the duties of this post is to ensure the Grants Unit maintains proper documentation for each grant activity implemented under PTI. Core Functions / Responsibilities:



  1. Manage the Operations, agriculture/livelihoods and NGO Grants departments and provide oversight the staff of the IT/Database, Grants departments and provide managerial support in other areas of the programme as needed. Develop Terms of References (ToRs) and provide trainings as needed.




  2. Closely review the narrative, technical and budget components of all grants and reports and ensure they capture all aspects required to fulfil the goals and objectives of the Programme. Develop, implement and strengthen the reporting system of programmatic activity for donors, programme partners and administration. Coordinate the preparation and submission of weekly activity notes/grant updates, weekly upload of database on OTI anywhere, and all other requested related information for the donor as well as internal circulation.

Supervise the Media assistant to ensure timely media outreach on grant activities; oversee the refinement and implementation of the media outreach strategy to support ongoing visibility that will enable the programme to achieve its objectives. Review media plans, press releases and other documents developed for the media outreach strategy to ensure the correct messaging, according to donor and government requirements.




  5. Work closely with the Technical/Engineering unit to ensure that the unit is well organized to prepare, design and review all engineering drawings and Bills of Quantities (BoQs) for the infrastructure projects in a timely manner. Work closely with the Head of Technical Unit to promote more rigorous technical assessment mechanisms on infrastructure activities.




  6. Oversee the IT/Database department to ensure that all steps of the grant activity cycle are scrupulously observed especially hardcopy and electronic (namely OTI Anywhere and Document Registry) documents for all grants are properly filed and in order; retrieve data in a systematic fashion, and ensure appropriate institutional memory.




  7. Support the NGO Project Officer in their efforts in building capacity of local partner organizations, particularly in the areas of financial and activity tracking and verification and M&E.




  8. Be proactive in identifying bottlenecks and problems in grant implementation procedures and suggest changes in the Activity Cycle to the Chief of Party/ Programme Manager to increase programme efficiency.




  9. Produce reports and run queries on the database as requested by the Programme Manager, donors or others in a rapid fashion. Develop reporting templates and refine existing mechanisms as required.

Context:


The United States Refugee Admissions Program (USRAP) wide with a target of providing resettlement opportunities to 85,000 or more refugees each year. IOM provides a range of services and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections program. Some 1200 disciplinary staff members work in support of the USRAP which has an annual budget in the range of USD 200 million. The Department of Operations and Emergencies (DOE), specifically the Resettlement and Movement Division (RMM), has the organizational responsibility to provide direction, oversight and guidance to IOMs global support to all resettlement programs.


Under the United States Refugee Admissions Program, the Resettlement Support Center (RSC) provides critical support and processing services. As part of a Memorandum of Understanding (MOU) between IOM and the US State Department Bureau for Population Refugees and Migration (PRM), IOM manages the RSC South Asia. RSC South Asia processes refugees in Afghanistan, India, Nepal, Pakistan and Sri Lanka. The RSC prepares refugee applications for adjudication by US Citizenship and Immigration Services (USCIS) officers, facilitates security and medical screenings, provides information of arriving refugees to resettlement agencies in the U.S. and offers Cultural Orientation (CO) training to refugees bound for the US.


Under the general supervision of the Project Manager, RSC South Asia and Head of


Operations, South Asia, and the direct administrative supervision of the Chief of Mission,


Pakistan and technical supervision of the Deputy Project Manager, RSC South Asia, the successful candidate will be based in Islamabad, Pakistan and will have overall responsibility for USRAP RSC and resettlement (operations/movements) activities in Pakistan. In that capacity, they will have the following duties and responsibilities:

  1. Provide daily management and oversight of all RSC and resettlement activities and staff working in Pakistan, including hiring and providing training and technical assistance, assigning duties and giving feedback to staff members on their performance on a regular basis.




  2. In coordination with the Head of Operations, South Asia, oversee refugee resettlement programme departures to the US, Canada, Australia, Europe and any other countries of resettlement.




  3. Coordinate and provide support to IOM staff members and USCIS Refugee Affairs Division officers in Pakistan on circuit ride scheduling, file management, interpreter coordination, access permissions, housing, transport, working space, work equipment and other issues as required.




  4. Facilitate the reception of refugees originating from remote locations or satellite cities and implement onward international travel arrangement to the countries of resettlement, securing travel documents and exit permissions if needed. Manage and supervise all aspects of IOM departure activities at the airport, including pre-embarkation and airport processing.




  5. Implement and supervise procedures related to movement operations applications such as iGATOR and MIMOSA and provide inputs on the implementation of departure systems for the Mission.




  6. Ensure compliance with IOM agreements with airline carriers to ensure cost movements of refugees in coordination with Resettlement and Movement Management Department (RMM).




  7. Collaborate with RSC South Asia and resettlement South Asia counterparts on issues while being aware of relevant program rules, guidelines and Standard Operating Procedures. Ensure efficient processing of urgent and sensitive cases and seamless oversight of RSC and resettlement activities through proper handover to a designated staff member when out of the office. Review procedures and streamline or clarify them as necessary.




  8. Ensure the Project Manager and the Deputy Project Manager, RSC South Asia and Head of Operations, South Asia, are aware of the daily activities of IOM staff members in South Asia, including, but not limited to, providing: summaries of interview schedules, numerical and thematic goals, targets and achievements, information on Pakistan policies and information and clarification on issues with cases or schedules in Pakistan.




  9. Prepare and distribute monthly movements’ reports, including status reports for each resettlement country, and report on airline usage and project codes. Prepare other reports, briefings, background information, narratives and statistical reporting as necessary and required.




  10. In coordination with the Deputy Project Manager, RSC SA, and Head of Operations, South Asia, liaise with IOM Pakistan and external partners in Pakistan, including US agencies, US Embassy management, the US Embassy Consular Affairs Division, the United Nations High Commissioner for Refugees (UNHCR), and relevant NGOs, contractors and other governments to ensure the success of RSC and resettlement activities in Pakistan. Coordinate departure activities with the IOM Migrant Health Division (MHD), RSC SA, government partner agencies and resettlement countries’ diplomatic missions.




  11. Represent RSC SA and IOM at meetings as needed, including with level US and UN officials. Prepare reports, briefings, background information, narratives and statistical reporting for meetings as necessary and required. Keep management informed on the dialogue with partners.




  12. Ensure compliance of IOM staff members with necessary security measures, including those required by the Staff Security Unit (SSU), UN Department of Safety and Security (UNDSS), and the US Embassy in Pakistan.

About the mission:


Solidarités International (SI) entered in Pakistan in 2005 after Bagh earthquake and then left the country. It came back in 2010 for the floods and stayed until end of 2014, in several Western/Central districts of the Sindh Province. It got funded mainly by ECHO and by smaller funding sources such as ERF, RAPID and one Agence de l’Eau. Due to lack of funding and difficulties in implementing the last programs, it was decided to stop our operations in Pakistan for some time, while keeping open the possibility to return (a specific document about the lesson learnt can be made available to applicants). For more than a year HQ and one national representative undertook the necessary steps to re-operate in Pakistan.


Organization of the mission


The mission is to be newly developed and structured on a cleaned basis. One key national Humanitarian Liaison Officer (HLO) is available to deal with most of the important issues related to government requirements. One small office/guest-house is available at Islamabad (can be moved or upgraded) while a proper setting remains to be put in place in Sindh.


About the job:


Administration


The administrative/Logistics coordinator will direct and coordinate all administrative, accounting and financial services associated with the mission.


He/she will take part in defining Solidarités International’s human resources policy, and ensure that it is followed.


As coordinator, he is responsible for the mission’s financial balance.


He/she will monitor adherence to Solidarités administrative procedures and donor procedures as well as to the laws of the country in which intervention is taking place.


He/she is the point of reference for the mission, and the link between headquarters and the mission for all administrative matters.


Logistics


The administrative/Logistics coordinator directs the mission’s logistics activities to ensure the effective implementation of SI’s programmes in the country.


The post holder is responsible for setting up SI’s logistics procedures and tools on the mission and ensuring they are adhered to and properly used.


He/She contributes defining SI’s strategy on the mission, drafting of proposals and allocation of resources necessary for SI’s activities.


He/She supports the Head of Mission for security operational management.


He/She is the mission’s adviser and link between head quarter and the mission for any questions related to logistics.


Specific context of the post:


The position is of particular interest as it is a new start for SI in the region and in the country. The holder of the position will benefit from dedicated and experienced national senior staff as to build an operational set-up and relationships with partners and authorities.


Additional key responsibility will be to follow-up GoPakistan-related administrative requirements handled by the HLO.


The set-up of the international team shall be composed of the CD/FCO, one LogAdminCo and one PM for some months. The national team set-up is to be finalized.


The core interest of the position is the running of great added-value humanitarian activities responding to big issues faced by rural forgotten populations. Proving WASH services to these families will help them cope with undernutrition and subsequent mortality. Prospect for developing the mission in other parts of Pakistan will be discussed in the course of the program


Your profile


Qualification :


  • Bachelor degree in accounting, administration, and/or logistic or related field and at least one year proven experience in HR, administrative, financial and logistics management.

Experience:


  • Minimum of 6 months of international experience, preferably in emergency or humanitarian contexts;

  • Similar position experience, with management of both Admin and Log field.

  • Knowledge and experience of SI procedures is an asset

Technical skills and knowledge:


  • Knowledge in administrative, human resources and financial management. Knowledge in procurement, fleet (car, motorbike) and premises (energy, ICT, security) management.

A salaried post: according to experience from 2000 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 500 USD.

Project Summary **


In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.


Position Summary
MSI will conduct a midterm evaluation of two USAID youth workforce development projects being implemented in Karachi. The evaluation will assess the extent to which the projects are effectively targeting localities and individuals that are consistent with the effect the projects have had on beneficiaries’ economic opportunities and status. Additionally the evaluation will assess the effect of the projects on levels of crime and violence, and perceptions of security in the neighborhoods from which the trainees were selected.


MSI is seeking a Team Leader with extensive experience evaluating projects in conflict prone areas with a focus on workforce development. Experience linking improved economic opportunities to individual attitudinal change and aggregate community wide effects would be an advantage.


The Team Leader will lead a six-person evaluation team that includes a subject-matter expert, a qualitative researcher, a statistician, data analysts, and the data collection team of a sub-contractor. The Team Leader will direct the planning process, including the preparation of data collection and analysis plans; pretesting, and finalizing data collection instruments; presenting the plan to USAID, and training subcontractor staff to conduct a survey. S/he will also conduct key informant interviews and oversee other aspects of data collection. S/he will lead the analysis of quantitative and qualitative data and take the primary responsibility for writing the report.


The evaluation will use a mixed methods approach, leveraging primary and secondary data to answer the evaluation questions. Qualitative data will be collected through semi structured interviews of key stakeholders. We expect to conduct at least 150 in depth interviews, the vast majority of these will be conducted across various neighborhoods in Karachi. The evaluation team will use MaxQDA for coding and analysis of qualitative data. A non-equivalent groups design is expected to be used for assessing project outcomes quantitatively. We envisage conducting a stratified random sample survey of about 2000 individuals. The evaluation team will use STATA or SPSS to collate and analyze survey data.


The position entails about 82 days of effort, with approximately 51 days in Pakistan working in Islamabad and Karachi.


Responsibilities


  • The Team Leader will manage the activities of the team, drawing on the strengths of individual team members to produce the best possible evaluation report.

  • In collaboration with MSI staff and team members, the Team Leader will take the lead in:
    • Refining the evaluation approach and methods.

    • Developing data collection instruments, a data collection plan, and a data analysis plan.

    • Leading a data rehearsal with USAID staff prior to field work.

    • Directing secondary data review and analysis.

    • Directing fieldwork and putting in place necessary mechanisms for data quality assurance.

    • Conducting semi-structured interviews with key stakeholders in Karachi.

    • Leading qualitative and quantitative data analysis and guiding the team of researchers and analysts throughout the process.

    • Presenting results to USAID and implementing partners.

    • Writing the evaluation report and briefing papers.


  • The Team Leader is ultimately responsible for the preparation of all key deliverables including but not limited to the data collection instruments, USAID and implementing partner debriefing presentations, and the draft and final evaluation report.

Qualifications


  • At least a Master’s degree in a relevant field and 10 years of professional experience.

  • Demonstrated experience in evaluation, research, and team management. Experience leading USAID evaluations is preferred.

  • An in-depth understanding and prior experience in issues related to youth development, technical and vocational skills development. Experience in peace and tolerance focused interventions will be very useful.

  • Strong skills in quantitative and qualitative research methods.

  • Familiarity with USAID programming and evaluation requirements.

  • Excellent analytical and personal communication skills. Excellent English writing skills.

  • Experience working in complex and conflict-affected environments. Previous work experience in Pakistan is preferred.
