Project Summary: **
In May 2015, the USAID awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized Monitoring, Evaluation, Assessment and Learning mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan. PERFORM provides data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

Position Summary:
The Data Analyst will lead the analysis of quantitative data collected from close-ended questionnaires administered to staff and clients of 370 Government of Pakistan sites and 72 Lady Health Workers that deliver USAID-funded family planning services and commodities through the DELIVER project. The assignment will ensure compliance with relevant USG statutes and policies. A team of four MSI PERFORM staff, and two local sub-contractors will administer the questionnaires will support the Data Analyst.


Through the DELIVER project, USAID/Pakistan provides family planning commodities to family planning sites throughout Pakistan. Accordingly, USAID requires that such sites be monitored periodically to ensure they are in compliance with relevant USG laws and policies. In Pakistan, these laws and policies consist of the following: Tiahrt Amendment, Policy Determination 3 (PD-3); DeConcini Amendment; and Livingston Amendment.


This is a short-term assignment that will require up to 25 days of data analysis during the period mid-July to mid-August.


Responsibilities:


  • Review all relevant program documents and data collection instruments required to understand the monitoring assignment.

  • Lead the PERFORM team in data analysis.

  • Review the data for patterns, trends, frequencies, and relevant disaggregates.

  • Lead discussions with the MSI team regarding the preliminary results of the data analysis and how best to present the data to the client.

  • Prepare graphs and tables to facilitate interpretations of the data and to include in the final report to USAID.

Qualifications:


  • At least a Master’s degree and three (3) years of experience conducting analyses of quantitative and qualitative data, preferably within the health sector.

  • Able to manage, synthesize, and analyze large amounts of quantitative data to draw out key findings and conclusions.

  • Proficient in MS Word, Excel, Power Point, and SPSS or STATA.

  • Able to develop graphs and tables to facilitate interpretation of data.

  • Able to work effectively in team setting and deliver high quality products on time.

  • Strong English verbal and writing skills.

  • Understanding of Government of Pakistan delivery of family planning services strongly preferred but not required.

Organizational Setting


The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.


The position is located in FAO Representation in Pakistan, which reports to the Regional Office for Asia and the Pacific.


The Regional Office for Asia and the Pacific (RAP) is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning, and implementation of FAO’s priority activities in the Region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at headquarters, develops, promotes and oversees FAO’s strategic response to regional priorities. Job Overview/Summary:

The evaluation will focus on the relevance of project interventions to the needs of beneficiaries, the effectiveness of the project in achieving objectives, the prospects for sustainable results, and the project’s contribution to women’s empowerment.


The evaluation will begin on or about July 01, 2016 and finish by the end of September 2016. Anticipated level of effort for the Agriculture Sector Expert is approximately 50-60 days. Besides the Agriculture Sector Expert, the team will include a Team Leader, an expat Evaluation Expert, a Researcher, and Data Analysts. Depending on the scope of field work, a sub-contractor could be engaged to collect survey data, while the experts and Team Leader will conduct most of the qualitative interviews.


Responsibilities:


  • Provide agriculture sector expertise in the design, planning, implementation and reporting phases of the evaluation.

  • Fully participate in the team planning workshop and in developing data collection instruments, data collection plan, and a data analysis plan.

  • Participate in the briefing with USAID staff prior to field work.

  • Coordinate with implementing partner staff to organize interviews and meetings for the assigned evaluation area.

  • Conduct qualitative interviews with project stakeholders and prepare detailed notes.

  • Provide key inputs in qualitative and quantitative data analysis; participate in the coding exercise for qualitative data and work with the evaluation team during the analysis of quantitative data.

  • Identify and document findings, conclusions, and recommendations on area(s) assigned in the evaluation.

  • Participate in the presentation of evaluation results to USAID and implementing partners.

  • Contribute in the preparation of the evaluation report and briefing papers, if required.

Qualifications


  • At least a Master’s degree in agricultural economics or another relevant field and 15 years of professional experience or a Ph.D. with at least 10 years of experience.

  • Prior experience with USAID projects, particularly in the economic growth, livelihoods and agriculture fields is highly preferred.

  • In-depth understanding and prior experience in agricultural value chain development and analysis, developing market linkages for farmers, agribusiness development, use of technology in agriculture, etc.

  • Familiarity with USAID and USAID evaluation policy would be an advantage.

  • Excellent analytical and personal communication skills.

  • Excellent English writing skills.

  • Good working knowledge of quantitative and qualitative research methods.

Position Summary
MSI is seeking an expat Evaluation Expert with particular experience in agricultural development to participate in the final evaluation of the Balochistan Agriculture Project (BAP) in Pakistan. The Food and Agriculture Organization (FAO) began implementing the activity as a pilot in 2005 and has since received two extensions and expanded the project scope from three districts to eight. The project focuses on community development and capacity building; improving agricultural and livestock productivity through interventions in water management and improved crop and livestock technologies and practices; and building sustainable market linkages. The evaluation will focus on the relevance of project interventions to the needs of beneficiaries, the effectiveness of the project in achieving objectives, the prospects for sustainable results, and the project’s contribution to women’s empowerment.
The expatriate Evaluation Expert will not be able to travel in Balochistan. We are therefore seeking a candidate who can participate remotely in evaluation design and then travel to Pakistan to participate in data analysis and report writing.
The evaluation will begin on or about July 01, 2016 and finish by the end of September. Anticipated level of effort for the Evaluation Expert is approximately 40-50 days. The expert will work as part of the evaluation team, which includes a Team Leader, an Agriculture Sector Expert, and may also include Researchers and Data Analysts. Depending on the scope of the evaluation, a sub-contractor may be engaged for collection of survey data. Qualitative interviews will be conducted mostly by the team of experts.


Responsibilities:


  • The Evaluation Expert will collaborate with the local evaluation team and work closely to:
    • Provide evaluation expertise in the design, planning, implementation and reporting phases of the evaluation.

    • Participate in the team planning workshop and contribute in the development of data collection instruments, the data collection plan, and a data analysis plan.

Context:


The United States Refugee Admissions Program (USRAP) wide with a target of providing resettlement opportunities to 85,000 or more refugees each year. IOM provides a range of services and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections program. Some 1200 disciplinary staff members work in support of the USRAP which has an annual budget in the range of USD 200 million. Under the United States Refugee Admissions Program, the Resettlement Support Center (RSC) provides critical support and processing services. As part of a Memorandum of Understanding (MOU) between IOM and the US State Department Bureau for Population Refugees and Migration (PRM), IOM manages the RSC South Asia. RSC South Asia processes refugees in Afghanistan, India, Nepal, Pakistan and Sri Lanka. In that capacity, they will have the following duties and responsibilities:


Core Functions / Responsibilities:



  1. Provide daily management and oversight of all RSC and resettlement activities and staff working in Pakistan, including hiring and providing training and technical assistance, assigning duties and giving feedback to staff members on their performance on a regular basis.




  2. In coordination with the Head of Operations, South Asia, oversee refugee resettlement programme departures to the US, Canada, Australia, Europe and any other countries of resettlement.




  3. Coordinate and provide support to IOM staff members and USCIS Refugee Affairs Division officers in Pakistan on circuit ride scheduling, file management, interpreter coordination, access permissions, housing, transport, working space, work equipment and other issues as required.




  4. Facilitate the reception of refugees originating from remote locations or satellite cities and implement onward international travel arrangement to the countries of resettlement, securing travel documents and exit permissions if needed. Manage and supervise all aspects of IOM departure activities at the airport, including pre-embarkation and airport processing.




  5. Implement and supervise procedures related to movement operations applications such as iGATOR and MIMOSA and provide inputs on the implementation of departure systems for the Mission.




  6. Ensure compliance with IOM agreements with airline carriers to ensure cost movements of refugees in coordination with Resettlement and Movement Management Department (RMM).




  7. Collaborate with RSC South Asia and resettlement South Asia counterparts on issues while being aware of relevant program rules, guidelines and Standard Operating Procedures. Ensure efficient processing of urgent and sensitive cases and seamless oversight of RSC and resettlement activities through proper handover to a designated staff member when out of the office. Review procedures and streamline or clarify them as necessary.




  8. Ensure the Project Manager and the Deputy Project Manager, RSC South Asia and Head of Operations, South Asia, are aware of the daily activities of IOM staff members in South Asia, including, but not limited to, providing: summaries of interview schedules, numerical and thematic goals, targets and achievements, information on Pakistan policies and information and clarification on issues with cases or schedules in Pakistan.




  9. Prepare and distribute monthly movements’ reports, including status reports for each resettlement country, and report on airline usage and project codes. Prepare other reports, briefings, background information, narratives and statistical reporting as necessary and required.




  10. In coordination with the Deputy Project Manager, RSC SA, and Head of Operations, South Asia, liaise with IOM Pakistan and external partners in Pakistan, including US agencies, US Embassy management, the US Embassy Consular Affairs Division, the United Nations High Commissioner for Refugees (UNHCR), and relevant NGOs, contractors and other governments to ensure the success of RSC and resettlement activities in Pakistan. Coordinate departure activities with the IOM Migrant Health Division (MHD), RSC SA, government partner agencies and resettlement countries’ diplomatic missions.




  11. Represent RSC SA and IOM at meetings as needed, including with level US and UN officials. Prepare reports, briefings, background information, narratives and statistical reporting for meetings as necessary and required. Keep management informed on the dialogue with partners.




  12. Ensure compliance of IOM staff members with necessary security measures, including those required by the Staff Security Unit (SSU), UN Department of Safety and Security (UNDSS), and the US Embassy in Pakistan.




  13. Maintain and monitor confidentiality of all USRAP matters to ensure programme integrity by following the USRAP standards of conduct and IOM data protection rules. Take necessary measures to prevent and mitigate fraud in RSC and resettlement activities in Pakistan.




  14. Perform such other duties as may be assigned.



Required Qualifications and Experience:


Education


• Masters degree in Social Science, International Relations, Regional Studies or a related field from an accredited academic institution with five years of relevant professional experience; or


• University degree in the above fields with seven years of relevant professional experience.


Experience


• Management experience within the USRAP, particularly in relation to RSC and resettlement activities such as field or office management, operations, circuit ride screening, USCIS support and departure services;


• Experience working with profile, risk and sensitive program beneficiaries, and experience with expedite systems;


• Demonstrated proficiency with such systems as the World Wide Refugee Admissions


Processing System (WRAPS), MIMOSA and iGATOR;


• Sound knowledge of program implementation and familiarity with IOMs administrative, financial and business rules and practices;


• Excellent computer skills and proficiency in spreadsheet and database applications;


• Knowledge of the region is an advantage.


Languages


Fluency in English is required. Working knowledge of Pashto is an advantage.
