Project Summary:**


In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

Position Summary:


MSI is recruiting a full-time Communications Specialist to help implement USAID/Pakistan’s vision of promoting information utilization and evidence-based decision-making to achieve development and learning objectives. Under the direction of PERFORM’s Chief of Party, the Communications Specialist will develop templates and products to enhance the accessibility and usefulness of the information produced under PERFORM for internal and external USAID/Pakistan stakeholders and to help facilitate the flow of information between USAID/Pakistan and PERFORM.


The ideal candidate should be capable of synthesizing, distilling and packaging PERFORM products for a variety of audiences and stakeholders and work with the PERFORM teams to develop information dissemination plans. This is a full-time position based in Islamabad, Pakistan, with limited travel to field offices as needed. It is expected to begin immediately and continue through April 2020.


Responsibilities:


  • Work with PERFORM’s Chief of Party and Senior Management to respond to USAID/Pakistan’s needs and priorities, related to communications and learning.

  • Support communications and learning opportunities for USAID/Pakistan staff, implementing partners, stakeholders and PERFORM staff by facilitating information exchanges among them.

  • Write thematic briefs, learning summaries, newsletters and other brief documents to effectively communicate with various stakeholders.

  • Develop project-related communication and outreach strategies to ensure effective stakeholder awareness, and effective integration and coordination across all program components.

  • Oversee communication practices and review materials to ensure compliance with USAID rules and regulations pertaining to power point presentations, handouts, visuals, etc.

  • Ensure that all PERFORM communications conform to USAID branding requirements.

  • Work closely with staff to develop online content about program activities and achievements.

  • Draft, write and edit written materials in English and Urdu including newsletters, factsheets, outreach materials, and other communication products.

  • Coordinate with senior project staff and USAID to ensure efficient information collection and dissemination.

  • Perform other related activities as requested by the COP.

Qualifications:


  • Minimum of five (5) years of professional experience in public relations, communications, media, or related field is required.

  • Prior experience working on international development programs in Pakistan, particularly USAID-funded, and in depth knowledge of development issues required.

  • Proven track record of producing and disseminating information to a variety of target audiences under tight timeframes is required.

  • Master’s Degree in the field of public relations, communications, journalism or a related area is preferred.

  • Demonstrated ability to integrate communications methodologies creatively.

  • Experience with and knowledge of social media is required.

  • Good organization skills with an ability to produce high quality work under deadlines.

  • Proven ability to synthesize large amounts of information into different formats (e.g. monitoring, research and evaluation summaries, newsletters, thematic briefs, PowerPoint presentations, learning exposes, etc.).

  • Understanding of print, TV and social media are preferred.

  • Proficiency in Microsoft Office.

  • Experience using current software packages for data visualization and presentations, preferred.

  • Strong interpersonal, verbal and written English communication skills.

  • Excellent spoken and written English and Urdu.
