The Sustaining Health Outcomes through the Private Sector (SHOPS) Plus project is Abt’s follow-on project to USAID’s flagship initiative in private sector health. In Pakistan, SHOPS Plus will scale-up effective diarrhea management approaches through the private sector in Sindh. Based on the desk review and core-funded assessment of zinc/ORS programming opportunities. Scale-up efforts will align with USAID/Pakistan previous investment in POUZN: a) creating a sustainable commercial supply of diarrhea management products in Pakistan; b) increasing pediatric zinc among caregivers of children under-five, particularly in the peri-urban and rural areas; c) improving care-giver knowledge and treatment; d) improving private provider knowledge and treatment. SHOPS Plus will also contribute to Chlorhexidine (CHX) scale-up efforts in Sindh through private sector by: a) improving private provider knowledge of CHX use; b) work with public sector providers and pharmacies to promote and procure CHX.


SHOPS Plus Pakistan is seeking a Local Country National Field Operations Manager to serve as a full time long term consultant. He/she will serve as the SHOPS Plus representative and program manager in Pakistan with responsibility for management of contracts with advertising agencies, research firms, communication entities; liaison with US Government (USAID), other USAID projects/programs, UNICEF, pharmaceutical manufacturers, Ministry of Health and non-governmental organizations; and general oversight/monitoring of program activities and progress. S/he reports to the Asia Regional Manager based in Washington, DC to ensure proper coordination and communication for successful project implementation.

Specific responsibilities include the following:



  1. Liaise with representatives of pharmaceutical manufacturing firms and Pakistan’s pediatric (PPA) and medical (PMA) associations to discuss and agree upon areas of collaboration in promoting the new zinc protocols.




  2. Develop mass media communication and provider training plans in consultation with the pharmaceutical manufacturers and PPA/PMA. Collaborate with pharmaceutical firms and PPA/PMA and assist in organizing training programs, if required.




  3. Liaise with the Ministry of Health to discuss the implementation of the public sector zinc program through both health facilities and community outreach channels (Lady Health Workers); and to agree upon potential SHOPS Plus contributions to public sector diarrhea treatment programs, as required.




  4. Examine options for expanding current marketing efforts and channels of interpersonal communication through international and local NGOs and their community-based distribution networks.




  5. Liaise with USAID, UNICEF, Micronutrient Initiative, Aga Khan University, and other stakeholders on diarrhea treatment activities and issues.




  6. Identify potential partnerships with other international donors, and relationships and synergies with other USAID projects and programs.



Qualifications



  1. Minimum of ten (10) years of relevant professional experience in public health, social or commercial marketing, advertising, or private sector health program or business management.




  2. Experience developing project vision, aligning key stakeholders around that vision, and assuring that the vision is translated into implementable strategies.




  3. Thorough understanding of Pakistan’s communications sector, advertising, preparation of creative briefs.




  4. Knowledge of Pakistan’s pharmaceutical sector desirable.




  5. Understanding of USAID requirements and programs.




  6. Excellent organizational and planning skills, with demonstrated attention to details.




  7. Demonstrated leadership skills.




  8. Experience in managing private sector interventions preferred.




  9. Experience interacting with host county governments and counterparts and international donor agencies at high levels preferred.




  10. Proven professional experience in Pakistan.
