Project Summary
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

Position Summary
MSI is seeking two (2) qualified Health Specialists for a performance evaluation of the Logistics Management Information System (LMIS) under USAID/Pakistan’s DELIVER project. DELIVER is a five-year contract managed out of USAID’s Bureau of Global Health and implemented by John Snow International (JSI). It contributes to the overall objective of improving maternal and child health outcomes in Pakistan with a specific emphasis on strengthening the public supply chain to ensure commodity security. The project provides technical support to the Government of Pakistan (GOP) in the areas of contraceptive forecasting, procurement planning, warehouse management, supply chain strengthening, and automation of warehouse and logistics management information systems.
The evaluation will evaluate the performance and outcomes of the LMIS activities under the DELIVER project and generate recommendations on 1) ensuring sustainability of the contraceptives (c)LMIS, 2) achieving greater effectiveness in further scaling up of the vaccines (v)LMIS, and 3) strengthening the supply chains to improve commodity security. This will help USAID understand the extent to which the project has been successful in meeting its objectives, and to highlight best practices, innovations, and lessons learned that can be applied to improve the effectiveness of existing and/or future programs.
The assignment is expected to require approximately 50 days of work, approximately half of which will be in the field.
Responsibilities
- Review all relevant documents required to understand the evaluation.
- Under the team lead’s guidance, conduct a robust secondary analysis of the cLMIS and vLMIS databases.
- Participate in a Team Planning Workshop (TPW) in Islamabad to finalize the evaluation design and develop data collection instruments and data collection and analysis plans.
- Participate in, and at times lead, field research activities, including supervising field researchers, to collect high-quality data.
- Participate in data analysis and report writing.
- Contribute to a debriefing session with USAID/Pakistan.
- Undertake other tasks required for the successful completion of the study.
Qualifications
- A Master’s degree in public health, social sciences, or a related field.
- Demonstrated expertise in the field of family planning and vaccinations and a sound understanding of the supply chains of these commodities in Pakistan.
- At least seven (7) years of experience designing, implementing, and/or evaluating public health and maternal and child health care projects in Pakistan.
- Excellent analytical and personal communication skills and ability to work as a member of a team.
- Fluency in written and spoken English.
