Pakistan: Senior Project Officer


Established in 1979, Association for Aid and Relief, Japan (AAR Japan) is one of the oldest and largest Japan-based International NGO that focuses on humanitarian aid and long-term development work around various parts of the world. Through far-ranging activities including emergency response in disasters and assistance in post-conflict states, AAR Japan strives to assist those affected by hardships such as remnants of war, infectious diseases, and disabilities.


Since 2012, AAR Japan has been implementing education and WASH (water, sanitation, and hygiene) interventions in KPK, Pakistan that aims to improve the learning and hygienic environment of Afghan refugees and their host communities. In 2016, AAR Japan will target such communities in District Haripur, focusing on the well-being of girls.

Job Overview/Summary:


Under the supervision of the Programme Coordinator and Project Chief, the the Senior Project Officer will be responsible for the implementation and monitoring of the Education & WASH project in District Haripur, as well as other newly-implemented projects including emergency responses inside Pakistan. She will be based in Islamabad, with frequent travels to District Haripur, to ensure that the field team is implementing timely and high quality interventions within the areas of operation(s).


  • Develop and monitor clear work plans and strategies for all activities in coordination with the Country Representative, Programme Coordinator, Project Chief, and staff in the field;

  • Supervise the overall implementation of all activities through effective direct management of the Project Officers;

  • Ensure that all activities are ongoing and implemented according to AAR Japan as well as donor policies, such as construction work, trainings, distributions of materials, etc. through field visits;

  • Develop operation plans and weekly schedules, and update them regularly;

  • Work closely with contractors, vendors, and consultants to ensure quality construction work and timely provision of equipment/facilities;

  • Devise an effective strategy for WASH training and awareness activities;

  • Provide technical Education and WASH support to the field team, while contributing to reviews and evaluation processes, which will inform project implementation and direction;

  • Report to and work with the Project Chief in the process of planning, monitoring, and documenting activities;

  • Consult the Project Administrator to ensure an effective and transparent supply chain as well as financial transactions so that quality programming is delivered;

  • Be ready to take on any other duty as assigned by the Country Representative and Programme Coordinator

Requirements:


  • At least 3 years of experience in the humanitarian aid/ development field, preferably in the Education and WASH sectors

  • Must be female (project area will be girls’ schools)

  • A Bachelor’s Degree

  • Basic working knowledge of MS Word, Excel, and Powerpoint

  • Excellent problem solving, assessment, and reporting writing skills

  • Good written and spoken English, in addition to Urdu (Pashto and Hindko will be a plus)
