Project Summary:


In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

Position Summary:


MSI and PERFORM seek three (3) Learning Facilitators to help implement USAID/Pakistan’s vision of promoting data utilization and evidence-based decision-making to achieve development objectives. Under the direction of a Learning Advisor, the Learning Facilitators will coordinate and facilitate the flow of information between USAID/Pakistan and PERFORM technical teams to ensure that useful data and information from performance management systems, evaluations, assessments and other secondary sources are readily available to USAID/Pakistan managers.


Given the nature of the positions, it is important that Learning Facilitators not only have research and analytical skills and an interest in organizational learning, but also have excellent interpersonal and communication skills, with a focus on customer service. Ideally the Learning Facilitators are self-starters who can identify opportunities for learning across USAID/Pakistan’s development portfolio and take initiative to promote better data utilization.


This is a full-time position based in Islamabad, Pakistan; with limited travel to field offices as needed. It is expected to begin immediately and continue through April 2020.


Responsibilities:


  • Serve as a liaison between USAID/Pakistan’s Development Objective (DO) Teams and PERFORM technical teams.

  • Assist USAID Pakistan’s Development Objective Teams in the development of Monitoring, Evaluation, Research, GIS and other assignments.

  • Help to coordinate PERFORM activities across USAID/Pakistan’s DO Teams to capture learning and facilitate data utilization.

  • Maintain close working relationships with USAID Pakistan’s DO Teams to ensure clear understanding of their results framework, projects and activities, information requirements, and ways in which they learn and utilize data.

  • Work with PERFORM’s Senior Management, and Evaluation, Monitoring and MIS/GIS staff to respond to USAID/Pakistan’s needs and priorities.

  • Develop innovative methods to facilitate learning and evidence based decision-making among DO Teams.

  • Support the development and updating of USAID/Pakistan’s Learning and Information Utilization plans.

  • Support learning opportunities for USAID/Pakistan staff, implementing partners, stakeholders and PERFORM staff by facilitating information exchanges among them.

  • Assist with institutionalization and internalization of learning processes throughout USAID/Pakistan and PERFORM.

  • Write thematic briefs, learning summaries, newsletters and other brief documents to effectively communicate PERFORM’s technical work and promote learning.

Qualifications:


  • Master’s degree and three (3) years of work experience or a Bachelor’s degree and five (5) years of work experience.

  • A degree in economics, statistics, international development, sociology, or other social science field.

  • Minimum two (2) years of experience designing and implementing monitoring and evaluation systems for development projects and programs in a number of sectors, preferably for USAID funded activities.

  • Proven ability to synthesize large amounts of information into different formats (e.g. monitoring, research and evaluation summaries, newsletters, thematic briefs, PowerPoint presentations, learning exposes, etc.).

  • Experience with analysis of data (quantitative and qualitative) from primary and secondary sources.

  • Strong interpersonal, verbal and written English communication skills.

  • Ability to lead, manage and facilitate purposeful meetings with client.

  • Good organization skills with an ability to produce high quality work under deadlines.

  • Ability to manage multiple tasks and assignments.

  • Proficiency in Microsoft Office.

  • Experience using current software packages for data visualization and presentations, preferred.

  • Experience with the development sector, preferred.

  • Proficiency in spoken and written English and Urdu.
