Project Summary:


In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.


Position Summary:


MSI is recruiting for (1) one short-term Private Sector Specialist and (1) one short-term Public Sector Specialist to provide private and public sector expertise in a five-person team of international and local consultants.


The team will conduct a baseline study / needs assessment of a USAID-funded Centers for Advanced Studies (CAS) Higher Education Project that seeks to increase the capacity of select Pakistani universities to meet the applied research and employment needs of the Pakistani private and public sectors. The project is focused on upgrading the academic / research programs related to agriculture, energy and water, the three highest priority sectors of the Government of Pakistan.


This assignment will require approximately 8-9 weeks of field work and data analysis in Pakistan from late September through November, 2015.


Please note: Only citizens of Pakistan are eligible for this position.


Responsibilities:


  • Review all relevant program documents required to understand the assessment.

  • Participate in a Team Planning Workshop in Islamabad to review the baseline study / assessment’s purpose and methodology.

  • Assist with finalization of work plan and data collection instruments.

  • Conduct on-site individual and group interviews.

  • Participate in data analysis.

  • Participate in report writing.

  • Participate in a debriefing session with USAID/Pakistan on the findings, conclusions, and recommendations

  • Undertake other tasks required for the successful completion of the assessment.

Qualifications:


  • Minimum Master’s degree, or equivalent, in a relevant field.

  • At least ten (10) years of private and/or public sector experience working in the agriculture, energy, or water sectors (or any combination of the three) in Pakistan.

  • At least five (5) years of experience participating in evaluations of donor funded projects involving the agriculture, energy or water sectors of Pakistan.

  • Knowledge of the major Pakistani public sector institutions and/or private firms involved in agriculture, energy and water.

  • Experience designing protocols for, and administering/moderating key informant interviews, group interviews, and Focus Group Discussions.

  • Able to work effectively as a member of a fast moving, dynamic evaluation team operating under strict deadlines to complete the assignment.

  • Experience collecting, managing, synthesizing and analyzing qualitative data to draw out key findings and conclusions and develop draft recommendations.

  • Strong English verbal and written communication skills.

  • Able to produce high quality products and deliver them on time.

  • Experience working with USAID preferred, but not necessary.
