Pakistan: International Team Leader


Technical assistance to a Sindh policy and budget framework for community-driven local development – Sindh Union Council and community economic strengthening support (Success)


Donor: European Union


Provisional date of invitation to tender: End October 2015.


Provisional commencement date of the contract: Second quarter 2016.


Initial period of implementation of tasks: 48 months.


The overall objectiveof SUCCESS is to enable the Government of Sindh from 2018 to support and sustain community-driven local development initiatives throughout the province, through the provincial budget, based on a dedicated and costed policy in partnership with Community Institutions.


The specific objectiveis to stimulate community-driven local development initiatives to reduce poverty in eight poor rural districts in Sindh, paying particular attention to empowering women.


The project will lead to increased levels and diversified sources of income for the targeted communities and households. The households will also be actively mobilised, especially via their female members, through formation of COs, VOs and LSOs. The socio-economic service delivery will encompass support to improving basic community infrastructure which can and will be operated and maintained by the communities.


****Team Leader****


The Team Leader will be responsible for advising the regional government on designing and implementing a local development policy, besides having the following qualifications and skills.


Qualifications and skills


  • A University degree in Public Policy and Administration, Economics, Public Finance Management, Development Studies, or a relevant directly related discipline, or equivalent is a must;

  • Post graduate studies and/or trainings in sub-national governance will be an asset;

  • Excellent team management skills and adaptability is a must;

  • Excellent communication skills is a must;

  • Full working knowledge of English and excellent report writing skills is a must;

General professional experience


  • At least 10 years professional experience is required;

  • At least 8 years’ experience in developing countries is a must;

  • At least 5 years’ experience as a Team Leader managing large and complex programmes, coordinating with Government authorities is required, and with other donors and Civil Society Organisations is preferred;

  • Professional experience in volatile and /or post-conflict environments is an asset;

  • Professional experience in Pakistan is an asset;

Specific professional experience


  • At least 8 years’ experience in one or more of the following areas: decentralization processes (fiscal, political, administrative) and support to local authorities, Public Sector Reform, Institutional development, legislation-regulation-local development within the framework of decentralisation, capacity building, planning & budgeting for sub-national governments or equivalent is required;

  • At least 5 years’ experience in complex programmes of capacity building of government counterparts is a must;

  • At least 5 years’ experience in management and coordination of large teams is preferred;

  • Experience in sector reform contracts/budget support is an asset;

  • Experience in drafting of ToR for assignments of non-key experts and oversight of their work is required;

  • Experience in one or more of the following areas: area-based/local development strategies, community development, participatory needs diagnostics, grant management mechanisms with non-state actors is preferred;
