Pakistan: Senior Capacity Building Expert


Technical assistance to a Sindh policy and budget framework for community-driven local development – Sindh Union Council and community economic strengthening support (Success)

Provisional date of invitation to tender: End October 2015.


Provisional commencement date of the contract: Second quarter 2016.


Initial period of implementation of tasks: 48 months.


The overall objectiveof SUCCESS is to enable the Government of Sindh from 2018 to support and sustain community-driven local development initiatives throughout the province, through the provincial budget, based on a dedicated and costed policy in partnership with Community Institutions.


The specific objectiveis to stimulate community-driven local development initiatives to reduce poverty in eight poor rural districts in Sindh, paying particular attention to empowering women.


The project will lead to increased levels and diversified sources of income for the targeted communities and households. The households will also be actively mobilised, especially via their female members, through formation of COs, VOs and LSOs. The socio-economic service delivery will encompass support to improving basic community infrastructure which can and will be operated and maintained by the communities.


Senior Capacity Building Expert


The Capacity Building Expert will be responsible for capacity building of Provincial and local level officials in Peshawar and Malakand Division. He/she will be based in Malakand with frequent presence in Peshawar. The Capacity Building Expert will be the primary point of contact for Provincial and District Government officials in matters pertaining to capacity building. The Capacity Building Expert’s primary involvement is concerned with the training needs assessment, curriculum development, development of manuals and course modules, planning and organisation of training and coaching activities, support and coordination of the long/short term non-key experts based in the districts.


Qualifications and skills


  • A University degree in Public Administration, Institutional Development and Capacity Building, or Human Resource Development or a relevant directly related discipline, or equivalent is a must;

  • Post graduate studies in subjects related to the contract are preferred;

  • Excellent team management skills and adaptability are required;

  • Excellent communication skills are a must;

  • Full working knowledge of English and excellent report writing skills are required;

  • At least basic knowledge of Urdu is a must, and Pashtun is preferred;

General professional experience


  • At least 10 years of professional experience is required;

  • At least 8 years’ experience in the field of development cooperation is preferred;

  • At least 5 years’ experience managing large and complex programmes, coordinating with Government authorities is required, other with donors and Civil Society Organisations is preferred;

  • Professional experience in volatile and /or post-conflict environments is an asset;

  • Professional experience in Pakistan or South Asia will be an added advantage;

Specific professional experience


  • At least 8 years’ experience in capacity building programmes (training needs assessment, curriculum development, operational manual development, course planning and programme delivery, post-course evaluation) in the public sector, or equivalent is a must;

  • Experience in capacity building within the framework of decentralisation, subnational governance and community driven development is preferred;

  • Experience of capacity building in the areas of district and sectoral development planning, leadership development, public communication and consultation, grant management, human resource management, public asset management, organizational development strategies is an asset.
