Project Summary **
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

Position Summary
MSI is seeking Field Researchers to participate in a mid-term performance evaluation of the USAID/Pakistan Maternal, Newborn and Child Health (MNCH) services project. The MNCH services project is a five-year Associate Cooperative Agreement awarded in 2013 and implemented by Jhpiego, in partnership with Save the Children and John Snow Inc. (JSI) focused on improving maternal and child health outcomes in targeted areas. The evaluation will assess the project’s effectiveness and provide recommendations to increase effectiveness and impact in the remaining years of the project and identify innovations, best practices, and lessons learned that can be applied to other existing or future projects.
The Field Researchers will work with the team in Islamabad and Sindh for up to 34 days on an intermittent basis.
Responsibilities
- Participate in a Team Planning Workshop (TPW) in Islamabad to understand the evaluation purpose and methodology and develop data collection instruments and data collection and analysis plans.
- Under the supervision of the team lead and/or sector specialists, carry out field activities as per the data collection plan.
- Take comprehensive and high quality notes during interviews and transcribe and translate notes in English in accordance with the required format.
- Amend/improve translations in line with feedback provided by the study team, in particular by the sector specialist.
- Complete structured observation checklists at selected health facilities.
- Participate in data analysis and report writing.
- Undertake other tasks required for the successful completion of the study.
Qualifications
- At least a Master’s degree in public health, social sciences, or a related field.
- A minimum three (3) years of experience in qualitative data collection.
- Experience with health projects, particularly in maternal and child health a plus.
- Verifiable involvement in at least three prior projects as a field researcher in Sindh, preferably executed by international NGOs or donors.
- Local of Sindh province with excellent command over Sindhi language.
- Excellent analytical and personal communication skills.
- Excellent English writing skills.
